GENERAL STATEMENT OF JOB DUTIES

The Senior Planner is an integral member of the team responsible for planning, development and implementation of transit capital projects including new facilities, joint developments, and facilities with adjacent transit-oriented development. The Senior Planner executes efforts in support of the agency’s capital program and supports efforts to strategize and initiate activities to secure the agency’s full participation in the support and development of transit in our region. The Senior Planner contributes to integration of capital planning functions with other agency departments. This position reports to the Director of Planning and Engagement.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Leads planning-related activities to support delivery of capital projects during the planning, design and construction phases of project delivery.
  • Serves as project manager during the project development phase of capital projects through schematic design.
  • Supports project manager of design during preliminary engineering/bridging phase and environmental review.
  • Coordinates with transportation and service planning to ensure projects align with agency plans.
  • Manages cross-functional teams during the planning phase.
  • Facilitates visioning workshops, charrettes, and other stakeholder meetings.
  • Conducts research, monitors best practices, and coordinates with peer agencies.
  • Monitors federal policies and procedures related to transit capital projects.
  • Develops stakeholder engagement materials in coordination with public engagement.
  • Develops progress reports and briefing updates.
  • Supports sustainability rating submissions, such as Envision or LEED.
  • Executes departmental and agency priorities in coordination with and with direction from the Manager of Project Development and Chief Development Officer.
  • Supports and manages the development and implementation of plans by preparing requests for services, scopes of services, work plans, independent cost estimates, and procurement documents; facilitates selection of consultants; supports negotiation of consultant contracts.
  • Supervises consultant work, including active management of project scope, schedule, budget, risks, and quality management.
  • Manages cost, schedule and other project controls data and maintains files through direct input of this project-related information, correspondence and documentation in the e-Builder system.
  • Oversees work conducted by transportation planners, land use planners, and technicians.
  • May perform technical planning tasks including GIS analysis, mapping, and document production.
  • Develops materials and makes presentations to the GoTriangle Board of Trustees, other elected and appointed Boards, business, community and other groups.
  • Develops and maintains effective working relationships with senior technical staff and administrative staff and elected officials of regional local governments and appropriate State and Federal officials.
  • Other duties as assigned.

The Senior Planner may specialize in one or more of the following technical planning disciplines:

Transit Facilities Planning

  • Manages consultant-supported fleet and facilities planning and feasibility studies (park-and-rides, mobility hubs, transfer centers, operations and maintenance facilities, fleet expansion and electrification.

Transit-Oriented Development / Land Use / Site Development Planning

  • Manages economic development, land use, and station-area planning tasks for major capital projects, including joint developments and/or or adjacent transit-oriented development.
  • Works with municipalities and stakeholders in developing plans and policies such as land use plans and zoning ordinances that support transit oriented development.

Environmental / Sustainability Planning

  • Manages consultant-supported preparation of federally required environmental documents for implementation of major capital projects (e.g. EIS/EA)
  • Develops environmental documents for implementation of smaller capital projects (e.g. environmental checklists, categorical exclusions).
  • Develops materials to submit for sustainability related certifications, such as LEED or Envision.
  • Coordinates with FTA Region IV Environmental staff during environmental review.
  • Coordinates with planning, capital development, facilities and operations for zero emissions activities.
  • Coordinates agency participation in environmental planning processes led by others in the GoTriangle service area.

Grants

  • Monitors grant programs and identifies upcoming opportunities aligned with agency priorities.
  • Manages development and submission of grant applications.
  • Oversees consultant work to develop grant applications.

 

MINIMUM QUALIFICATIONS AND REQUIREMENTS

  • Bachelor’s degree from an accredited four-year college. Coursework in Transportation Planning, Urban Planning, Environmental Planning, Engineering, Architecture, Public Administration, Public Policy, Sustainability, or related field is desirable. A Master’s degree is preferred.
  • AICP certification is preferred.
  • Project management experience is preferred.
  • Four years of progressively responsible experience in a state or local transportation organization, consulting firm, or similar.
  • Familiarity with the project lifecycle for transit projects from planning, environmental review, design, property acquisition, construction and start-up.
  • Ability to communicate complex concepts and ideas effectively.
  • Familiarity with transit-related best practices, standards, policies, and procedures preferred.
  • Analytical, strategic, and critical thinking skills.
  • Ability to manage complex projects in fast-paced environments.
  • Familiarity with local, state and federal requirements applicable to transportation planning and consultant procurement.
  • Ability to develop program objectives and work independently to advance several program objectives at once in coordination with departmental management.
  • Advanced level of interpersonal skills required to effectively communicate with government officials, staff, and the general public.
  • A working understanding of PCs, including advanced skills in SharePoint, Excel, Powerpoint, and Word.
  • Experience using GIS.
  • Experience using project management software such as e-Builder is preferred.

 

An equivalent combination of related education and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

 

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting GoTriangle operating facilities, during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.

 

Physical Requirements:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities, properties, construction sites, and potential properties during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.

Salary – $57,036 – $106,645
