Brief Description of Work:

This position serves as Redevelopment Planner with the primary responsibility of supporting a range of redevelopment projects, community planning activities, and neighborhood revitalization. The Planner in this position works closely with neighborhood groups, development and lending communities, diverse stakeholder populations, and other City departments to develop plans and implement redevelopment activities. They also support technical assistance and capacity building for developers as required and assist in oversight of development projects. This includes identification and management of resources, procurement of professional services and oversight of professional service contracts. The Planner in this position also develops and executes a wide range of engagement strategies to solicit, collect, and analyze stakeholder feedback related to planning efforts and implementation projects and makes presentations to various community groups, boards, commissions, and others regarding development and redevelopment area projects and plans. Lastly, this planner will assist with the development of neighborhood and corridor plans and performs other planning and redevelopment related activities as assigned. This Planner must have a basic understanding of land use planning, land use law, and development regulations. Public speaking, excellent written and verbal communication skills are required.

This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards.

Qualifications

Minimum Qualifications:

  • Bachelor’s Degree in Planning, Business, Urban Design, Architecture, Geography, Public Administration with 4-6 years of “related” experience working in Planning, Business, Urban Design, Architecture, Geography, or the Public Administration field

Position Overview

General Responsibilities

  • Provides technical assistance to the general public and other governmental agencies on planning, land use, nuisance, and related matters.

  • Performs research as necessary to gather and analyze statistical narrative data in preparation for the Planning and Zoning Board, Historic Resources Commission and City Council and appears before such Boards as needed.
  • Visits subdivisions and/or tracts of land under consideration of rezoning, variance, conditional use permits, etc., to determine applicability of various city ordinances;
  • Administers and enforces the City watershed ordinance.
  • Leads in the coordination of updates to and creation of long-range planning projects and documents such as the City’s Land Use Plan and various associated elements.
  • Lead responsibility for special projects of a sensitive and comprehensive nature, and/or responsibility to direct a major complex planning project.
  • Investigates zoning violations and/or nuisance complaints such as weeded lots, junk cars, sign violations, etc., and takes appropriate action to alleviate the violation.
  • Takes an active role in the review of site plans, subdivisions and other development plans, ensuring compliance with City zoning ordinances and state statutes.
  • Serves on other boards, panels and groups as deemed necessary by the Planning Director.
  • Performs other related duties as required.

Qualifications
Desirable Education and Experience
A Bachelor’s degree from an accredited college or university in Planning or related field and a minimum of 3 years work experience in city planning, local government or other similar position providing the candidate with a background in land use, zoning, long range planning and code enforcement is required. Candidates with 5 years or more of relevant experience, additional supervisory experience and/or a Master’s Degree in Planning or related fields are preferred.

Special Requirements

  • Possession of an appropriate driver’s license valid in the State of North Carolina.
  • Certification by the American Institute of Certified Planners (ACIP) and/or NC Association of Zoning Officials (CZO) or the ability to obtain such certification soon after hiring is preferred.

REGIONAL PLANNER: The Upper Coastal Plain Council of Governments (Wilson, NC) is seeking a skilled professional to serve as a Regional Planner and assist the Planning & Development Services Department with meeting the priority needs of our 5-county region, member governments, and stakeholders to help ensure the growth of local and regional resources and improve communities quality of life. Essential Functions
  • Administering and interpreting the zoning ordinance, subdivision regulations and related plans and polices, and town code; reviewing and evaluating land use and building permit applications; advising the public on zoning and development issues; maintaining appropriate records and files; preparing reports.
  • Reviews and evaluates land use and building permit application materials, subdivision plats and construction plans;
  • Researches, analyzes and interprets land use data project materials, permits and plans; determines effects of constraints and regulations on development opportunities;

SPECIAL REQUIREMENTS:
