The Village of Brookfield, IL, population approximately 19,000 and home to the world-famous Brookfield Zoo, is accepting applications for the position of Village Planner within the Community and Economic Development Department. This position will report directly to the Community and Economic Development Director.

Qualified candidates must have experience in the planning field with excellent oral and written communication skills as well as analytic ability. Candidates should be capable of evaluating and managing commercial, residential, and mixed-use development proposals, meeting with the public to discuss development proposals, assisting with long-range planning projects, and giving presentations to boards, commissions, and elected officials. Experience and/or familiarity working with Form-Based Codes is a plus. Because the position requires direct interaction with various constituent groups including residents, developers, public, etc., a friendly customer service orientation is necessary.

The position entails a variety of planning and project management activities including:

  • Evaluating development proposals and petitions as they relate to the planning documents of the Village
  • Conducting research and analysis to prepare recommendations and reports regarding current development projects
  • Case and project management including the coordination with various Village departments, external agencies, petitioners, and the public
  • Assisting with other project management functions, such as requests for proposals (RFP), working with consultants, grant administration, etc.
  • The Village of Brookfield recently adopted a new Comprehensive Plan and Major Zoning Code amendment (Form-Based Code for Station Area Districts) and the Village Planner will play an integral role in implementing these policies and regulations.

A few of the projects that the position will be involved with include:

  • Ogden Avenue Corridor Plan which will begin in 2021
  • Kiwanis Park Canoe Launch Project to be designed and constructed in 2021
  • Congress Park Metra Station Improvements to be constructed in 2021
  • Ogden Avenue Phase 1 and Phase II Engineering (Coordination with the Village’s Consulting Engineer)
  • Des Plaines River Trail South Extension Phase 1 Engineering (Coordination with the Village’s Consulting Engineer and other agencies)
  • Continued expansion of bicycle and pedestrian facilities within the Village

Requirements

Bachelor’s Degree in Urban Planning or a closely related field; Master’s Degree in Urban Planning or a closely related field is preferred. Prefer 2-5 years of experience in a municipal planning department handling current development projects in a community with infill-type development and redevelopment, or an equivalent combination of training and/or experience.

Professional certification (AICP) is preferred at time of hire but must be achieved within 2 years. Applicants should be proficient in Microsoft Office; experience with ArcGIS a plus.

The successful candidate must have excellent public relations skills, have the ability to ensure code compliance and impartial enforcement of all pertinent municipal ordinances, and adhere to the American Planning Association (APA) and/or the American Institute of Certified Planners (AICP) Code of Ethics.

Starting Salary

The starting salary range is $58,585.38 – $76,161 depending on qualifications. The Village provides a full complement of benefits including paid vacation, paid holidays, personal days, and sick time. Additional benefits include, health and life insurance, participation in the Illinois Municipal Retirement Fund (IMRF), and deferred compensation plans.

Over the past five years, NOAH has completed more than $100 million in affordable housing development projects. We have a growing pipeline that includes five major projects (with approximately 300 new units), including affordable rental, homeownership, and mixed-use developments. We are also restructuring and renovating buildings within our existing portfolio of smaller three-deckers in East Boston.

Active project work includes:

  • Construction of a 7-unit mixed income homeownership development in East Boston
  • Seeking funding for community inspired, artist-themed construction of 33 mixed-income rental units adjacent to the homeownership project above
  • Initiating selection of investors and then will start construction for the adaptive reuse of a historic 38-unit/10 commercial spaces development in downtown Taunton
  • Obtaining permits to develop up to 150 new mixed-income rental units in two phases Ayer, and 110 units of historic and new construction housing in Attleboro. Both are TOD sites
  • Refinancing 128 units in 37 triple decker buildings in East Boston, and
  • Purchasing occupied three-deckers in East Boston in order to prevent displacement of diverse, low/moderate income residents, many of whom are severely affected by layoffs and COVID.

NOAH’s projects meet the needs of our great neighborhood as well as the Commonwealth with a focus on affordable, workforce and mixed-income family housing throughout Greater Boston. We have three Gold for Homes sustainable designations and aim for green, sustainable Passive House projects going forward.

