We are looking for a Senior Advisor for Innovation in Integrated Mobility to join our team. JOB DESCRIPTION

  • Manage the Connected Autonomous Shuttle Supporting Innovation (CASSI) program that pilots autonomous shuttle projects throughout North Carolina.
  • Direct the research and development program for Integrated Mobility focusing on data collection, analytics, and project review for technology integration into the North Carolina public transit, bicycle, and pedestrian network.
  • Develop policy and best practices for technology implementation.
  • Work with industry leaders to develop projects advancing North Carolina transportation.
  • Present complex project details to executive management, Federal, State, local officials, and the public.
  • Serve as our Senior Advisor for Innovative and Emerging Technologies, leading programs and projects.
  • Represent our Integrated Mobility Director in decision-making, client contacts, meetings with local elected and system officials.
  • Present strategic innovations and updates to Executive Management, Federal, State, and local officials.
  • Direct data collection, analytics, and reviews and integrate results for public transit, pedestrian, and bicycle-oriented services into all transportation plans and projects.

QUALIFICATIONS

  • Experience working with industry leaders in cutting edge transportation technologies and implementing these technologies with research projects, policy development, and demonstration pilots.
  • Advanced project management skills to lead teams of researchers, engineers, and community stakeholders.
  • Communications skills to comfortably communicate complex project details to community leaders and the public.
  • Knowledge and oversight of Integrated Mobilities’ programmatic areas.
  • In-depth knowledge of local, state, and federal guidelines/regulations related to public transportation and bicycle/pedestrian programs.
  • Demonstrated extensive experience and expert ability to manage projects and programs, including organizing and leading development and delivering innovative and emerging technologies projects/programs that are technically complex, requiring coordination with stakeholders with varied objectives.
  • Demonstrated ability to analyze and evaluate complex and unique issues, independently solve complex problems where no clear precedent exists, implement new accounting structures, and consult with management to implement identified resolutions.
  • Demonstrated ability to consistently serve as a technical resource for a Branch Manager, Director, senior leaders, Division and external transportation partners.
  • Communication skills to effectively engage in verbal and written forms and establish/maintain effective working relationships with state, federal and local government officials, planners, and community leaders.

GENERAL DEFINITION AND CONDITIONS OF WORK:

The Town of Carrboro seeks an experienced and highly efficient Planning Director to lead and manage its Planning Department. This role involves complex professional and administrative work in planning, directing, coordinating, and supervising planning, zoning, the Town’s building permitting, minimum housing, and inspection programs, services, and staff. The Planning Director oversees long-range and current planning activities including floodplain and watershed management, Town Engineering/Development Plan Review, Geographic Information Services, administers the department budget, and ensures effective implementation of programs and policies.

THE IDEAL CANDIDATE WILL PROVIDE:

  • Technical expertise to advisory boards, commissions, elected officials, and community organizations;
  • Formulate, and recommend policies;
  • Represent the Town with local and regional agencies.

This role operates under the direction of the Assistant Town Manager with full supervision of department personnel either directly or through subordinate supervisors. 
The position may require work outside normal business hours, including nights, weekends, holidays, or during emergency situations.

PHYSICAL REQUIREMENTS

  • Occasional exertion of up to 25 pounds of force.

ESSENTIAL FUNCTIONS:

  • Department Oversight:
    • Administers, plans, organizes, direct, and enforce all Planning Department programs, including zoning, subdivision regulations, watershed protection, flood control, hazard mitigation, and transportation.
    • Supervises, directs, and evaluates department staff, including hiring, scheduling, training, and performance management.
    • Prepares and implements annual planning work programs and department budgets, including managing consultant contracts.
    • Coordinates development review with internal and external review partners.
  • Policy Administration:
    • Administers and enforces laws, rules, ordinances, and policies related to planning and zoning; interprets ordinances and issues permits.
    • Coordinates with the Assistant Town Manager on long-term planning and zoning-related projects and manages long-range planning efforts, including land use, transportation, and open space.
    • Manages updates to the Land Use Ordinance and prepares amendments to ordinances as needed.
  • Public and Regional Engagement:
    • Oversees preparation of data, staff reports, and recommendations for Town Council, advisory boards, and other committees.
    • Conducts public outreach and community education on planning and zoning issues.
    • Represents the Town at local, regional, and community meetings.
  • Specialized Responsibilities:
    • Serves as Floodplain Manager and ensures the Town’s eligibility in the National Flood Insurance program.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Urban Planning, City and Regional Planning, Environmental Science, Landscape Architecture, Public Administration, Geography, or a related field. Masters degree preferred.
  • Minimum of seven years of experience in planning or land use, including a minimum of four years’ experience in positions with progressive responsibility up to and including senior-level position, budget administration, and supervisory experience, or equivalent combination of education and experience.
  • AICP certification required.
  • Certified Zoning Officer (CZO), is desired, and certified Floodplain Manager (CFM) certification is obtainable within 6 months of employment.

