The North Carolina Division of Coastal Management (DCM) is seeking a talented individual to join the DCM team as a Coastal Resilience Specialist. We are seeking someone with a strong background in coastal hazards resilience, coastal management, or a closely-related field, who can demonstrate flexibility, resourcefulness, a
willingness to take on a variety of diverse projects, and who can manage several projects concurrently. Excellent technical and communication skills (verbal and written) are essential, along with significant knowledge of coastal hazards and management approaches in North Carolina.

About the Position: The position will work primarily on a project funded by the State of North Carolina and the National Fish and Wildlife Foundation to coordinate local vulnerability assessments and resilience planning in 20 coastal communities, and to support those communities in developing shovel-ready natural infrastructure projects. The position will work closely with other DCM staff, as well as a project team with representatives from the N.C. Office of Recovery & Resiliency, N.C. Sea Grant, and The Nature Conservancy. The position will represent DCM in the areas of subject matter expertise to the public, project consultants, community leaders, government officials, and academia.

The position is classified as full-time, temporary, with guaranteed funding for three years. The employee will work 40 hours/week, for no more than 11 consecutive months in any 12-month period, followed by one month of unpaid leave. Ability to work remotely is necessary, and some travel, including overnights, may be required subject to COVID-19 restrictions. The position does not include paid leave or retirement benefits, but subsidized health coverage is available.

The employee will be located at DCM’s headquarters office in Morehead City.
Annual salary range is $47,000 – $55,000, based on qualifications.

The primary responsibilities of the position include:

  • Serve as a subject matter specialist in the area of coastal resilience, coastal climate adaptation, coastal flooding and hazard mitigation planning, and related public policy issues.
  • Provide technical assistance and support to communities to help increase their individual and collective adaptive capacity, including historically underrepresented communities.
  • Assist with other DCM projects related to coastal resilience, which may include assisting local communities with resilience evaluations and planning, outreach and communications focused on coastal hazards.
  • Work with organizational and external partners as needed on efforts and funding proposals to advance coastal hazards resilience.
  • Assist with responses to media and public information inquiries in coordination with appropriate DCM staff.
  • Work with DCM’s Policy & Planning staff on relevant policy development and rulemaking with the Coastal Resources Commission and Coastal Resources Advisory Council.

Qualifications, Skills, and Abilities:

  • Engineering degree or Master’s degree in the natural sciences, coastal policy, or other field related to the coastal environment, plus two years of relevant experience, or Bachelor’s degree in one of these fields plus five years of relevant experience.
  • Education and experience in the fields of coastal hazards, resilience, or climate adaptation.
  • Excellent organizational skills, written and verbal communication skills, initiative and problem solving capability, and attention to detail.
  • Demonstrated ability to work well in a team environment.
  • Experience managing simultaneous projects with multiple deadlines.
  • Ability to maintain simple webpages, or willingness to learn.