The Senior Project Manager

NOAH seeks an experienced, energetic Senior Project Manager to manage multiple, complex projects. The Senior Project Manager will work under our Director of Acquisitions and Asset Management. They will collaborate with our Executive Director, and other NOAH staff, such as Finance and Property Management, to carry out our real estate agenda.

Selected duties and responsibilities will include:

  • Prepare and manage complex development proformas, sources and uses and funding applications, securing pre-development, construction and permanent financing
  • Coordinate the work of third-party consultants to ensure the timeliness, quality, and cost effectiveness of each application
  • Manage financial closings, compliance, and relationships with financial partners, lenders, and state agencies throughout the project cycle
  • Take projects through zoning and permitting, including managing community relations
  • Assist Director of Acquisitions and Executive Director to seek, research, analyze and determine project feasibility for potential acquisitions
  • Manage pre-development and development phases of multiple projects
  • Coordinate proposals and contracts for such services as environmental testing, engineering, architectural design, and appraisals
  • Work with the Director of Acquisitions and Asset Management to provide monthly development sources and uses reporting
  • Prepare funding requisitions and timely required reports during construction
  • Work with the Director of Acquisitions to perform Owner’s responsibilities and address issues during construction, and
  • Oversee and coordinate lease-up and transition of projects to the Asset and Property Management teams.

Our Ideal Candidate

Our ideal candidate will be a highly motivated, flexible, and team driven individual. The Senior Project Manager will have the following skills and experiences:

  • Four to six years of increasingly responsible work experience in residential real estate development; affordable housing development experience a plus, but not necessary for those with conventional development experience
  • Strong project management skills, particularly during design and construction
  • Experience in securing tax credit financing preferred
  • Familiarity and experience with the Massachusetts One Stop application and with various housing funding programs, including Low-Income Housing Tax Credit (LIHTC) 4% and 9% programs, HOME, and CPA and other non-Boston sources of financing preferred
  • Knowledge or experience in sustainability, resilience, and energy programs to meet Passive House, Net Zero, Solar and other carbon reduction measures a plus
  • Demonstrated experience creating and managing development proformas, preferably for LIHTC-funded or mixed-income, mixed-use market rate housing projects
  • Proven experience in dealing with municipal planning and community development staff and non-Boston city/town officials
  • Experience leading and independently managing major elements of a project, from financing applications and closings and to overseeing the project from professional team selection, vetting the GC, through construction closing and lease up
  • Bachelor’s degree in planning, real estate, or a related field, or the equivalent in training and experience
  • Exceptional interpersonal communications, writing, verbal, technology, and social media skills
  • Responsible, accountable, and accessible for off-site work, and
  • When COVID restrictions end, willing and able to work at NOAH’s office as well as to travel to attend day and evening meetings and do prospecting within Eastern Massachusetts.

Challenge Grant Fellowship Overview

Now more than ever, leaders across California and the nation are looking toward the Bay Area for transformative solutions that will lead our communities toward a more inclusive and just future. At the same time, the region is at a crossroads. Our economy is one of the strongest on the planet, yet inequality is skyrocketing, and we face a housing and displacement crisis that has hit low-income and communities of color particularly hard, which has had a ripple effect throughout the region. The COVID pandemic and resulting economic crisis are exacerbating this problem.

Partnership for the Bay’s Future is a collaborative regional effort to address these pressing challenges and is one of the most ambitious investment and policy initiatives in the nation. Through two separate funds, the Partnership focuses on both policy, such as tenants’ rights, and investments in housing development, to tackle these issues holistically and at an unprecedented scale. The San Francisco Foundation selected seven jurisdictions that propose high-impact, achievable plans, to receive Challenge Grant support. Challenge Grant jurisdictions are matched with a mid-career fellow to increase the city’s capacity to pass meaningful protection and preservation legislation.

