Description
A specialist position in our Land Use unit working on a variety of land use topics including incentive programs, prohousing designations, ADUs, housing element reviews, planning grants, technical assistance to local and regional governments and other exciting projects that come to the unit.
Under general direction, the Housing and Community Development Specialist I, is responsible for a variety of high level policy, program, regulatory and technical assistance activities related to the Land Use and Planning Section and Housing Policy Development functions including, housing elements and other housing laws, planning grant and other programs, prohousing designations, accessory dwelling units, at-risk preservation, technical assistance, research and technical expertise for housing and community development policies activities. Independently responsible conducting all related activities such as housing element reviews and enforcement, research, analysis and development of program and policy recommendations for consideration by executives. Other topic related issues include, regulatory relief, homelessness, land use and planning, public health, disaster planning, climate change, transportation, housing for special needs populations, and government planning and financing programs. The Specialist I also serve as a conduit between the Division and a wide variety of internal and external stakeholders.

- Knowledge to policy issues including homelessness, affirmatively furthering fair housing, access to opportunity, displacement, tenant rights, equity, land use planning, community and economic development, climate change, disaster mitigation and resiliency, transportation, and housing finance and preservation
- Knowledge to legislative and regulatory analysis
