DESCRIPTION:
Performs work with an emphasis on data analysis and mapping functions with geographic information systems (GIS) technology to support planning and inspections activities and other Town departments, serves as the Energov Administrator performing maintenance, upgrades, and implementation of new features to support the Town’s permitting and inspections software, and related work as apparent or assigned. Work is performed under the limited supervision of the Planning & Inspections Director.

Essential Job Functions

Provides GIS support to the Planning & Inspections department and other departments;
Creates, collects, analyzes, and maintains a variety of statistical data; creates and maintains GIS layers, data models and maps; develops GIS applications with the appropriate software.
Interprets data and performs spatial and other kinds of analysis on areas relating to land use, development trends, and special projects; responds to requests for data analysis by researching, compiling information, and analyzing a variety of planning issues from multiple sources.
Manages internal and external applications of the Energov software platform to ensure efficiency and accuracy across multiple departments; performs technical code-writing and other procedural adjustments associated with the implementation, configuration, testing, overall use/functionality, launch, and ongoing maintenance of the Energov software platform.
Serves as an expert resource for all Energov software users and a liason between users and the vendor’s support services.
Maintains the Town’s addressing system and assigns new addresses; responds to questions and concerns from property owners, developers, and agencies regarding streets and addresses.
Prepares correspondences, reports, maps, charts, diagrams; digitizes geographic data and inputs other nongraphic data.
Prepares public notice mailing lists for public hearings; attends public meetings as necessary.
Assists other department staff as needed.

POSITION REQUIREMENTS:
Bachelor’s degree in geography, planning, computer science, or a related field and considerable experience in GIS applications, computer mapping, and permitting and inspections software, or equivalent combination of education and experience.
Possession of GISP certification or similar upon hire.
Possession of an appropriate driver’s license valid in the State of North Carolina.

Knowledge, Skills, and Abilities

General knowledge of engineering and architectural drawings and plans.
General knowledge of database programming languages such as SQL, R or Python.
General knowledge of front end design languages such as HTML, CSS, JavaScript and various mapping languages.
Thorough knowledge of addressing best practices and planning, zoning, and inspections processes and workflows.
Thorough knowledge of ESRI technical support information and documents.
Comprehensive knowledge of policies, practices, procedures, and current trends of Geographic Information Systems.
Comprehensive knowledge of ArcGIS 10.X and related extensions and add-ons, ArcGIS Online, REST Services, and relational databases and data cataloging.
Comprehensive knowledge of Tyler Energov modules, technical support information, and documents.
Ability to learn and apply those aspects of Federal, State, and local laws, regulations, policies, procedures, and standards pertinent to assigned areas of responsibility.
Ability to make arithmetic computations using whole numbers, fractions, and decimals.
Ability to compute rates, ratios, and percentages.
Ability to utilize statistical, algebraic, or geometric applications, principles, and practices of research and data collection.
Ability to apply the principles and practices of project management.
Ability to conduct themselves in a professional manner regardless of situation.
Ability to effectively communicate with staff and customers in both oral and written form, both in group and one on one settings.
Ability to solve problems, to gather relevant information, to solve vaguely defined practical problems.
Ability to work on multiple projects simultaneously.
Ability to perform varied assignments under appropriate degrees of supervision.
Ability to establish and maintain effective working relationships with associates, supervisors, elected officials, consultants, engineers, surveyors, architects, representatives of other agencies and the general public.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work occasionally requires standing, walking, using hands to finger, handle or feel, reaching with hands and arms, lifting and repetitive motions and frequently requires sitting and speaking or hearing; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderate noise location (e.g. business office with computer printers/copiers, light traffic).

Salary Range- $52,394.50-$83,831.21 Hiring Range- $52,394.50-$60,897.60 Salary within the hiring range is determined based on relevant and verifiable work experience.