 

SPECIAL CERTIFICATIONS AND LICENSES:

  • Possession of a valid North Carolina driver’s license with an acceptable driving history.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Extensive knowledge of advanced principles and practices of planning, including rural, regional, and urban planning. Comprehensive understanding of demographics, economics, finance, environmental conditions and regulations, community engagement and equity, and transportation and mobility as they apply to planning. Familiarity with code and building inspection processes, recent developments in planning, and principles of urban design and civil engineering as related to planning.
  • Strong ability in data analysis, presenting technical reports, and making recommendations based on trends and findings. Proficient knowledge of GIS and general office software to support data-driven decision-making and enhance departmental functions.
  • Ability to develop goals and priorities, cast a clear vision for the department, and educate staff both within the department and across the organization on the value and significance of the department’s roles. POSITION SUMMARY
The Planner III will be an integral part of the County’s Long Range Planning Team which emphasizes countywide transportation. The primary duty of this employee is to lead and/or support short and long-term analysis, planning, and research activities as related to the Spartanburg County / SPATS transportation network and land use, including database preparation, coordination, analysis; GIS layer organization and presentation; use of land use and transportation modeling software, etc. The Planner III will work with the team to identify and implement transportation, infrastructure, and land use analyses, studies, and plans, which may include conceptualization of development scenarios, travel demand analyses and reviews, corridor analysis, area plans, working with State and County transportation professionals, and preparing RFP/RFQs, as necessary.

ESSENTIAL DUTIES

  • Develop and coordinate countywide land use and transportation data for the long-range planning division of the Spartanburg County Planning and Development Department to support the County Council’s transportation and land use development strategy which includes the Spartanburg Area Transportation Study (SPATS) Metropolitan Planning Organization (MPO), the Spartanburg County Public Works Department, and the South Carolina Department of Transportation (SCDOT) and the Federal Highway Administration (FHWA), as appropriate.
  • Prepare and provide quality review of reports and deliverables for planning studies, technical reports, and proposals. Review and provide responses to local government plans, as needed.
  • Manage and prepare land use and transportation planning studies. Provide a review of local land use/transportation plans, such as the Comprehensive Plan, for consistency with the County Transportation Plan and Long-Range Transportation Plan as required of the MPO.
  • Provide administrative support for the transportation planning program, including but not limited to, preparation and reporting of required federal, state, and MPO documents, support for SPATS transportation committees, updating website content, and related duties.
  • Work with and link large data sets.
  • Prepare Requests for Proposals, coordinate selection of consultant contracts for various studies and documents, and draft consultant contracts according to local, state, and/or federal requirements.
  • Assist in the management of consultants/contractors concerning the development of special projects related to functional design contracts, land use/transportation analysis, and transportation planning.
  • Provide support for and prepare transportation, land use, and infrastructure grant applications.
  • Review land use applications to ensure that all developmental proposals adequately address the County’s mobility goals and for compliance with applicable transportation-related plans and ordinances.
  • Identify opportunities for capacity and operational improvements to the County’s transportation system.
  • Research, collect, compile, organize, analyze, and maintain Spartanburg County socio-economic data, traffic counts, land use and transportation/road-related data, and other information utilizing ArcGIS Pro, databases, and spreadsheets. Prepare and present reports, maps, and tables for planning purposes for the long-range planning team.
  • May use and adapt transportation and land use modeling software to evaluate corridor and area-specific transportation problems and to propose practical and effective improvement scenarios.
  • Use ArcGIS Pro for mapping and analysis.
  • Performs other duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

Must be physically able to operate various office machines including computer, multi-line telephone, scanner, copier, etc. Must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for periods of time. Work involves climbing, bending, and stooping for short periods of time. The Challenge

We are looking for an experience Corridor Development Engineer III to join our Division 3 team.

In this role, you will:

  • Serve as a liaison between NCDOT and Metropolitan Planning Organizations and Rural Planning Organizations using your knowledge of NCDOT funding along with the needs defined in our long-range transportation plans to formulate strategies for funding needed projects.
  • Work with Planning Organizations to analyze long-range transportation plans that have been developed to determine which of the projects included in the plans are most suitable for submission into the Strategic Transportation Investments Prioritization system.

  • Serve as our Division 3 primary liaison with local stakeholders regarding new project submissions for the SPOT prioritization process.

What You Bring

  • Knowledge of civil engineering principles and practices relating to the planning, design, and operation of transportation infrastructure.
  • Considerable computer skills using Microsoft Excel and ArcGIS.
  • Experience explaining ideas and concepts to elected officials, citizens, and engineers.

We are looking for a Transportation Engineer Manager to join our Project Management team and oversee 2 Senior Project Managers who supervise our Project Management teams responsible for the delivery of assigned portfolios of centrally-managed Statewide Transportation Improvement Program (STIP) and non-STIP projects. The Challenge

  • Assist in the preparation and negotiation of labor estimates for roadway design work with consultants.
  • Evaluate consultant performance on roadway design submittals.
  • Assist the technical design lead for projects developed by internal staff to identify potential project risks and ensure they have been appropriately coordinated with other technical leads and resolved.
  • Advise and counsel junior engineers and other staff in their work to ensure a team approach.
  • Identify and provide training and professional development opportunities to team members, including Transportation Engineering Associates and summer interns, to ensure they are growing as engineers and professionals.

