Description

The Deputy Director will assist the Executive Director in overseeing the management of the EFC. This position will work closely with the Executive Director to manage all activities pertaining to business development, budgeting, financing, and personnel administration.

SOG Services is an official associated entity of UNC School of Government. As the largest university- based local government training, advisory, and research organization in the United States, the School of Government offers over 200 courses, webinars, and specialized conferences for more than 14,000 public officials each year. The activities of SOGS may include, but are not limited to, assisting the School of Government with, or directly performing or carrying out, such research, consulting, advising, trainings and educational workshops and seminars and other similar services and programs of the School of
Government.

The Environmental Finance Center (EFC) at the School works to enhance the ability of governments and other organizations to provide environmental programs and services in effective and financially sustainable ways. EFC reaches local communities through interactive training and technical assistance. In addition, EFC works with decision makers to assess and improve environmental finance policies at a regional or state level. Visit efc.unc.edu.

The EFC-Deputy Director will assist the Executive Director (ED) in overseeing the management of the Environmental Finance Center (EFC). This position will work closely with the ED to manage all activities pertaining to business development, budgeting, financing, and personnel administration. position will report to the EFC Deputy Director. This is a full-time, permanent position with SOG Services located at the School of Government in Chapel Hill.

Position Funding: This position is contingent upon the continuing availability of funds from sources other than continuing state budget funds or permanent trust funds. The successful candidate is expected to actively participate in the identification and successful cultivation of funding opportunities.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential functions include, but are not limited to the following:

1. (50%) Manage the Environmental Finance Center (EFC) This involves supporting the Executive Director in: a. providing supervision, leadership, and delegation of work for staff and students working on EFC-related projects; b. overseeing the day-to-day administration of the EFC; c. creating and implementing policies and procedures to ensure EFC’s productivity, profitability, and efficiency; and d. preparing progress and other reports for clients, the ED and School.

2. (25%) Assist the ED and others at the EFC in assuring the continued financial viability of the EFC through identifying and acquiring funding for new projects in North Carolina and other Southeastern states, but also throughout the country and internationally. This includes assisting in the writing and submitting of grant proposals and developing contracts with governmental agencies. Additionally, the Program Manager is responsible for the preparation and management of the organization’s overall finance plan and creation and maintenance of internal administrative management documentation for all EFC projects in coordination with EFC and University staff. Actively participate in project management.

3. (15%) Work cooperatively with the EFC’s Outreach Manager (currently open) and the School’s marketing and communications division, information technology division, and operational division (program management, development, and publications) to effectively market and promote EFC’s activities, courses, services, products, and events. Provide oversight for EFC’s website content and design to ensure that the site meets the needs of clients.

4. (10%) Manage EFC’s growing budget, which is increasing significant in both revenues and number of grants. Track revenues and expenditures for the center. Forecast revenues based on current and projected projects. Develop expenditure budgets based on projections. Develop and revise center strategy based on budget forecasts and actuals.

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)
Experience with significant management responsibility for soft funded university public service program is highly desirable. This position requires the successful candidate to be a self-starter, excellent communicator, and have a willingness to be a key player in assuring the financial sustainability of the
Environmental Finance Center. This position will manage both full-time and part-time students, permanent and temporary employees.

Four-year degree in environmental science, public administration or a related field and a minimum of four years professional experience. Excellent writer and editor; ability to communicate complex program information with substantial impact to targeted audiences. Ability to plan and convey messages that enhance and promote the mission and objectives of the organization.

Ability to establish and maintain working relationships with internal and external clients; ability to provide complex and strategic information and advice to clients; ability to interact with key people at all levels of the organization.
