The Planning Manager is responsible for and participates in advanced, highly-complex professional planning activities.  The position supervises the Planner I and Planning Technician. Work is performed under the general supervision of the Planning Director.

Examples of Duties

  • Performs and manages complex and sensitive professional planning projects, research and analysis
  • Monitors and ensures compliance with local, state and federal laws
  • Troubleshoots issues and facilitates discussion and resolution
  • Oversees specialized planning functions such as large-scale new development proposals and significant rezoning application.
  • Develops and Implements long range planning initiatives.
  • Recommends and oversees amendments to the Unified Development Ordinance
  • Advises various boards and elected officials on planning-related issues
  • Supervises the Planner I and Planning Technician
  • Assigns work to professional staff, coaches employees and ensures appropriate training is provided
  • Oversees work of subordinates related to final plats, special event permits, plot plans, sign permits, annexations, zoning compliance letters, modifications to previously approved site plans and any special projects
  • Evaluates operations and activities of assigned responsibilities
  • Prepares reports on operations and activities, recommending improvements and modifications
  • Monitors staff performance and conducts performance evaluations
  • Administers, monitors and controls expenditures of subordinates
  • Provides informal code interpretations
  • Participates in inter-departmental projects
  • Advises the Planning Director on planning related matters
  • Serves as acting Planning Director in his or her absence in rotation with others
  • Attends evening meetings
  • Performs related tasks as required

Typical Qualifications: Extensive knowledge of local government planning; extensive knowledge of local government zoning rules and regulations; extensive knowledge of state law pertaining to planning; ability to develop and implement budgets; ability to deal tactfully and effectively with the Town department heads, subordinate staff, public officials, community leaders and professional groups; ability to establish and maintain effective working relationships.
Supplemental Information: Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in urban planning, geography, public administration, or related field, and extensive experience in municipal planning. Supervisory experience and a master’s degree in a related field is preferred.

Possession of AICP certification or ability to obtain.
Possession of a valid driver’s license.
Possession of North Carolina Zoning Official Certification is preferred.
