DESCRIPTION OF WORK: The Town of Clayton is seeking applicants for a Planner II for our Community Development Services/Planning Department. The Town of Clayton employs more than 250 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec and Cultural Arts. Planner II is in the Community Development Service/Planning Department and reports to the Planning Director.

Duties & Responsibilities
The purpose of this position is to perform journey level planning work on a variety of projects for current and long-range planning efforts.
Review new and existing development applications to include subdivision plans, site plans, rezoning applications, special and conditional use permits, variances, and administrative amendments to ensure compliance with the Town’s Unified Development Code, Comprehensive Plan, and other long-term plans.
Conduct pre-application meetings with prospective development applicants; actively participates in Technical Review Committee and provides comments on all development plans under review; coordinates with other departments to resolve conflicts or concerns regarding development applications and to ensure consistency among review comments.
Research and prepare detailed staff report for decisions by management or boards regarding land use, zoning, housing, and environmental impact.
Present development applications and staff reports to Planning Board and Town Council including presenting in quasi-judicial hearings; answers questions; informs development applicants of Board decisions.
Prepare legal ads for development applications and prepare notices to adjacent property owners to ensure compliance with state statutes.
Respond to inquiries from citizens, developers, engineers and others to answer questions and provide interpretation of Town codes.
Work with other Town staff to improve the development process and assists in creating checklists, forms and other internal processes for on-going improvement in the development review process.
Perform final on-site inspections for development projects for new developments to ensure compliance with approved plans.
Work on various long-range planning tasks as assigned.
Research and prepare ordinance amendments for Town’s Unified Development Code and presents proposed amendments at Town Council meetings.
Perform other duties as assigned.

A normal schedule is associated with this position which involves working 40 hours per week within a Monday-Friday timeframe (specific times set by supervisor).

KNOWLEDGE, SKILLS, AND ABILITIES / COMPETENCIES: Individual in this position should possess a basic working knowledge of the Town’s zoning, land use plan and other related ordinances and codes; knowledge of principles and practices of research and data collection and the ability to present technical data and planning recommendations in public meetings. Individual should possess the ability to review plans and apply provisions of the ordinances and codes to determine compliance with regulations and to apply regulations to field conditions; ability to perform enforce codes with firmness and tact; ability to work on several projects or issues simultaneously; ability to attend to details while keeping big-picture goals in mind.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor of Science in Urban and Regional Planning, Landscape Architecture, Geography or closely related field. 3-5 years of experience in public sector planning or an equivalent combination of education and experience.

NECESSARY SPECIAL QUALIFICATIONS / REQUIREMENTS: NC Zoning Official Certification preferred. AICP preferred.

Salary will be based on budget, education, experience, and equity. This position is a Salary Grade 114, with a Hiring Range of $58,832-$69,333.
