The Community Development Block Grant (CDBG) program provides annual grants on a formula basis to entitled cities, urban counties, states and insular areas to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Provide technical assistance to grantees and HUD field staff in support of the CDBG or related programs/functions to include NSP, Disaster Recovery, Section 108 loan guarantee and/or financial management.
  • Provide technical advice and guidance for the interpretation of policies, regulations and regulatory requirements for the CDBG or related programs.
  • Draft policy guidance to include regulations, CPD Notices, operating instructions, procedures, etc.
  • Oversee and manage an assigned grant, loan, and/or field office portfolio and participate in the monitoring of grantees.

Conditions of Employment:  The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of Community Planning and Development (CPD), Office of Block Grant Assistance, Entitlement Communities Division. CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.  The official duty station for this position will be in Washington, DC.

 

Qualifications:  You must meet the following requirements by the closing date of this announcement.
Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Administering the Community Development Block Grant (CDBG) program AND the Neighborhood Stabilization Program (NSP); AND
  • Interpreting program regulations, laws, policies or memos; AND
  • Determining the applicability of existing regulations, laws, polices or memos and providing interpretive guidance to program partners including grantees, sub-recipients or the general public.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

  • Assisting with administering the Community Development Block Grant (CDBG) program AND the Neighborhood Stabilization Program (NSP); AND
  • Interpreting program regulations, laws, policies or memos.
