Hiring Range: $50,886 – $70,855

This position guides staff and clients through the full life cycle of a development project from pre-submittal due diligence to final construction. Represents Town as a development liaison innovator with Town departments and private development industry ensuring innovative best management processes (BMP) are developed, coordinated, communicated and implemented. The position provides advanced level professional planning work and are considered subject matter experts with the highest level of knowledge, providing consultation to other planning staff and to management.

– Analyzes plans and makes recommendations related to physical, social and economic development of the community and its neighborhoods
– Provides a point of high level pre-planning/project management and technical knowledge for process and permit related questions for internal and external clients from regulatory review to construction.
– Advises representatives from developers, architects, engineers, planners, property owners, town departments, town manager’s office, other governmental agencies and contractors on technical matters to verify data, coordinate various stages of work, and explain the Town’s processes, codes and procedures.
– Provides planning expertise to support land development plan review from preliminary to permit issuance in accordance with all applicable laws, regulations and adopted policies. Services can range from pre-submittal conferences, sketch review, when required.
– Performs complex office-based and field research which includes making site visits to neighborhoods.
– Prepares demographic information; prepares general or detailed design studies; prepares reports for Town Council consideration
– Providing GIS administration and maintenance of data sets and maps;
– Preparing spatial analysis and reports;
– Administering and managing changes to zoning maps and jurisdictional boundaries;
– Evaluating and analyzing zoning requests

Required Knowledge, Skills and Abilities:
– Working understanding of: Subdivision, Site plans, infrastructure improvement plans, recorded maps, building construction plans and shop drawings.
– Federal, state and town codes, ordinances and regulations in processing land development and building permit applications as well as Town policies, development goals, processes, procedures, and standards as they apply to the development approval process
– Documents submitted in support of applications in compliance with federal, state and town laws, codes, ordinances and regulations. Customer service principles, theories and practices
– Planning, engineering, architectural, construction, and development terminology, practices, procedures and basic principles including development financing and construction practices.
– Land use and development approval processes, budget, cost estimation and capital improvement processes.
– Mathematics in algebra, geometry, trigonometry and statistics related to regulatory review and permit processing.
– Planning and zoning principles, techniques, theory, and practices
