The Department of Planning and Community Development for the Town of Apex, North Carolina, is accepting applications for an exciting new position – Planner II (Long Range Transit). We are looking for talented individuals who are passionate about transit planning, transportation demand management, and public engagement. This person will be responsible for implementing the first local bus route in Apex, GoApex Route 1, advancing long range transit plans, working with regional partners, moving forward Transportation Demand Management efforts, and engaging with stakeholders. Description: Performs difficult planning, outreach, and regional coordination work in the implementation of the transit system. Work is performed under the supervision of the Long Range Planning Manager.  The primary responsibility of this position is to implement GoApex, the new local bus system serving the Town of Apex. The first local route, GoApex Route 1, is anticipated to begin service in April 2021. Work is underway now to design and construct bus stops and formalize agreements with regional service providers. This position will be responsible for managing all implementation steps to enable GoApex Route 1 to begin service. This position will carry out extensive public engagement, including the marketing, outreach, and education effort associated with GoApex Route 1. As the sole position dedicated to transit in the Town of Apex, this person will also work to plan for future local transit routes, coordinate with regional service providers, and will have a role in representing the Town of Apex on the regional Transit Planning Advisory Committee. This position will serve as the staff support person for the Town of Apex Transit Advisory Committee and will serve as the Transportation Demand Management (TDM) Coordinator for the Town.

Typical Tasks

  • Lead coordination across Town departments to support the design, construction, and maintenance of GoApex bus stops.
  • Develop a detailed public engagement plan for the marketing and education campaign associated with GoApex. Coordinate and carry out the plan.
  • Work with the Town’s Communications Department to develop and carry out a marketing plan for GoApex.
  • Lead coordination with GoCary, the anticipated fixed route transit provider and Wake County, the anticipated paratransit service provider, to implement GoApex Route1.
  • Carry out required reporting and monitoring of transit-related agreements with Town of Cary, Wake County, GoTriangle, CAMPO, and the Triangle J Council of Governments.
  • Initially serve as the alternate voting member representing the Town of Apex on the Wake Transit Planning Advisory Committee. Transition over time to the primary voting member.
  • Serve as the primary staff support person for the Town of Apex Transit Advisory Committee.
  • Update and maintain local and regional transit routes on the adopted Long Range Transportation Plan.
  • Coordinate transit plans with other transportation plans, priorities, and projects, including bicycle and pedestrian facilities.
  • Serve as the primary customer service point of contact for GoApex.
  • Present transit updates to the Town of Apex Planning Board and Town Council.
  • Review development plans for transit-related requirements such as bus stops and park and rides.
  • Review and propose transit-related updates to the Unified Development Ordinance.
  • Serve as the regional Transportation Demand Management coordinator for the Town of Apex.
  • Advance and grow the transit system and transit administration in the Town of Apex.
  • Perform related duties as required.

 

Knowledge, Skills and Abilities

  • Considerable knowledge of the principles and practice of transit planning.
  • Strong skill and comfort in public engagement, including planning and implementing outreach to the general public, organizations, businesses, and other stakeholders of the transit system.
  • Considerable skill in messaging conflict resolution, meeting facilitation, and public presentations.
  • Ability to establish and maintain effective working relationships with community groups; federal, state, regional, and Town officials; and the general public.
  • Considerable knowledge of governmental laws, programs, and services pertinent to planning processes. 
  • Considerable knowledge of GIS systems including application of software, hardware and peripherals to planning needs. 
  • Considerable skill in the collection, analysis, and presentation of technical data and planning recommendations. 
  • Ability to prepare comprehensive reports and studies. 
  • Ability to express ideas effectively in oral and written forms.
  • Ability to manage multiple deadlines, initiatives, and agreements. 

 

Minimum and Preferred Qualifications

  • Graduation from a college or university with a Master’s degree in urban or regional planning or closely related field and a minimum of five years professional experience in transit planning; or an equivalent combination of education and experience.
  • Certification by the American Institute of Certified Planners is required.
  • Fluency in the Spanish language is preferred, but is not a requirement.
  • Valid North Carolina Driver’s License.
  • Requires drug testing and background verifications including references, criminal record and driver’s license checks prior to employment.
