This Coastal Resiliency Coordinator position primary has the responsibility for coordinating the NC Resilient Coastal Communities Program, which was created to assist coastal communities in building their capacity to be more resilient to storms, flooding, and other coastal hazards. The program is funded primarily through State appropriations and awards grants to coastal communities for local vulnerability assessments and resilience planning. The program supports coastal communities with pre-disaster planning and developing shovel-ready projects to improve the resilience of their residents, and their built and natural environments.

Key Responsibilities:

  • Coordinate strategic planning and continuous program improvements for the NC Resilient Coastal Communities Program (RCCP). Convene organizational and external partners such as local governments, NGOs, academia, and the private sector, on strategy and funding to advance coastal hazards resilience.
  • Serve as a subject matter specialist in coastal resilience, coastal climate adaptation, coastal flooding and hazard mitigation planning, and related public policy issues, including representing the division with external groups and the media.
  • Jointly administer a competitive grants program and budget for technical assistance to communities to increase their adaptive capacity and administer grant contracts and associated reporting.
  • Serve as lead on applications for competitive federal grants to leverage State funding and administer budgeting and reporting successful awards. Identify and pursue opportunities for matching funds as needed.
  • Work with DCM’s Policy & Planning staff on relevant policy development and rulemaking, and support Land Use Planning (LUP) staff with resilience related LUP amendments, ordinances, and other local government assistance.

To qualify for this position, applicants must document on the application that they possess ALL the following:

  • Experience in the fields of coastal hazards, resilience, or climate adaptation.
  • Experience in hazard mitigation, resilience planning, and/or flood mitigation.
  • Experience in project management.

  • Excellent organizational skills, written and verbal communication skills, initiative and  problem-solving capability, and attention to detail.
  • Demonstrated ability to work well in a team environment, and independently.

Minimum Education and Experience Requirements

Master’s degree in a planning curriculum from an appropriately accredited institution and two years experience in planning in which one year was in a team lead or supervisory role; or Master’s degree in Public Administration, including planning courses from an appropriately accredited institution and two years experience in planning in which one year was in a team lead or supervisory role; or Bachelor’s degree in a field related to planning, including courses in planning from an appropriately accredited institution and four years of specifically related planning experience in which one year was in a team lead or supervisory capacity; or an equivalent combination of education and experience.
