Description

The City of Jefferson is currently accepting applications for a Planner I or II for our Planning and Protective Services Department. This position provides professional planning support to senior planning staff in the areas of current planning/zoning, participates in zoning administration, plan review, maintenance of GIS layers, research, preparation of reports and exhibits.

Examples of Duties:

Planner I

  • Assists planners and planning manager with administration of current planning and zoning programs including review of subdivision plats, site plans; zoning applications and other development applications.
  • Assists with zoning administration and enforcement activities.
  • Researches and prepares reports and exhibits for staff, Planning and Zoning Commission, Board of Adjustment, and City Council.
  • Prepares, posts and removes notification signs from subject properties.
  • Assists with the administration of the street numbering system, including coordination with E-911 services.
  • Maintains and updates geographic information including zoning, existing land use, development plan and other departmental maps; databases, spreadsheets using GIS software and other computer technology.
  • Compiles Census and other statistical data for use in comprehensive, neighborhood and transportation plans.

Planner II

  • In addition to a Level I this position interprets and applies applicable state, county and local codes, ordinances and regulations.
  • Initiates actions necessary to correct deficiencies or violations of regulations.
  • Assists with updates and maintenance of Comprehensive Plan and land development regulations.
  • Conducts review of various development and land use applications including plats, site plans, variance requests and rezonings.
  • Conducts extensive research in specific or general project areas.
  • Writes and presents formal and technical reports, working papers, and correspondence.
  • Identifies community problems, issues, and opportunities in particular neighborhoods that could be mitigated through better community planning.
  • Develops long range plans for neighborhoods and communities with common developmental issues.
  • Develops strategies to promote economic and community development or efficient land use consistent with community goals.
  • Evaluates adequacy of community facilities in meeting current and projected needs.
  • Recommends priorities, schedules, and funding sources to implement public improvement plans.
  • Writes, or assists in writing, a variety of ordinances and regulations relating to development
  • controls.

Typical Qualifications:

Planner I

  • Requires a Bachelors’ degree with major course work in City or Urban Planning, or related field such as public administration, real estate, engineering, geography, etc.
  • Experience with standard word processing, spreadsheets/databases, and internet applications required.
  • Training or experience with GIS software highly desired.

Planner II

  • Requires a Bachelors’ degree in planning or related field and three years professional planning experience including comprehensive or transportation planning and modeling; capital improvement planning, financing and budgeting; and geographic information systems (GIS). American Institute of Certified Planners (AICP), Geographic Information Systems Professional (GISP), or Professional Transportation Planner (PTP) certification required. Master’s degree preferred.
  • A Planner II requires advanced knowledge of the philosophies, principles, practices, and techniques of planning. Well-developed knowledge of one or more planning disciplines, such as urban design, affordable housing, transportation, economic development, land use, or zoning administration.
  • Knowledge and experience in principles, methodology, practices of research and data collection; effective writing techniques; and computer hardware and software programs, which may include Microsoft Office, Internet applications and geographic information systems (GIS).