This fellowship creates an opportunity for ambitious leaders to work with the nation’s most forward-thinking housing and economic leaders to advance the next generation of housing policy in one of the most influential regions in the world. Fellows will be responsible for championing the development, adoption, and implementation of innovative and high‐impact policies in collaborative partnership with community and staff from departments across the jurisdiction. Fellowship Support

In partnership with the San Francisco Foundation, PolicyLink – a research and action institute that advances racial and economic equity – will manage the fellowship program. This includes recruiting, hiring and managing the Challenge Grant fellows, while supporting them with technical assistance necessary to advance the work in their assigned jurisdictions. PolicyLink will also convene the CG fellows cohort regularly to foster the exchange of ideas, in addition to convening the fellows’ jurisdiction and community partner teams.

Specifically, PolicyLink supports fellows with:

  • Professional development with an emphasis on data analysis and racial equity, as well as help responding to emerging technical and adaptive needs.
  • Providing ongoing support for fellows as they navigate varied political and legislative realities.
  • Providing comprehensive technical assistance support for fellows and their jurisdictions, including data driven policy impact analysis, strategic best practices and case studies to advance the work.
  • Hosting monthly meetings for fellows to provide best practices, identify gaps and areas of opportunity for regionalism and advancing the work.
  • Hosting quarterly convenings of the Challenge Grant jurisdictions from across the region to share critical analysis and strategy recommendations, best practices, access to relevant education and advance regional strategy.

The Position:

This is a one-year, limited-term position focused on managing a regionally specific policy project in the City of Oakland. The Fellow will work with city staff and leaders and a committed team of community partners to design and implement improvements to Oakland’s housing protection and preservation programs to advance racial equity. This will include enhancing administrative implementation of existing policies to further racial equity and supporting the development and adoption of new or revised policy legislation.

Challenge Grant Fellow Qualifications:

  • Strong desire to advance, pass and implement progressive tenant protection and preservation policies within local government.
  • 5+ years of experience working in/with local or county level government or on affordable housing issues.
  • Familiarity with financing of non-profit housing and affordable housing development and acquisition.
  • Experience conducting data analysis and research to support policy development, advocacy, or organizing.
  • Demonstrated adaptive leadership skills and the ability to work collaboratively with local and regional partners.
  • Policy experience, with a preference for experience in housing and the development and implementation of protection and preservation policies.
  • Demonstrated experience working in integrated partnership with community and advocacy organizations, related to governmental planning or policy processes.

  • Experience with/commitment to working with grassroots leaders.

A specialist position in our Fair Housing unit helping lead on equity issues in housing policy within HCD and externally.  Specifically focused on tribal outreach/technical assistance and improving tribal access in HCD programs.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Extensive knowledge in local planning and housing development, housing legislation, or housing data and research
  • Experience conducting policy analysis, including research and using complex data • Experience working with a variety of stakeholders
  • Excellent verbal communication and presentation skills
  • Strong writing skills with experience preparing materials such as policy briefs, papers, technical assistance documents
  • Project management experience as a project lead
  • Understanding tribal funding sources, including but not limited to Indian Housing Block Grant (IHBG) and HCD programs
  • Familiarity with the sovereignty of tribal governments, leasing and permitting processes in 25 CFR 162 on federal trust lands, and how to build housing projects on tribe lands

The Housing Finance Policy Center covers issues such as racial inequity in homeownership and housing wealth, access to mortgage credit, housing affordability, the structure of the secondary mortgage market, and the government role in regulating and supporting the housing finance system. The center’s research is focused on the connection between the housing finance system, communities, as well as people and outcomes. This position requires strong quantitative and qualitative skills in addition to excellent organizational, project management, and writing skills.

How you’ll contribute: The Urban Institute’s Housing Finance Policy Center (HFPC) is looking for a Research Assistant to provide research and project support. The topical focus of the research is housing and housing finance policy covering areas such as access to mortgage credit, housing affordability, the future structure of the secondary mortgage market, and the government role in regulating and supporting the housing finance system.
The Research Assistant will work on quantitative and some qualitative research assignments related to internally and externally funded projects.

