Description
We are looking for a critical Regional Planning Manager to join our Integrated Mobility team, and be a part of our Special Knowledge Group. This leadership role has a direct impact on the effectiveness, efficiency and safety multimodal, bicycle, pedestrian and public transportation services across North Carolina.
In this role, you will
- Supervisor Transportation Planner I and II positions in our Regional Planning section.
- Lead weekly staff meetings, monitor and review your team’s individual and group performance, and coordinate section needs and capacity to managerial staff.
- Provide technical assistance on multimodal transportation planning support to local and regional governments and coordinate with regional planning organizations (RPOs, MPOs) and public transportation systems.
- Deliver planning assistance, program guidance, and coordinate and implement activities relative to federal and state planning programs, initiatives, grants, requirements and policies.
- Administer multimodal/bicycle/pedestrian/transit plans and studies
- Manage and conduct planning projects for local governments and transportation systems
- Manage and conduct special regional studies
- Assist with technical research projects
- Advance our planning best practices
- Perform quarterly report reviews and tracking
- Keep up-to-date with federal and state program areas.
- Lead research, policy and related projects
- Research state and federal laws and policies regarding multimodal, bicycle, pedestrian and transit travel and ensure we meet federal and state requirements
- Provide guidance to other NCDOT units
- Describe the work of the Division in public presentations.
- Represent the interests and position of the Planning and Programming Unit in the absence of the Deputy Director.
What You Bring
- In-depth knowledge of multimodal, bicycle, pedestrian and transit planning principles, techniques and procedures and their interrelationship.
- Deep knowledge of Federal and State laws, guidelines, and funding programs related to multimodal, bicycle, pedestrian and public transportation infrastructure and systems.
- Demonstrated ability to evaluate policies and programs and identify areas for modernization.
- Demonstrated ability to direct, organize and oversee the activities of professional level employees, including transportation planners, consultants and technical experts.
- Excellent oral and written communications and skills to build and maintain positive working relationships with a range of state, federal and local officials.
- Ability to work independently, with little supervision.
- Demonstrated attention and accuracy to detail.
- Able to handle special projects from start to finish.
Education & Experience
- Master’s degree in urban and regional planning, transportation planning, engineering, business administration, or economics and
- 3 years experience in public transportation planning, administration, community planning, or transit management; or
- Bachelor’s degree in urban and regional planning, transportation planning, engineering, business administration, or economics and
- 5 years experience in the collection and analysis of economic and social data, 2 of which must have been in public transportation planning or transit management; or
- An equivalent combination of education and experience.
