Peregrine Strategies, Inc., a strategic research consulting firm that focuses on equitable economies, is seeking a n experienced part-time, time-limited contract researcher to support an advocacy-oriented consulting project aimed at promoting clean energy economic development policies in the Ohio River Valley region (including parts of West Virginia, Kentucky, Pennsylvania, and Ohio). The contract will run over the remainder of 2023, with the possibility of renewal in 2024.

The project is designed to help our client—a regional advocacy organization located in Appalachia—make the case to policy makers and the broader public for a taking a transformative, place-based approach to clean energy economic development, especially at the local government level. In doing so, our team will use sophisticated economic analysis, policy analysis, and stakeholder engagement to identify the key assets and challenges facing local communities as they make the transition from extraction-based development to the clean economy, and then develop a series of policy recommendations for local governments to adopt to advance this clean economy transition. An important focus of the project will involve identifying the opportunities for recently-enacted federal programs supporting clean energy economic development.

Specifically, the contract researcher will conduct the following work in coordination with the project team:

  • Provide strategic recommendations and expertise to the project team on clean energy policy.
  • Conduct desk research/review of relevant policy and scholarly research on clean energy and economic development.
  • Inventory existing and newly created federal programs and funding streams designed to support clean energy at the local level; and assess how these programs can support the project’s policy recommendations.
  • Conduct interviews of key stakeholders in the region.
  • Conduct non-statistical economic analyses of key indicators.
  • Support writing of the final report for the client.

Qualifications

  • Strong knowledge of clean energy policy and green economic development is required, including broad understanding of the policy and scholarly research on the topic.
  • Experience conducting research and writing for a non-academic audience is required, with strong preference for experience writing in an advocacy, think tank, or journalistic setting.
  • Familiarity with state and federal clean energy programs within the region is preferred.
  • Familiarity with the Ohio River Valley region is a plus.
  • Skill and experience conducting non-statistical economic analyses with key data sources (ACS, BLS, BEA, etc) is a plus but not necessary.

Compensation

This opportunity is part-time, project-based, and time-limited, with a likely end date on December 31, 2023, with possible renewal for 2024. We anticipate the project will be well-suited for an independent contract researcher or advanced graduate student with sufficient time to devote to the project.

As a result, compensation is negotiable, based on the number of hours needed to complete the proposed work, the skills and experience of the Contract Researcher, and fair market rate for work on similar projects.
