GENERAL DESCRIPTION:
This position leads the development of transportation plans and projects for Durham County and participates in regional transportation planning organizations. This position works under general supervision, independently developing work methods and sequences.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Leads the development of Durham County transportation plans and policies. Participates in the project scope, methodology, deliverables, and recommendations.
- Oversight and coordination of consultants, the procurement process, and negotiation of contracts; monitors budgets and deliverables.
- Serves as the liaison to the public, stakeholder organizations, and governing boards.
- Conducts public engagement, develops, and maintains public accountability websites, materials, and reports.
- Participates in regional transportation planning organizations and County Transit Plan governance processes.
- Collaborates with federal, state, regional, and local staff in regional decision-making bodies. Research and review data, plans, and studies in making judgements on transportation plans and budgets that advance Durham County’s priorities.
- Provides oversight, budget, and grants management for Durham County ACCESS services.
- Leads the development of County bicycle, pedestrian, and greenways planning.
- Reviews and pays invoices; prepares grant applications and manages reimbursement processes for federal, NCDOT and GoTriangle grant funding.
- Serves as a County resource for transportation, researching and developing internal policies.
- Collaborates with Durham County Transit Plan governance partners in developing transit policies, budgets, reports, plans, and public engagement materials.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
- Thorough knowledge of transportation and transit systems, technologies, standards, and practices.
- Ability to understand and apply transportation planning and engineering principles.
- Thorough knowledge of procurement practices, legal requirements following good practices for the development of Request for Proposals (RFP), consultant selection, and management of contracts.
- Knowledge and experience developing, applying, and managing public engagement practices including innovative practices that increase participation from underrepresented groups.
- Ability to communicate clearly, succinctly, and professionally with a wide range of audiences both in written and oral formats.
- Proficient computer skills with Microsoft Office, SAP, and GIS.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Requires a bachelor’s degree in Transportation, Urban Planning, Civil Engineering, Public Policy or Public Administration from an accredited institution and three years of experience in transportation planning, civil engineering or related work; or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.
PREFERRED QUALIFICATIONS
- Master’s degree. American Institute of Certified Planners (AICP) certification or Professional Engineer (PE) certification.
- Technical expertise in transportation planning, design, and engineering, with a preference for experience on pedestrian, bicycle, and greenways projects.
- Experience managing large contracts, administering federal and state grants, and coordinating with other local governments and state agencies.
PHYSICAL DEMANDS:
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
