This position is located in the Cumberland County Planning and Inspections Department.  This Department’s purpose is to assist the public and organizations, including:  property owners, developers, surveyors, engineers, business owners, attorneys, real estate brokers, other in-house sections, departments and agencies of every level of government, and all other citizens in their understanding of the local development approval processes and the necessary steps required for their specific intended use of a parcel of land through interpretation and application of the local development ordinances.

Examples of Duties:

  • Interpret, apply, and review plans for compliance with the County and eight municipal subdivision and zoning ordinances and the County Water Supply Watershed Management and Protection Ordinance
  • Aid public in the understanding and accomplishment of compliance, often negotiating with the property owners/developers, with the County and eight municipal subdivision and zoning ordinances and the review processes
  • Oversees the case preparation, board hearing scheduling, presentations and finalization of all land development application, in addition to tracking department employees time and resources devoted, for Cumberland County and eight municipalities.

Minimum Qualifications: Graduation from a four-year college or university with a degree in urban or regional planning, civil engineering, geography, public administration, community development, or a related field; and four years experience in governmental planning with two of those years in a supervisory capacity; or an equivalent combination of education and experience.

Manager Preference: AICP or Certified Zoning Official (CZO) certification desired

Trainee appointment: Trainee appointments will be considered for applicants possessing less than the minimum requirements.  A lower salary would be offered based on the applicant’s related training and experience.

Must have a valid driver’s license with an acceptable driving record at the time of hire.  Within 60 days of hire, must obtain and show proof of a valid NC Driver’s License and must maintain an acceptable driving record while employed.  Background check and negative drug test are required.

Knowledge, Skills and Abilities:

  • Knowledge of planning and the relationship between land use planning, and planning implementation tools such as zoning & subdivision regulations
  • Knowledge of the legalities in planning for North Carolina
  • Possess excellent people skills, and have the ability to work well with co-workers, local, State and Federal agencies
  • Knowledge of Microsoft Office Suites, understanding or familiarity with GIS and some graphics programs, able to read and interpret maps, general computer skills
