The Community Planner:

1. Advise transit agencies on promoting equity and meeting civil rights requirements in project planning, development, and administration, including in the areas of long-range plans, transportation improvement programs, environmental reviews, corridor and feasibility studies, facility siting and planning, and service planning.
2. Conduct technical evaluations of planning documents and assess project compliance with civil rights policies, procedures, and requirements.
3. Develop qualitative and quantitative evaluative techniques and strategies to improve equity in transit service, programming, and decision-making.
4. Draft detailed written products, including memos, reports and proposals that present evaluation approaches, regulatory and other interpretations, findings, and recommendations, along with policies and guidance to support equity and accessibility in transportation planning.
5. Develop technical assistance and training to advance integration of civil rights and equitable transportation priorities in all phases of the planning and project development process.
6. Represent FTA on workgroups, at conferences, and other high-profile events and communicate complex, technical civil rights information tailored to meet the audience’s needs and advance agency objectives.

About our opportunity:

The City of Asheville is seeking recent university graduates for a full-time, one-year Transit Apprenticeship with the Transportation Department, Transit Division. The apprentice will gain real-world work experience and become familiar with the City of Asheville, Asheville Rides Transit (ART) transit routes and the role transit plays in our transportation network. The apprentice will work individually and as part of a team to assist transit planning staff with everyday project management such as: transit service improvements, facility and bus stop shelter and amenity improvements, data collection and analysis, fare changes, community engagement, and general implementation of the City’s 10-year Transit Master Plan.

The apprenticeship also includes the development of an individual project that both focuses on the interest of the student and meets the goals of the division.

Work Schedule:

This position generally works 7.5 hours Monday through Friday, starting between 8:30 a.m., and ending around 5:00 pm. Occasionally, there may be times when the Transit Apprentice can work additional hours, depending on public outreach meetings.

Duties & Responsibilities
Essential Functions:

  • Participate in data analytics and maintenance.
  • Conduct transit service surveys.

  • Complete independent research or a special project.
  • Work on special projects based on the specific needs of the transit system and your interests and skills.
  • Examples of projects include bus stop improvement projects, route and schedule updates, fare policy and technology analysis, and other studies involving market research or service productivity.

The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (MPO) is the regional transportation planning agency in North Carolina’s western Triangle. The MPO is responsible for

About the Position:
This position provides regional transportation planning and modeling support in a formally designated Transportation Management Area that encompasses the western part of the
Research Triangle including the cities of Durham, Chapel Hill, and Carrboro. The successful candidate will understand advanced data collection, performance measures, model development & applications, and how support to MPO projects, studies, programs, and plans, such as congestion management planning, transportation improvement programming, and metropolitan transportation planning. Responsible for developing, updating, and maintaining computer models and programs; developing and maintaining the MPO information including data collection; serving as project
manager for technology projects; providing modeling and technical support for studies, programs, and plans; and leading intern staff work.

Description of Work:
• Develops and maintains the MPO data management system to include developing data collection and processing procedures, conducting needs assessments, and developing and tracking system performance measures.
• May update and maintain computer models and programs; provides modeling support for transportation studies, programs and plans; prepares forecasts; analyzes the model results and policy-related data; conducts traffic simulation studies and testing scenarios; and reports model results.
• Analyzes highly technical data; write computer programs/scripts, work with Big Data and create solutions; develops and makes recommendations for technical projects; reviews
work and the work of others to ensure accuracy; Prepares, maintains, and/or reviews technical and other reports, records, and documents.
• Manages for technology projects; evaluates and recommends project priorities; determines project scope; identifies project cost and budget; monitors staff or consultant work and participation in project; reviews deliverables and makes recommendations for
improvements; and ensures adherence to project schedules, budgets, and other applicable regulations, policies, and procedures.
Central Pines Regional Council
• May prepare and present material to elected officials, DCHCMPO Technical Coordinating Committee, as well as lead the work of staff and/or interns to include monitoring and directing work activities, managing schedules, mentoring, and coaching.

Education & Experience:
A master’s degree engineering, planning, computer science, applied mathematics, statistics, data analytics or related fields is desired. A bachelor’s degree in the same fields may be considered.
Ability to program in Python, R or similar is necessary.

Additional Preferred Skills:
• Experience in travel demand modeling and/or traffic simulation modeling. (TransCAD with GISDK or TransCAD)
• Database programming and statistics.
• Geography Information Systems (GIS).
• Traffic simulation and analysis.

Starting Salary & Benefits:
Hiring range: $60,200 – $64,000
*This position is eligible for a 5% increase after serving a 6-month probation period.

The primary purpose of this position is to perform professional transportation and transit planning work within the Buncombe County Planning Department to ensure compliance with Federal, State and Local ordinances.

Purpose of the position:

The purpose of this position is to perform advanced level technical and professional work in the performance of planning assignments in program planning and research or program administration.

Minimum Education, Training and/or Experience (required at time of hire): Bachelor’s degree in a planning or related field and two (2) years of experience in planning; or an equivalent combination of education and experience.

Essential Functions of the position:
