Meshek is a civil engineering firm based in Tulsa, Oklahoma with capabilities in H&H Engineering, Civil & Roadway Design, GIS, Land Surveying, ROW & Land Acquisition, and Hazard Mitigation & Grants Management. I work in the Hazard Mitigation & Grants Management department, which is led by Annie Vest, a former State Hazard Mitigation Officer for Oklahoma. Our department has had the opportunity to engage in nationally recognized projects with Tulsa and other communities in Oklahoma. We deliver our solutions by collaborating extensively with other departments at Meshek, especially GIS, which enables us to deliver the best-in-class solutions for our communities. Fortunately, we are looking to expand our scope and depth of work by hiring a new, full-time member for our team.

Our department is looking to hire a highly capable person (preferably an undergraduate senior/recent graduate with a bachelor’s), with an aptitude or experience for hazard mitigation planning and FEMA grants. I recognize that this position may bridge disciplines that do not usually overlap very strongly (emergency management, planning, and economics/grant management). For this reason, we are interested in hiring someone with high qualitative and quantitative aptitudes, some background in one of the fields in parentheses, and a passion for hazard mitigation planning and mitigation grants.

The Grant Specialist is responsible for the following duties:

  • Serves as project manager for all aspects of grant application development, grant management, including performing programmatic grant administration and audit preparations.

  • Ability to organize and write clear, concise technical reports for delivery to customers is essential, with direct authoring of reports is required.

  • Knowledge and experience in Federal Hazard Mitigation Assistance (HMA) including the Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), and Building Resilient Infrastructure and Communities (BRIC).

  • Knowledge and experience in other Federal grant programs such as Community Development Block Grant (CDBG) Disaster Recovery and/or Mitigation Programs highly desirable.

  • Prepares Benefit Cost Analysis using FEMA BCA Tool.

  • Coordinates with state and Federal agencies for environmental clearance

  • Interprets and applies applicable state, county and local codes, ordinances and regulations.

  • Conducts extensive research in specific or general project areas related to hazard mitigation, community resilience, emergency management, or related practice areas.

  • Writes and presents formal and technical reports, working papers, and correspondence.

  • Recommends priorities, schedules, and funding sources to implement hazard mitigation plan.

  • Knowledge of or experience in community resilience, disaster recovery and knowledge of relevant Federal programs.

  • Interprets, organizes, executes, and coordinates assignments.

  • Coordinates Federal grant opportunities with other departments.

  • Provides guidance on Federal Procurement requirements in compliance with 2 CFR 200.

  • Other duties as assigned.

Experience

2+ years of experience. A completed advanced degree may also be substituted in lieu of work experience at the hiring manager’s discretion.

Software

Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS programs. Proficient in Microsoft Word formatting, and Excel.

Candidate must possess an Oklahoma Driver’s License and have reliable transportation to and from work. Out of town work for short periods of time may be required for the position. Must be willing to relocate to Tulsa or Oklahoma City, Oklahoma.
