Planning Director

Camden County seeks a motivated, team oriented professional as its next Planning Director.  The current director has decided to retire after 17 years.  Primary work consists of Analyzing County planning needs, programs, services, infrastructure and requests for assistance and formulates recommendations regarding current and long-range plans, priorities and strategies for improving economic and quality of life for County citizens. This person will supervise the gathering and analysis of statistical and narrative data pertaining to population growth, land use and economic development. Develops land use plans, policies and standards in collaboration with the County Manager, Board of Commissioners, and other boards and commissions; plans for improvement of the economic and aesthetic quality of life for the County. assisting the Council’s member governments with land use issues, regulatory requirements, and short-and long-term planning projects.

Qualifications: The ideal candidate will hold a minimum of a Bachelor’s degree in planning (AICP certification preferred), public administration, geography or a comparable field, have a working knowledge of NC planning legislation, understand governmental procedures, the ability to deploy GIS resources, and be effective in interacting with elected officials, appointed officials, the Council’s strategic partners, developers, and citizens of Camden County.

Performs complex professional work planning, directing and developing short and long-range planning and community development activities, services and programs, coordinating and supervising building codes enforcement, zoning land use ordinance and environmental code enforcement and activities, serving as staff support to various boards and commissions, maintaining records and files, preparing reports, and related work as apparent or assigned.

Work involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised over all personnel within the department.

Essential Functions

• Analyzes County planning needs, programs, services, infrastructure and requests for assistance.
• Formulates recommendations regarding current and long-range plans, priorities and strategies for improving economic and quality of life for County citizens.
• Supervises the gathering and analysis of statistical and narrative data pertaining to population growth, land use and economic development.
• Develops land use plans, policies and standards in collaboration with the County Manager, Board of Commissioners, and other boards and commissions; plans for improvement of the economic and aesthetic quality of life for the County.
• Researches and drafts local land use policies and ordinances to further County land use objectives regarding the patterns and standards of development.
• Directs the preparation of charts, maps, graphs and other illustrative materials and makes presentations to elected officials, appointed boards, community groups and concerned citizens.
• Participates in meetings and public hearings to explain recommendations and planning proposals.
• Proposes and implements methods of public involvement and education about planning and development issues.
• Supervises and participates in administration of various ordinances and regulations including review and approval of plans of developers and property owners to ensure compliance with County zoning, subdivision, mobile home, storm water and other land use ordinances and regulations.
• Coordinates the review and approval or recommendation of site development plans and subdivision plats to technical review agencies, Planning Board and Board of Commissioners.
