Mark Shelburne is a housing policy consultant. His work includes advising state agencies, local governments, and developers on affordable housing. Shelburne previously served as Counsel and Policy Coordinator at the North Carolina Housing Finance Agency and Director of the Office of Housing Finance and Development at the Georgia Department of Community Affairs. In his career he has revised 45 qualified allocation plans in 18 states, testified before Congress, administered resources to create more than 30,000 affordable apartments, and led work resulting in four national awards. He has degrees in law, planning, and public policy from UNC-Chapel Hill.
