The Planning Supervisor is a leadership member of the Comprehensive Planning team, which primarily manages long-range citywide, neighborhood, and corridor planning projects and staffs the rezoning, annexation, and demographic programs. Current projects include Western and Southern Bus Rapid Transit Station Area Planning and a 1,400 acre expansion of Raleigh’s extra-territorial jurisdiction. This position will also play a key role in an upcoming effort to develop a new comprehensive plan for the city.

Incumbents provide professional work overseeing an assigned program, unit or function of planning and provide supervision to a minimum of two or more full time professional level employees. Incumbents supervise professional, paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

 

Duties and Responsibilities

 

  • Supervise staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
  • Provide oversight and direction of assigned program, unit or planning function; develop and implement strategic plans, objectives, policies and operating procedures; perform related research and analysis; measure and evaluate operational effectiveness and provide recommendations for program or service enhancements.
  • Provide project/program management; attend meetings; coordinate and collaborate with City departments and stakeholders; monitor and maintain timelines, work plans, project budget and resource allocation; facilitate communications; provide performance measurement and status updates.
  • Develop and implement communication strategy; respond to requests for information; prepare, oversee, present and/or disseminate reports, correspondence, outreach communication materials, online resources and information in support of assigned program or function.
  • Participate in the development and management of assigned budget; prepare proposal requests; evaluate and procure supplies, equipment and materials; monitor effective and appropriate use of funding.
  • Identify, develop, implement and maintain processes and practices that encourage, support and promote effective, comprehensive and meaningful citizen engagement.

 

Typical Qualifications

Education and Experience
Bachelor’s degree in planning or public administration or field directly related degree to assignment, five years of related professional planning experience and two years of supervisory experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
