Planning & Inspections Director

Performs professional and managerial work planning, organizing and directing a department responsible for land use planning and zoning compliance for Vance County, building inspections, commercial plans review, building codes and ordinance enforcement and building permitting functions for the County and the City of Henderson.

Essential Duties and Tasks

• Develops a vision with strategic goals for the department; creates, develops and administers policies and procedures; reviews planning elements relating to a broad spectrum of concerns including land use, infrastructure and environmental impacts.
• Serves as technical advisor to County Manager and County Commissioners regarding planning, zoning, permitting, codes enforcement and land use matters; prepares reports and makes presentations; provides research and input into the development of ordinances, policies and procedures for the County.
• Assists professional staff with review of complex plans and projects to ensure compliance with regulations; monitors ordinances to ensure needed revisions are done in a timely manner.
• Insures that contractors meet state requirements; advises contractors in interpreting and applying code regulations; reviews site plans, blue prints, and specifications and makes site visits as appropriate to ensure compliance applicable regulations and to resolve problems and disputes.
• Responds to complaints and inquiries about planning, zoning, inspections, permitting, contractors and construction quality, etc.; investigates and follows up as needed; conducts and participates in hearings; may recommend judicial actions and may be required to testify in court against violators of the State building code; coordinates with State officials on contractor licensing violations.
• Guides department through development and implementation of new programs and services to improve customer service; recommends changes in ordinances, policies and procedures.

Desired Education and Experience

• Bachelor’s Degree from an accredited college or university in architecture, land use planning, engineering, construction management or related field and 5 years of management or supervisory experience in the land use planning, construction or inspections field; or an equivalent combination of education and experience.