What You Bring

  • Knowledge of civil engineering principles (especially as it relates to highway design), AASHTO guidance, Roadway Design Manual, Bridge Policy, NCDOT Standard Drawings and Specifications.
  • Experience in the development and review of engineered design plans and details to determine compliance and compatibility with construction and engineering principles and maintenance standards, codes, and statutes.
  • Demonstrated ability directing the work of and training junior engineers and Transportation Engineering Associates.
  • Experience using Bentley highway design software and workspaces (MicroStation, GeoPak, Open Roads Designer, and Corridor Modeling) or Civil 3D.
  • Experience establishing and tracking progress of tasks and project deliverables to ensure timely completion.

Education and Experience

  • Bachelor’s degree in engineering, and
  • 4+ years of relevant experience; or
  • An equivalent combination of education and experience.

The Challenge
We are hiring a State Traffic Systems Operations (TSO) Planning Engineer to manage our Transportation Systems Management and Operations (TSMO) team.

In this role, you will:

  • Provide leadership, direction, and supervision of the TSMO team.
  • Oversee contract management.
  • Serve as our TSMO subject matter expert on project funding sources.

The Challenge
We are hiring for an experienced Transportation Program Analyst II to join our Rail Programs team!

In this role, you will:

  • Support our Freight Rail and Economic Development Program Manager and Rail Programs Manager providing technical capacity to fulfill our mission.
  • Conduct independent consultations, provide technical assistance, and deliver program/project administration in transportation planning studies, promoting transportation planning activities with local government officials, and evaluating existing transportation systems, and identifying priority areas for future study.
  • Conduct considerable analysis and interpretation of data and trends in rail, logistics, and transportation planning.
  • Serve as a lead project manager for the Rail Programs team.
  • Independently conduct multi-modal systems studies with statewide implications and formulate recommendations concerning future developmental activities.
  • Perform work having a high level of complexity due to multijurisdictional, intermodal, and joint passenger/freight focus.
  • Consult with internal and external program stakeholders and travel regularly for partner and stakeholder engagement.
  • Coordinate with Municipal and Regional Planning Organizations (MPOs & RPOs).
  • Work in parallel with embedded strategic planning consultants.
  • Conduct research and analysis to support the Freight Rail and Economic Development Program.
  • Support the Rail Services team, particularly coordination between NC By Train service and local transit systems.

In order of importance, you will be responsible for:

  • Regional Planning and Outreach: Coordinate with MPOs, RPOs, and Councils of Governments (COGs).
  • Freight Rail Program Analysis: Work to ensure freight rail funds achieve strategic ends for NCDOT by applying quantitative and qualitative analytical tools.
  • Intercity Passenger Rail Program Analysis: Support strategic planning activities related to passenger rail expansion and improvement by applying quantitative and qualitative analytical tools.
  • Rail Services Support: Support Rail Services team efforts to promote existing intercity passenger rail services and provide exceptional customer service, including coordinating with connecting transportation services and problem-solving issues related to existing passenger rail services.

What You Bring

  • Knowledge of the principles and practices of public and business administration relating to transportation planning and transportation project funding.

The City of Raleigh has an exciting opportunity to Intern with our Planning and Development department’s Comprehensive Planning team! 

Through a combination of workshops, mentorship, hands-on projects, and networking opportunities, the intern will develop the skills and knowledge necessary to excel in various roles within the public sector. Students will work closely with experienced municipal government professionals, contribute to important projects and develop valuable skills in public administration. The intern experience includes a staff mentor and broad exposure to a wide range of public planning-related processes, including governing body, board/commission, and internal departmental meetings.

This is a temporary, hourly position without benefits

  • Undergraduate Students: $17 per hour
  • Graduate Students: $20 per hour

 

Duties and Responsibilities

The Comprehensive Planning Intern will primarily support the development of Raleigh’s Next Comprehensive Plan. There will also be opportunities to work on special projects to support the public engagement and research work of the division.

Specific tasks include:

  • Contributing to policy development by helping convene and facilitate working groups of subject matter experts to develop policies in key areas of the next comprehensive plan
  • Supporting public engagement by developing surveys and other engagement tools
  • Researching best practices and innovative strategies for capital needs planning, sustainable growth management, and stabilization planning
  • Supporting implementation of the city’s BRT system through planning projects and city initiated rezoning initiatives

 

Typical Qualifications

Must be enrolled in an undergraduate or graduate program and a student in good academic standing. Preference for students enrolled in a program leading to a degree in City and Regional Planning, Urban Design, Public Policy, Public Administration, or Communications. No previous office experience required. To perform this job successfully, an individual should have a strong working knowledge of Office Suite software. Knowledge of GIS/Arcview and/or Adobe Creative Suite helpful but not required.
