Repositioning Public Housing: The Rental Assistance Demonstration (RAD) and Other Techniques for Preserving Subsidized Housing

Erin Reis is a dual degree graduate from DCRP; she received both her MCRP and J.D. from the UNC School of Law in May 2011. In August 2011 she joined the U.S. Department of Housing and Urban Development (HUD) Legal Honors program and converted to Attorney-Advisor the following year. She works in the Greensboro HUD Field Office of Counsel. Her work is primarily with FHA-insured mortgages for multifamily apartment buildings, nursing homes, and hospitals, as well as RAD conversions from public housing to Section 8 properties.

Courtney N. Kyles is the Director of the Office of Public and Indian Housing in the Greensboro HUD Field Office. Ms. Kyles leads a dynamic team of 13 public housing experts, who provide performance oversight, compliance assurance, technical assistance, and program implementation for Public Housing Authorities throughout North Carolina. Before joining HUD, she was the Fair Housing Analyst at the City of Dayton Human Relations Council. She also worked as an AmeriCorps attorney with Advocates for Basic Legal Equality in Dayton, Ohio, where she represented low-income tenants in eviction and housing related matters and advocated for affordable housing preservation. She is a graduate of Spelman College in Atlanta, Georgia and Howard University School of Law in Washington, D.C.

Gene Rahuba is a General Engineer for the Office of Public and Indian Housing in the Greensboro HUD Field Office. He has been with HUD for 33 years in his current position, as well as in the Real Estate Assessment Center (REAC). He has also worked for the U.S. Corps of Engineers (Pittsburgh and Baltimore Districts), U.S. Department of the Navy, and U.S. Army. He holds a Master of Engineering – Civil Engineering from Penn State University.
