We invite you to apply to join our team as a full-time Residential Review Specialist within the Development Services Department. The purpose of this position is to perform complex development review, permitting, inspection and enforcement work for residential projects relating to City Code of Ordinances, United Development Ordinance, Flood Plain Ordinance and other land development regulations for the City’s Development Services Department.

Work Schedule: Monday – Friday, 8:30 am -5:00 pm (37.5 hours per week). This position is open until filled with applications being reviewed weekly. 

Essential Duties & Responsibilities

  • Provides Single-Family Permit Review by reviewing zoning, driveway and land disturbance compliance for new construction and additions to single family residences.
  • Perform detailed review and assessment of Single-Family (Residential) permit applications and site plans, and coordinate design revisions and required information with the development team. Conduct site visits as appropriate and make recommendations to the Site Development Engineering Coordinator and to other City management and staff, as needed.
  • Decide final approval or disapproval of Grading, Zoning, Flood, and Residential Driveway Permits. Prepare accompanying permit documents specifying applicable regulatory conditions and requirements.
  • Conduct frequent scheduled and impromptu meetings, and regular coordination, with customers, developers, property owners, design professionals, consultants, contractors, the general public, regulatory agency representatives and other City staff regarding specific projects and general topics.
  • Provides on-call assistance to the general public to answer permitting questions and assists the general public with various forms and applications pertaining to land use, land disturbance, flood, driveways, and zoning.
  • Know, understand and clearly explain land disturbance, soil erosion, flood, land use, and zoning regulations to customers.
  • Receive, research and respond in a timely manner to customer questions, complaints and other general inquiries related to land disturbance, soil erosion, Stormwater and flood concerns.
  • Utilize technology as appropriate to conduct all duties of the position including but not limited to computers, telephones, scanner/copiers, hand tools, and other equipment, as well as computer software for word processing, spreadsheets, file management, internet, permit processing, database and/or geographic information systems.

Supplemental Functions:

  • Perform other similar duties as required.

Education & Experience

Education & Experience Requirements: 
Associate degree or two-year technical college with at least one (1) year of development review/zoning inspection experience required.

Licensing and Certifications:

  • Valid North Carolina Driver’s License.

Applicants will equivalent combination of experience and/or education may be considered.

  • Thorough knowledge of theoretical and practical aspects of the analytical, technical or professional discipline.
  • Advanced knowledge of procedures and practices to analyze and resolve unusual or difficult problems.

Skills and Abilities: 

  • Ability to interpret processes and use complex workplace data and graphics, such as flow charts, maps, tables, etc.
  • Ability to conduct comprehensive research of policies and procedures, best practices and innovative techniques.
  • Ability to read, summarize and/or compare general workplace data and graphics, such as flow charts, mas, tables, etc.
  • Ability to conduct research of existing, internal policies and procedures.
  • Ability to think creatively for work practices, programs and policies and is preferred for managing obstacles.
  • Ability to communicate effectively in spoken and written form.
  • Ability to to share information with direct supervisor or coworkers; no formal report compiled.
  • Ability to analyze situations to pinpoint problems and assist with solving problems or identifying sources of obstacles.
  • Ability to develop and maintain effective working relationships as required by work assignments.
  • Ability to work independently with limited supervision.
  • Ability to analyze and interpret policy and procedural guidelines and to apply this understanding to tasks. Ability to bring resources together to resolve a problem or provide a solution.
