General Definition and Conditions of Work
Performs difficult professional and intermediate administrative work serving as liaison to various transportation related organizations, boards and commissions, preparing and presenting related agenda items and materials, administering residential traffic management plan and bicycle transportation planning process, and related work as apparent or assigned. Work is performed under the moderate supervision of the Planning Administrator.

 

Essential Functions

  • Serves as staff liaison to the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization.
  • Serves as staff support to the Town’s Transportation Advisory Board.
  • Prepares and presents agenda materials for Town Council meetings.
  • Administers the Residential Traffic Management Plan.
  • Manages the bicycle transportation planning process.
  • Co-manages the design process for bicycle and pedestrian transportation infrastructure projects
  • Prepares applications for bike/ped programs such as American League of Bicycles-Bicycle Friendly Communities, grant funding and related programs.
  • Co-manages the Greenways Commission and the greenways planning process.
  • Serves as liaison to the Public Transit Committees affiliated with local and regional transit providers.
  • Responds to traffic and parking concerns.
  • Reviews site plans for new development projects.
  • Works with the North Carolina Department of Transportation staff on a variety of transportation issues.

Knowledge, Skills and Abilities
Thorough knowledge of ordinances governing land use and related codes; thorough knowledge of theory and techniques of transportation planning and including transportation funding; general knowledge of planning theory and principles; some knowledge of and experience in the principles and practices of urban planning, design and of the relationship between land use, zoning, and transportation; general knowledge of quantitative and qualitative methods of analysis; ability to communicate ideas effectively in both oral and written formats; ability to prepare and present technical reports; ability to establish and maintain effective working relationships with government officials, associates and the general public, staff advisory boards and special committees.

 

Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work occasionally requires standing, speaking or hearing and using hands to finger, handle or feel, frequently requires walking and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, occasionally requires reaching with hands and arms and tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to the risk of electrical shock and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Valid driver’s license in the State of North Carolina.

 

Education and Experience
Bachelor’s degree with coursework in transportation planning, transportation engineering, or related field and considerable experience in the transportation field involving assessment of site conditions and site analysis and project management (including conceptual and preliminary design of transportation infrastructure), or equivalent combination of education and experience.
