This position manages and oversees all multi-modal transportation planning functions for the City of Durham. The position works closely with DCHC MPO, NCDOT, GoTriangle, and other City Departments to plan and secure funding, coordinate long-range planning needs, and to conduct preliminary planning and design for multi-modal transportation improvements for the City of Durham. These improvements may include transit related infrastructure improvements funded through the Durham County Transit Plan, Bicycle and Pedestrian improvements identified in the Durham Bike+Walk Plan, and other transportation safety and roadway improvements funded through either federal, state, or local funding sources.

The position serves as the City’s principal transportation planning liaison working in coordination with the MPO and is responsible for coordinating transportation planning operations; supervising staff; assisting with developing departmental policies and procedures; facilitating process improvement operations; ensuring compliance with applicable performance and quality standards, regulations, policies, and procedures; conducting technical analyses and making related recommendations; coordinating project operations; preparing and maintaining reports and records; and coordinating with internal and external agencies to oversee planning-related operations in the assigned area of function.

As assigned, may supervise professional, technical, and support staff, to include conducting performance evaluations, and implementing hiring, discipline, and termination procedures.

Duties/Responsibilities

  • Supervises projects, initiatives, and transportation planning operations;
  • Plans assigns, evaluates work, trains and coaches staff;
  • Assists with developing City and Departmental policies and procedures;
  • Facilitates process improvements and ensures compliance with applicable performance and quality standards, regulations, policies, and procedures;
  • Conducts or oversees the conduct of technical analyses and develops and makes recommendations;
  • Researches funding sources and secures funding;
  • Develops and/or oversees the development and review of project plans, designs, and concepts;
  • Oversees management of project budgets and consultant activities and ensures compliance with project schedules, budgets, and applicable regulations, policies, and procedures;
  • Prepares, reviews, and/or maintains technical, financial, and general reports, presentations, long- and short-range plans, agenda items, records, and other documents;
  • Reviews work and the work of others to ensure accuracy, completeness and compliance with applicable regulations, policies, and procedures;
  • Collaborates with numerous external stakeholders, technical experts, service providers, City departments, and/or external agencies; convenes, facilitates and/or attends meetings;
  •  May serve as chair of assigned City and/or regional committees and provide subject matter expertise and technical consulting;
  • Oversees the planning and conduct of public outreach activities;
  • Performs long-range planning and capital project management including preparing and presenting information to elected officials and/or decision-makers;
  • Reviews transportation project designs and concepts and making recommendations:
  • Manages CIP projects;
  • Develops and implements criteria for project prioritization;
  •  Facilitates, coordinates, and manages the Request for Proposal process for studies and construction activities;
  • Secures federal state and local funding for projects;
  • Conducts public and stakeholder outreach; and
  • Chairs MPO committees.

Minimum Qualifications & Experience

  • Master’s degree in urban planning or equivalency, transportation planning, engineering, or a related field,
  • Five years of professional experience in transportation planning and/or modeling,
  • Two years of supervisory experience involving large planning, modeling, or capital projects,
  • Experience in transportation CAD programs, GIS, computer programming, database programming, GIS and statistics experience.

Additional Preferred Skills

  • Licensed as an AICP or PE;
  • Valid NC Driver’s License or willing to obtain within 60 days of hire;
  • Experience/knowledge with Federal and/or State funding requirements;
  • Experience in planning or project management for transportation projects.
