Description

This position seeks to extend the planning skills above to a federal contract. The chosen candidate must have familiarity with FEMA Hazard Mitigation Assistance grant programs, non-governmental mitigation and resiliency grant programs, and knowledge of how states develop, manage, and implement these grants. Familiarity with the FEMA Building Science branch and related technical activities is also recommended.

This position provides contract based technical support functions to our principle client. The chosen candidate will possess the skills necessary to conduct extensive policy research, including complex data collection and analytical skills, excellent oral/writing skills, and have significant experience with hazard mitigation, risk reduction, resiliency initiatives and other related activities.

Specific skills preferred:

Develops and implements data collection and analyses methods, suitable for evaluating large amounts of data and external feedback, to propose future policy changes or initiatives. This information may be from stakeholder engagement sessions to webinar feedback to financial and programmatic data contained within databases that must be mined for trends and efficiencies

Conducts research and prepares statistical reports on hazard mitigation, risk reduction, nature-based solutions, land use, physical, social and economic issues

Provides professional planning assistance to our principle client on varied mitigation, resiliency, risk reduction, environmental, land use and grants implementation projects

Overall Planning Skills/Experience:

Supports and sometimes manages complex planning studies, Losses Avoided Studies, economic impact studies, local needs analyses and other studies of a technical nature

Conducts research and prepares statistical reports on hazard mitigation, risk reduction, nature based solutions, land use, physical, social and economic issues

Provides professional planning assistance to our principle client on varied mitigation, resiliency, risk reduction, environmental, land use and grants implementation projects

Conducts extensive data collection and analyses related to implementation of previous federal grant programs, and applies that analysis to the development of future polices and initiatives

Supports regional program areas relating to hazard mitigation, risk reduction, resiliency planning, natural/water resources planning, community development, hazard mitigation, coastal zone management, and others

Supports meetings and presents reports and other findings to staff with advisory boards and officials

Minimum Requirements

Bachelor’s Degree in Planning, Urban Planning, Emergency Management, Public Administration, Public Policy, Environmental Planning, or related degree

A technical degree, such as in Computer Science or Engineering may also be considered

Two (2) years of experience in Planning, Public Administration, Environmental Planning, Hazard Mitigation, Emergency Management, Floodplain Management or directly related field

Due to the nature of work, U.S. Citizenship is required, ability to pass a Public Trust security screening and obtain a DHS/FEMA badge is required

Preferred Qualifications

Master’s Degree in Planning, Urban Planning, Emergency Management, Public Administration, Public Policy, Environmental Planning, or related degree is preferred

A Master’s Degree in a technical field, such as in Computer Science or Engineering may also be considered

Four (4) years of experience in Planning, Public Administration, Environmental Planning, Hazard Mitigation, Emergency Management, Floodplain Management or directly related field

Experience in hazard mitigation, risk reduction, resiliency initiatives and other related activities is a plus
