The Capital Area Metropolitan Planning Organization (MPO) is responsible for regional long-range transportation planning for the rapidly growing region in the Raleigh, NC urban area. The MPO recently adopted a new strategic plan to help guide our region’s transportation program through the next several years. The Capital Area MPO works at the heart of identifying, planning, and implementing those improvements and the Transportation Planner is a key member of the team. The Transportation Planner has the opportunity to be involved in a variety of long-range planning studies, public engagement efforts, transportation project development, and technical analysis.

This position performs regional multi-modal transportation planning activities and is performed under the general supervision of the Deputy Director. This position is based out of the CAMPO offices in Cary. This position may be eligible for partial telework schedule after the successful completion of an initial probationary period.

Anticipated hiring range – $61,776 – $70,075

Typical Tasks
Your day-to-day work may include, but is not limited to:

  • Review local transportation plans for consistency with regional transportation plans;
  • Support project managers with technical analysis and engagement efforts for various planning studies;
  • Assist with the development and review of transportation recommendations for multi-modal transportation planning activities;
  • Research and recommend policy or program enhancements for various MPO activities;
  • Research, write and edit technical reports and documents;
  • Coordinate regional meetings, including developing agendas and meeting summaries;
  • Develop and implement reliable tools for technical analysis;
  • Analyze and report on data from travel forecasting, traffic analysis, travel demand modeling or other technical analysis;
  • Assist with the preparation of materials, agendas and presentations for policy boards, technical boards and committees, and other meetings with local, state, regional and federal staff and officials;
  • Prepare and deliver presentations of technical material in a clear and meaningful way for a variety of audiences;
  • Support public engagement activities, including supporting in-person and online engagement activities and contributing to the development of public engagement plans and reports;
  • Assist with the coordination and review of TIP projects, including monitoring project development activities, ensuring adherence to regional long range adopted plans, and coordinating with local and state officials on project details;
  • Represent the MPO on various stakeholder or technical groups or committees;
  • Other duties as assigned.

Knowledge, Skills and Abilities
Ability to work under pressure on several projects simultaneously and within time constraints; ability to analyze a problem and make independent judgments without close supervision; ability to analyze technical information, policies, and ordinances; ability to perform independent research and develop recommendations; ability to communicate effectively both orally and in writing; ability to supervise other personnel in a project coordination role; ability to deal effectively with the general public; ability to adapt to changing technology.

Minimum and Preferred Qualifications
Any combination of experience equivalent to a graduation from a four-year college or university with a bachelor’s degree in planning, engineering, geography, or a related field and considerable experience in planning, engineering, geography or a related field.

Preference will be given to candidates with experience in MS Office, ArcGIS, and TransCAD. Preference will be given to candidates with AICP certification or the ability to obtain this certification.

CONDITIONS OF CAMPO EMPLOYMENT:

Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.

Requires a valid driver’s license with an acceptable driving record.

PHYSICAL REQUIREMENTS:

The work in this class is generally sedentary and is typically performed indoors. An employee must be able to move throughout facilities freely to perform or observe work. An employee must have visual acuity to be able to read and write handwritten and typewritten materials, including being able to view a computer screen. An employee must have the ability to work safely in and around traffic and active construction sites occasionally. An employee must be able to talk and hear in order to communicate and respond to the public and other employees.
