This position, under the supervision of the Executive Director, plans, directs and oversees the operations and staff involved in providing planning services and programs local governments and communities in the region and transportation projects.

Essential Job Functions include:

Administers regional community and transportation planning program to ensure orderly development and growth: oversees and participates in identifying and preparing project proposals, demographics and statistics, and funding opportunities; and coordinates work activities with and serves as liaison to local jurisdictions, governmental agencies, non-profit organizations and businesses.

Oversees and participates in coordinating project activities: provides technical and advisory services to local and regional jurisdictions and agencies; provides advice, guidance and direction; serves as project manager for projects involving coordination with local and regional jurisdictions and agencies; prepares contracts for project scope and services; participates in bid selection; and ensures compliance with contract specifications.

Performs public relations duties: serves as a subject matter expert and resource regarding transportation and economics in the region; receives and responds to inquiries regarding department services and projects; prepares and makes presentations; attends a variety of meetings and serves on related boards and committees; and participates in workshops and other continuing education.

Oversees and participates in the preparation of grant applications and managing of granted funds: identifies grant opportunities; prepares and submits application forms; oversees disbursement of granted funds; monitors project activities for compliance with grant regulations; and maintains related documentation.

Has management responsibility for the COG’s regional transportation and water quality programs.

Facilitates the Lowcountry Area Transportation Study (LATS) Policy Committee and the LATS Technical Advisory committee.

Maintains a comprehensive, current knowledge of applicable policies, procedures, codes and regulations: conducts research of and maintains an awareness of new issues, methods, equipment, trends and advances in the profession; reads professional literature; maintains professional affiliations; and participates in continuing education activities, conferences, workshops and training sessions which may require some overnight travel; and may work after-hours and weekends as required.

Manages, directs, and evaluates assigned staff; Develops and implements long and short-term goals for department.

Develops, defends, and implements department budget: ensures compliance with approved budget; prepares and submits grant applications and monitors allocations of granted funds.

Minimum Qualifications:

Master’s Degree in Urban and Regional Planning or a related field required; supplemented by seven years of progressively responsible experience in regional planning and policy development, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess and maintain a valid South Carolina driver’s license. AICP Certification preferred.

Salary Info: $70,000 – $90,000 depending on qualifications. Generous benefits package.
