Description:

An employee in this class performs responsible technical work reviewing major site plans, conducting inspections and enforcing erosion control and sedimentation ordinances. Work involves interpreting state and local ordinances and codes, determining zoning, issuing a variety of permits and conducting field checks for enforcement of ordinances and codes. Work requires the employee to establish and maintain effective working relationship with the local and state representatives as well as local municipalities participating in the County’s program. The employee acts as a liaison between the State and the County during annual audits of the County’s local Erosion Control program. The employee may also conduct zoning code enforcement, inspection and follow-up. Employee must exercise initiative and independent judgment in all phases of work. Employee must also exercise tact and courtesy in frequent contact with property owners and the general public. Work is performed under general supervision and is evaluated for proper interpretation and application of laws and regulations, effective customer and co-worker relationships, and accuracy in documentation.

Salary Range: $ 40,742.22 – $63,191.42

Examples of Duties

  • Reviews sedimentation and erosion control plans for site data, existing and planned topography, and appropriateness of measures to control erosion and sedimentation; prepares and mails correspondence regarding compliance with related ordinances.
  • Enforces County sedimentation and erosion control ordinances which includes investigating and documenting reports of violations; meeting with developers, property owners and residents to review violations, explain intent of codes, and gain compliance; posting notices on properties subject to legal enforcement action; issuing notices of violation; and testifying in court, as necessary.
  • Prepares and maintains detailed records and statistics related to code enforcement activities; prepares written reports as needed.
  • Conducts field inspections of properties to monitor progress towards compliance and to maintain appropriate records of enforcement activity; checks perimeters; checks silt fences, construction entrances, sedimentation basin, grading, and other mitigation efforts.
  • Issues permits following requirements.
  • Provides technical assistance to the public by telephone or in person; answers or directs inquiries to the proper agencies and provides educational opportunities to the public and the development community regarding erosions control programs and requirements.
  • Acts as a liaison between the State and the County during annual audits of the County’s local Erosion Control program, providing technical and field information; works with town planning and engineering staffs.
  • Researches new and changing laws and regulations and adjusts program as needed.
  • Operates specialized software to conduct calculations and make determinations; operates GIS software to inquire regarding property ownership, location, etc.
  • May conduct zoning code enforcement; investigates complaints regarding junk cares, non-conforming accessory buildings, set backs and home businesses; communicates requirement with property owners; conducts follow up inspections; issues notices of violation as needed.

Typical Qualifications

Graduation from a two (2) or four (4) year School with a Degree related to Engineering, Drafting, Construction, Earth Science, Soil Science or related field and related code enforcement, inspection, and/or engineering support experience; or an equivalent combination of education and experience.
