Description
The Town of Wellington, Colorado is seeking a Planner II with at least 3 years of professional planning experience to be a leader in a rapidly growing community on the Front Range of Colorado. The Planner II is responsible for performing a variety of general and specialized professional planning functions, including current and long-range planning; to conduct planning studies, analyze data and prepare reports on current and long-range projects; to coordinate and manage all activities related to assigned projects with applicants, staff, other departments and agencies; and to provide information and assistance to developers, the business community and the public on planning and development related matters.
ESSENTIAL JOB FUNCTIONS:
- Evaluate land use and development proposals or other applications for conformity to established plans and requirements;
- Assist with implementation and enforcement of the comprehensive plan, zoning and land use code;
- Assist with development of short- and long-range plans, including the Town’s comprehensive plan, area plans, annexation plans, and other specialized plans;
- Interacts with business owners, developers, contractors and members of the public and responds to permit and plan review inquiries received in person, electronically and by telephone;
- Review cases, develop staff reports and make presentations to the Planning Commission, Board of Adjustments, Town Board or other public boards, as directed.
- Attends evening meetings of the Planning Commission one night per month and Town Board and Board of Adjustments meetings on an as-needed basis;
- Review development proposals and permit applications and recommend or issue permits as appropriate;
- Manages the plan intake process for land development including accepting plans, checking plans for completeness and distributing plans and schedule to other Town departments and reviewing agencies;
- Prepares and publishes legal notices for the Planning Commission and Board of Adjustments and prepares packets and correspondence for meetings;
- Supervise department staff and functions, as directed;
- Utilizes the department’s permit software for development applications and approvals and keeps property files updated with pertinent development review paperwork;
- Provides support to the Building Division during and after development approval and compares building plans with development permit plans;
- Perform site inspections to ensure compliance with approved development plans;
- Assists in code enforcement research and actions, as assigned;
- Provides staff support for special projects and programs administered by the department, and may serve as a project manager, as assigned;
- Assist with preparation of grant proposals, monitor project progress and administration of grant monies.
- Assists with management of fiscal assurances for private construction of public improvements such as letters of credit and bonds;
- Establish and maintain systems and processes to ensure that all files, correspondence, reports, plans and other data or materials are maintained in an organized manner;
- Maintains a variety of records for the department related to planning activities and prepares a variety of reports related to departmental activities;
- Perform work in accordance with established standards and in compliance with Town and department policies and procedures;
- Continually looks for new and improved ways of completing the above functions;
- Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of physical design, the way in which cities function, and the principles and practices of urban planning.
- Knowledge of the social and environmental impacts of planning decisions on communities.
- Understanding of the legal foundation for land use regulation.
- Understanding of the interaction between the economy, transportation, health and human services, and land-use regulation.
- Excellent communication skills sufficient to express ideas and agreements concisely and persuasively, both orally and in writing, to a variety of audiences.
- Experience in Geographic Information Systems (GIS), Adobe Creative Suite or similar graphics and analytics programs.
- Negotiation, persuasion, tact, and diplomacy are essential for effectively performing tasks.
- Ability to work independently, work well with others, and perform in a team environment.
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Ability to solve problems using a balance of technical competence, creativity and research.
- Ability to engage multiple stakeholders in decision making processes.
- Ability to apply planning principles with respect to practical realities and in consideration of specific case-by-case circumstances.
- Ability to analyze demographic information to discern trends in population, employment, and health.
- Ability to work with plats, blueprints, codes, and geographic information systems.
- Ability to prepare and review complex reports.
- Ability to operate office-related equipment, including ability to access and retrieve information from various computer software programs.
MINUMUM QUALIFICATIONS:
- Bachelor’s Degree in planning, urban design, or a closely related field.
- 3-5 years of progressively responsible experience in land use, urban planning, and comprehensive planning.
PREFERRED QUALIFICATIONS:
- Master’s degree in planning, urban design, or a closely related field.
- Experience in municipal government planning.
- AICP certification preferred.
