Description of the Work:
Major duties and responsibilities include but are not limited to:

Assisting the Planning Director with annual program planning, scope and budget preparation, development of the annual planning retreat, annual training calendar, and semi-monthly staff meetings.
Assisting in providing internal training and team building activities to enhance department leadership.
Managing a variety of planning initiatives, serving as a point person and information provider to local governments and various agencies on planning and land use/development issues.
Preparing and delivering related presentations; planning and coordinating meetings, workshops, and other events.
Demonstrating leadership within the department, the organization, and the region.
Attending both internal and external meetings to represent the department as needed.
Serving as staff to ad hoc committees or boards/commissions and preparing related materials.
Coordinating grants and contracts for execution and implementation.
Performing grant research, writing and managing related projects; researching trends and emerging issues on program activities.
Desired Knowledge, Skills and Abilities include but are not limited to:
Successful candidate must also have knowledge of local government systems and processes, NC land use statutes, general planning principles and project management. The successful candidate is expected to understand how the department’s program activities interrelate and complement one another, how our programs relate to other Centralina Departments, and how programs meet overall Centralina goals and member needs. Successful candidate will have professional soft-skills needed to manage both people and projects and solve problems in a professional manner.

Minimum Experience at a Glance:
Bachelor’s Degree in public administration, public policy, political science, business, urban and regional planning, or related field (Master’s Degree preferred); 7 to 9 years’ experience in land use or transportation planning, project/program development and fiscal management or an equivalent combination of training and experience that provides the required knowledge, skills and abilities. AICP Certification required. Hiring salary: $84,500 to $107,200 dependent on qualifications.

OWASA is seeking a team member to join our Engineering and Planning team as a Planning and Development Manager. This position conducts special projects and long-range planning to ensure efficient administration of OWASA resources with particular emphasis on water supply, to develop projections of future water and wastewater demand, and to oversee and facilitate certain land management efforts.

Examples of Duties
Key responsibilities include:

Analyzes service area development and water use trends by compiling data, reviewing customer billing data, and communicating with Development Services staff and local government planning staff. Develops and maintains projections of future demand requirements.
Manages and oversees water supply and watershed protection studies and models, and certain collection system, water treatment, wastewater treatment, reclaimed water and biosolids management long-range planning.
Analyzes and makes recommendations about planning-related policies and regulations of OWASA, the three local governments we serve, and state and federal agencies.
Manages the development and presentation of OWASA’s annual Operating Trends Report.
Develops OWASA’s annual Local Water Supply Plan and Water Shortage Response Plan.
Oversees or facilitates certain land management efforts, including acquisition of real estate and easements, inspection/enforcement of conservation easements, certain forest stewardship initiatives.
Manages updates to and implements OWASA’s Long-Range Water Supply Plan.
Acts as primary liaison on all Quarry Reservoir issues.
Serves as Liaison Officer during Emergencies.
Coordinates planning efforts with regional partners through Western Intake Partnership, Triangle Water Supply Partnership, and other regional/state efforts. Meets and corresponds with researchers from universities.

Typical Qualifications
Requires Bachelor’s degree in a specialized technical field such as engineering or environmental science with a minimum of six years’ experience working with engineering practices and/or long-range planning for a public water and wastewater system. Candidates should be self-motivated and have excellent written, verbal, and interpersonal communication skills with a proven ability to effectively manage projects.

ncIMPACT Initiative (ncIMPACT) was developed by the UNC School of Government (SOG) in 2017 to help public officials in North Carolina navigate critical policy challenges across a wide range of topics, including health, education, economic development, criminal justice, public finance, and the environment. This is achieved by providing civic leaders across the state with sound data, high-quality research, and rigorous analysis. ncIMPACT works closely with policymakers and other leaders to share evidence-based insights and creative policy options. ncIMPACT also enhances leaders’ understanding of innovative practices in North Carolina and across the United States and around the world.

The Lead Data and Policy Analyst of ncIMPACT reports to the ncIMPACT Community Engagement Director and is responsible for supporting ncIMPACT’s public policy research and programs through quantitative analysis, research dissemination and communication, and program development.

The Lead Data and Policy Analyst will contribute heavily to two major initiatives led by ncIMPACT and involving partners across the SOG and the larger UNC campus. The first, Carolina Across 100, is a five-year, pan-university effort to connect all 100 NC counties with university resources and supports to help them respond to issues exacerbated by the COVID-19 pandemic. The second, Solutions for North Carolina, is a new project of the SOG devoted to fostering a culture of innovation in North Carolina local governments and supporting their response to complex, disruptive issues.