Responsibilities include:
•    Contribute to quantitative and some qualitative research assignments.
•    Conduct literature reviews and track emerging trends in industry and research, compiling and synthesizing information
•    Update data series for HFPC’s monthly chartbook
•    Provide general research assistance on other HFPC projects, research publications, and blogs on an ad-hoc basis.
•    Support the center on administrative, communications, and event-related assignments with opportunities to assist the center co-vice presidents with creating presentation materials for public events and meetings.
•    Other duties as assigned by the center project manager or other senior staff.

What you’ll bring:
The successful candidate will have:
•    Bachelor’s degree in Economics, Public Policy, Business, Real Estate, and Social Science or related fields is required. Some prior research experience strongly preferred. The research experience could include research for an undergraduate thesis.
•    Strong quantitative and analytical skills
•    Excellent organizational and communication skills.
•    Proficiency with Microsoft Word, Outlook, Excel and PowerPoint.
•    Experience managing and analyzing large datasets, using statistical packages, such as SAS, STATA, and/or R.
•     Spatial analysis skills a plus.
•    The initiative to suggest improvements or innovations on assigned tasks.
•    Excellent attention to detail.
•    A willingness to adapt to changes in work assignments, deadlines and team environment
•    Ability to work independently as well as part of a team.
•    Strong time management skills and ability to prioritize many moving tasks and competing priorities and meet deadlines.
•    Ideally interested in housing and housing finance related issues.

How you’ll contribute:  The Urban Institute’s Housing Finance Policy Center (HFPC) is looking for a Research Analyst who is responsible for assisting senior researchers in successfully executing defined quantitative research tasks. The Analyst will assist research and development teams to conceive of new research ideas and work collaboratively with center leadership and staff on a variety of housing finance research projects, both independent and larger-team based. These projects include the conceptualization of research design and methodologies, report writing, communicating compelling ideas and contributing to proposal development and funder outreach to support larger scale research initiatives. The topical focus of the research is housing and housing finance policy, covering issues such as racial inequity in homeownership rates and housing wealth, access to mortgage credit, housing affordability, the structure of the secondary mortgage market, and the government role in regulating and supporting the housing finance system. Responsibilities:

  • Collect, clean, and perform advanced manipulation of quantitative data. This includes managing and updating several large databases and using advanced programming techniques for data processing and analysis.
  • Produce and review literature reviews
  • Contribute to the monthly chartbook and other research products
  • Assist and, on occasion, lead in reporting research findings including producing tables, graphics, and maps for reports, as well as writing up findings for briefs, reports, and blogs
  • Assist with research proposals, internal and external research events, and research management
  • Manage the center’s Academic Research Council, organizing meetings and communicating with leading researchers across the country
  • Oversee the work of Research Assistants
  • Other tasks as assigned.

What you’ll bring:

The successful candidate will:

  • Possess a master’s degree in the field of Economics, Public Policy, Data Science, or Statistics or, a bachelor’s degree with at least 3 years of demonstrated relevant research work experience.
  • Have knowledge and interest in domestic policy issues related to housing and mortgage finance.
  • Have strong quantitative analytical skills conducive to advanced research methodologies with demonstrable experience in at least quantitative research and statistical and geospatial data manipulation.
  • Demonstrate experience with data analysis tools and software packages (SAS, Stata, R, Python, ArcGIS, or other tools and research processes) appropriate to the area of research skill.
  • Have experience using large housing or mortgage related datasets, such as American Community Survey, HMDA or American Housing Survey.
  • Be proficient in publication, spreadsheet, and presentation graphics software.
  • Exhibit high level of organization, motivation, creativity, and self-confidence; we seek individuals who can work effectively, independently, and simultaneously on multiple projects in a fast paced work environment.

The firm seeks a professional to complement and support its acquisition team. The Analyst will provide transaction and analytical support related to the solicitation and closing of the Company’s LIHTC investments.

His/her responsibilities will include:

  • Complete financial projections and evaluate potential investments;
  • Assist with underwriting multifamily developments financed with LIHTC;
  • Prepare investment submissions for consideration by the Investment Committee;
  • Assist with project closings with attorneys, accountants, developers and third party consultants;
  • Establish good working relationships with developers of affordable housing;

Job Qualifications and Competencies:
