The Clarksville-Montgomery County Regional Planning Commission (CMCRPC) is an independent government body established in 1963 by local legislation. A full-time staff employed by the CMCRPC processes and reviews request for zoning changes, subdivision, design overlay, and site plan review, and transportation planning within Clarksville and Montgomery County, Tennessee. Also, the CMCRPC is responsible for carrying out the City and County’s short- and long-range planning activities.
The CMCRPC is adding a Comprehensive Planner position to better assist in long- and short-range planning and projects. The CMCRPC will be embarking on a countywide Comprehensive Plan in 2021 and this position will also be the project manager of that plan. Work also includes a variety of focuses within rural, suburban, and urban areas.

PURPOSE OF THE JOB:
Works under limited supervision of the Director of Planning, and occasionally the Deputy Director of Planning, to perform professional and technical work in long-range local and regional planning. May direct and/or assist in the collection of data for use in various planning studies, projects, or documents. Performs tasks involved in scoping, designing, researching, and carrying to fruition planning or policy related work on regulations or plans as assigned. Leads or assists with various plan updates, annexation requests; and helps staff, elected officials, and the public to be better informed on planning-related topics.

KNOWLEDGE:
Must have a working knowledge of land use planning and how policy, and other decisions or laws affect it. Must be a proficient reader, writer, and researcher. Must be knowledgeable in understanding and conducting surveys and analysis. Ability to independently research a variety of subjects and apply them to land development or redevelopment. Must possess knowledge of the capabilities of Geographical Information Systems (GIS) as it relates to planning and demographics. Experience in implementing infill development projects or policy is a plus. Familiarity with topics such as Smart Growth, Suburban Retrofit, Sprawl Repair, and Form Based Codes is a plus.

Must be able to work in a modern office with modern practices, procedures, and equipment. Must deal tactfully with the public and co-workers; to exercise good judgment in evaluating situations leading to decisions; to express ideas clearly, concisely, and convincingly; and to supervise the work of others if necessary.
