Description

Vacancy is in the Planning Division of the Development Services Department. Under general supervision, perform complex professional planning work in the development and modification of the City’s master plan and the administration of a redevelopment program by analyzing socio-economic data and developing program actions. Works closely with community and neighborhood organizations to prepare and implement strategic planning and neighborhood revitalization initiatives. Reviews projects and site plans and provides pre-development assistance. Conducts and participates in surveys and special studies. Prepares preliminary studies and recommendations on redevelopment and land use of public works, park facilities, public and commercial buildings. Reviews and studies appropriate federal, state and local legislation as it affects redevelopment and planning programs. Prepares professional reports and makes presentations to land-use boards and commissions, which includes night meetings. Provides technical and development assistance to the City’s Geographic Information System (GIS) project. Provides information to the public regarding development regulations, reviewing building plans, and zoning permit applications to assure compliance. Prepares client-ready memos, reports, presentations and talking points. Produces Historic Commision Reports in line with deadlines. Performs related work as required.

This is a CHPEA union position. The hours of this position are 40 per week.

Knowledge, Skills & Abilities

The examination will consist of rating your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure:
  • Knowledge of principles and planning of modern city planning.
  • Knowledge of urban geography.
  • Knowledge of laws and ordinances of the City, including Federal and State laws as they pertain to city planning or redevelopment.
  • Knowledge of the fundamentals of civil engineering and architecture.
  • Ability to analyze data and prepare work program recommendations.
  • Ability to perform a wide variety of complex planning work under minimum supervision.

Qualifications

Open to all applicants who meet the following qualifications:

Bachelors Degree with major work in city planning, public administration, engineering or a closely related field AND three (3) years of increasingly responsible planning or redevelopment experience.

A Master’s degree in City Planning from an accredited college or university recognized by the American Institute of Planners may be substituted for part of the experience requirements.

A COPY OF YOUR DEGREE OR TRANSCRIPT MUST BE SUBMITTED WITH YOUR APPLICATION.  A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT. 

HARTFORD RESIDENCY IS PREFERRED. Preferably be a bona-fide resident of the City of Hartford at the time of application. A completed CITY OF HARTFORD RESIDENCY AFFIDAVIT including proof of residency as indicated on the RESIDENCY AFFIDAVIT may be submitted.