The Lead Data and Policy Analyst will serve as the ncIMPACT team’s primary data analyst for research relevant to Carolina Across 100, Solutions for North Carolina, and other ncIMPACT programs. In collaboration with other members of the ncIMPACT team, the Lead Data and Policy Analyst will use data insights to inform the direction of ncIMPACT’s major programs and develop public-facing materials to support the work of NC civic leaders and policymakers. This position will be responsible for the following areas of responsibility: Research, Data Analysis, and Dissemination; Program Support and Engagement; and team support.

TYPICAL TASKS:

What are we looking for? We are looking for someone who can:

  • Respond to public inquiries from citizens, businesses, landowners, the development community and elected and appointed officials regarding matters such as the status of current projects, interpretations of the Imagine Cary Community Plan, current and proposed ordinances, area plans and studies;
  • Review development proposals for consistency with policies and ordinances and communicate with developers regarding designs, and offer opinions for improvements;
  • Serve as case manager for rezoning requests. Work includes coordinating with staff from various disciplines to work through key issues with rezoning cases and to serve as the point of contact for the development team. Also includes preparing staff reports and presentations to the community, council and Members of the Planning and Zoning Board;
  • Research and develop amendments to the Land Development Ordinance (LDO) and maintain a list of potential amendments to the LDO;
  • Conduct community outreach and publicity, collect background baseline data on existing conditions and discuss draft plans with citizens, landowners, developers, and Council members;
  • Serve as a liaison on regional projects and coordinate planning with regional agencies;
  • Conduct special research when needed, as well as provide research, advice, and technical support in consultants’ efforts on multiple projects;

KNOWLEDGE, SKILLS AND ABILITIES:

What you will need to bring to the table:

  • Thorough knowledge of the philosophies, principles, practices, and techniques of land use planning;

MINIMUM AND PREFERRED QUALIFICATIONS:

Requires any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in urban planning, landscape architecture, or related field; a master’s degree in urban or regional planning or related field; and considerable experience in professional planning and/or economic analysis work. A master’s degree in a closely related field may be credited toward some years of experience.

Preference will be given to candidates who have the following:

  • Experience with urban design, mixed use, and redevelopment projects Development plan review experience;

Working collaboratively with artists, community members, project partners and stakeholders, the coordinator will be responsible for planning and developing engagement strategies that align with best practices for equity, access, and inclusion.

This position is also responsible for gathering, documenting and reporting of input and feedback gathered from community engagement events, surveys, etc. As determined by the public art team, this individual will coordinate the documentation of oral history projects and historic assets gathered during the public art process and work with City staff to ensure it is preserved appropriately and available to the public.

Successful candidates will be enthusiastic about being a collaborative member of a team developing a public art program with a strong community-centered practice. The position requires a focus on project administration, event planning, communications, and community organizing. Strong project management and organizational skills with the ability to multi-task is essential. Experience working collaboratively with artists, communities, local organizations, individuals, and community stakeholders and the ability to work with a focus on equity, access and inclusion is required. Experience in managing creative projects based in equity, social practice and/or community preferred.

We are looking for graduate students from a wide range of backgrounds who are motivated to join the climate workforce. Climate Corps fellows work with companies, public institutions, and non-profit organizations to meet climate commitments by identifying opportunities to reduce emissions in their operations and supply chains.

Fellows are matched with host organizations based on their location, industry and project type preferences. You can view the full list of past organizations on our website. A list of 2024 host organizations will be available to successful candidates following their interview. Projects will be focused on the following areas:

Training & Development: Before you begin your work, you will attend our training to equip you with the tools you’ll need for a successful fellowship. Throughout the summer, you’ll receive continuous support from subject matter experts, Climate Corps staff, and peers. Required Qualifications

  • At the time of application, enrolled in a graduate certificate or degree program.
  • Self-starter with project management and leadership experience, including demonstrated success aligning and collaborating across teams.
  • Strong oral and written communication skills, including presentation skills.
  • A passion for solving environmental challenges.
  • Eligible to work in the United States during the summer of 2024.

Depending on the available projects, skills in financial analysis, data analysis, and familiarity with greenhouse gas emissions accounting and reporting frameworks are valuable assets.

Compensation
