Devoted to providing sampling, testing, monitoring, analysis and reporting of water, wastewater and storm/surface water quality to ensure compliance with environmental permits, standards and regulations. Perform sampling, inspections, evaluation and enforcement activities related to water quality. Responsible for coordinating schedules, training and public education; assisting senior staff with project management and with developing policies and procedures; performing fieldwork; responding to customer concerns; and providing customer service.

Duties/Responsibilities:

  • Prioritizes and monitors work assignments; prepares and conducts training sessions for staff; and ensures operations comply with applicable codes, regulations, policies, and procedures.
  • Assists senior staff with project management and with developing policies and procedures, to include assisting with developing project plans and schedules, drafting standard operating policy documents, and ensuring that lower-level staff follow established procedures and plans.
  • Conducts on-site inspections of facilities, utility systems, equipment, and assigned areas to ensure compliance with applicable plans, codes, regulations, policies, and procedures.
  • Conducts investigations and assists with special research studies, to include tracking and identifying pollution sources within assigned areas, collecting evidence to document violations, and identifying responsible parties to enforce applicable codes, typically involving the issuance of official notices and documentation.
  • Conducts on-site sampling of industrial waste, discharge, and other materials in accordance with applicable guidelines and policies; work involves collecting and delivering samples, and assisting with analyzing test results and/or communicating study findings.
  • Prepares and/or maintains operational, project, and other departmental reports, records, files, and other documents; prepares and issues notices, permits, and other documentation; updates and maintains databases; gathers and compiles data; prepares information for submittal to internal and external agencies; and reviews work and work of others to ensure accuracy and completeness.
  • Provides customer service; collaborates with a variety of internal and external parties; responds to public concerns, complaints, and questions; sends timely notifications to assigned parties to facilitate issue resolution; provides public education; and testifies in court, as assigned.
  • Maintains supply inventory; maintains and operates laboratory equipment; ensures equipment is appropriately calibrated and in proper working condition; and makes purchasing recommendations, as assigned.
  • As assigned, incumbents may serve as lead workers, assigning work and monitoring work completion.

Positions assigned to water quality may be responsible for:

  • Conducting on-site inspections of facilities and/or responding to complaints including conducting on-site sampling.
  • Conducting investigations.
  • Creating and maintaining documentation.
  • Updating and maintaining databases.
  • Enforcing codes and regulations.
  • Participating in special projects.

Positions assigned to water conservation may be responsible for:

  • Performing water audits and consulting on landscape and conservation methods.
  • Responding to customer inquiries or complaints.
  • Compiling data for reports.
  • Coordinating logistics for public education and outreach programs.
  • Developing lesson plans and compiling resources for schools, teachers and organizations.
  • Promoting water conservation at public events.

Positions assigned to storm/surface water may be responsible for:

  • Enforcing compliance with City code requirements.
  • Writing and issuing official notices and penalties.
  • Presenting evidence at hearings.
  • Investigating and tracing surface water pollution to the source.
  • Determining environmental impact.
  • Planning and conducting screening of storm drainage system outlets.

Positions assigned to industrial pretreatment/FOG may be responsible for:

  • Performing inspections and enforcing compliance with the City’s Sewer Use Ordinance, the Collection System permit and industrial user permits, Fats Oils and Grease, and related ordinances including conducting site inspections and on-site sampling of facilities, grease traps and interceptors.
  • Updating and maintaining databases.
  • Maintaining and operating equipment.
  • Educating the food service provider industry.
  • Responding to sewer overflows and recommending/performing mitigation.
  • Assisting in general education by making community presentations and participating in public outreach activities.

Minimum Qualifications & Experience:

  • Associate’s degree in environmental science, chemistry, biology, or directly related field, and
  • Three years of related experience.
  • A valid North Carolina Class C Driver’s license with license obtained within the time-frame specified by the City.

Positions assigned to storm/surface water may require:

  • Intermittent/Perennial Stream Identification;
  • 24 hour OSHA HAZWOPER,
  • Certified Storm water Inspector.

Additional Preferred Skills:

  • Coursework related to geology, forestry, hydrology, limnology, environmental science, and environmental technology may be preferred.
  • For positions assigned to water conservation, Certified Landscape Irrigation Auditor certification may be preferred.
  • North Carolina pretreatment, wastewater or collection system certification may be preferred for industrial pretreatment/FOG assignments.
