Transportation Planner

The Town of Holly Springs is seeking an experienced and motivated Transportation Planner to fill a newly created position that will shape the future of multi-modal transportation for our community.  Located in the very convenient and attractive Research Triangle Park region on the southwest side of Raleigh in Wake County, the Town of Holly Springs offers a small-town atmosphere with a variety of opportunities that arise from a growing economy as the town is transitioning into a larger and more dynamic community.

The Transportation Planner will provide leadership, expertise, and direction in transportation planning activities and focus on long range transportation planning, policies, funding and coordination of transportation improvements with new development.

Responsibilities will include:

• Transportation planning project management, including a full update to the Town’s Comprehensive Transportation Plan and other transportation plans associated with several upcoming small area studies, including periodic evaluation and subsequent updates and amendments;
• Assist interdepartmental work teams with short- and long-range planning projects based on the Town’s recently adopted Land Use & Character Plan;
• Review site plans, preliminary subdivisions, and construction plans for compliance with applicable transportation-related plans and ordinances;
• Coordinate and review Transportation Impact Analysis reports for proposed development projects and make recommendations regarding proposed improvements;
• Make recommendations for potential policies/ordinances;
• Seek funding and coordinate associated grants for various transportation improvement projects;
• Provide assistance to citizens, developers, and public officials regarding transportation-related matters;
• Participate in cross-jurisdictional transportation-related meetings (i.e. CAMPO, Wake Transit, NCDOT);
• Lead public meetings and make public presentations; prepare reports including development of text, graphics and maps that communicate technical information to a general audience.

The successful candidate will be innovative, enthusiastic, constantly seeking new inspiration and have a passion for mobility, urban design, the integration of transportation and land use planning, and policy development.  This position requires self-motivation, enthusiasm, and the ability to develop, build and maintain effective working relationships with employees, residents, customers, the development community, neighborhood groups, municipal officials, various boards, Town departments and the general public; demonstrated ability to manage or facilitate complex projects; skills and expertise in transportation planning and modeling; strong analytical and critical thinking skills; experience with data collection regarding traffic counts and regional model data and the coordination with neighboring jurisdictions on transportation planning issues; ability to read and interpret ordinances, specifications, and plans; and have strong organizational, verbal and written communication skills.   Preference will be given to candidates that have extensive knowledge and/or experience working with municipal transportation planning programs (including MPOs/RPOs); technical skills in traffic impact analysis review and evaluation; project negotiation, and/or transportation grant funding.

Requires Bachelor’s degree in city and regional planning, transportation planning, civil engineering, public policy/administration, geography, or a related field, and 3-5 years of experience in transportation planning. The hiring salary is DOQ with an annual pay for performance salary review, plus a comprehensive benefits package including life, medical, and dental insurance, LGERS, and a 5% employer 401k contribution.
