Essential Duties and Tasks

  • Conducts and participates in planning, land use, water quality, and zoning studies; gathers data on residential and commercial annexation requests according to statutory and local ordinance requirements; documents services and benefits; drafts feasibility reports.
  • Researches statutes and local ordinances regarding zoning; studies site plan drawings; provides technical assistance to member agency staffs.
  • Serves as a technical advisor and makes presentations to the various planning and zoning boards for completed projects; makes presentations to elected officials.
  • Develops recommendations on code and zoning ordinances as assigned; conducts research on ordinances; reviews and drafts ordinances that are consistent with local philosophy and practices.
  • Conducts public meetings; facilitates input; provides technical guidance.
  • Assist planners, economic developers, administrators, and elected officials for member communities.
  • Conducts analysis and studies on special issues and makes recommendations; gathers data; performs research; drafts reports.
  • Provides staff support to a wide variety regional groups and bodies.
  • Research and preparation of various technical memoranda regarding various water quality strategies; develops GIS models to analyze efficacy of various strategies.

Knowledge, Skills, and Abilities

  • Thorough knowledge of the principles and practices, laws, and regulations relating to zoning, water quality, and land use planning.
  • Considerable knowledge of the application of personal computers to document preparation, GIS research, spreadsheet analysis, presentation software, and other related applications.
  • Demonstrated ability to analyze and systematically compile technical and statistical information, and to prepare technical reports.
  • Demonstrated ability to evaluate the feasibility of planning alternatives in relation to trends, costs and social pressures and needs.

Under direction and guidance from the appropriate Senior Manager and/or Schedule Manager, the incumbent will obtain running time and ridership data from Operations Planning’s ORCA application and other authorized sources, analyze this data, and recommend service revision plans based on the results of the analysis. Once a plan is approved, the incumbent will apply the new trip counts and/or running times to create a new vehicle schedule and, subsequently, a crew schedule (Bus Operator work assignments).

The incumbent will then blend the old and new schedules for each day type (Weekday, Saturday, and Sunday), create a roster (including days off and work runs/regular day off relief runs), and produce proposed pick documents for the Union to examine. The final pick documents, incorporating any reasonable requests from the Union such as regular day off swaps between runs, will then be distributed so the Bus Operators may pick their assignments for the next several months. This position also requires occasional field work at various times of the day, including weekends and overnight; attending meetings with the Union and other concerned parties; and preparing reports as needed.

The Chicago Metropolitan Agency for Planning (CMAP) is seeking to hire a full-time Assistant Analyst for the Transportation Capital Programming team. CMAP is our region’s official comprehensive planning organization and the Metropolitan Planning Organization (MPO) for northeastern Illinois.

As our region’s official comprehensive planning organization, CMAP’s mission is to help communities prosper. The agency and its partners developed and are now implementing ON TO 2050, a new long-range plan to help the seven counties and 284 communities of northeastern Illinois implement strategies that address transportation, housing, economic development, open space, the environment, and other quality-of-life issues. The ideal candidate for this position will demonstrate knowledge of metropolitan transportation planning policy and practices. The Assistant Analyst, under the direction of principal and senior staff, will assist in developing, tracking, and analyzing the Transportation Improvement Program (TIP). The Assistant Analyst will also complete tasks required to ensure compliance with federal planning and environmental regulations, so that the programs and analyses may be approved by the federal government.

The Assistant Analyst is expected to work collaboratively with the sub regional councils of mayors, the metropolitan planning organization member agencies and other CMAP stakeholders to further the principles of ON TO 2050. In carrying out these duties, the Assistant Analyst will work on teams with CMAP staff under the direction of project managers and will work with staff and officials from partner agencies and municipalities. This position may require in and out of region travel. Candidates should demonstrate an interest in the complex challenges addressed by transportation planning and programming.

Responsibilities

  • Prepare materials for and assist in presentations to committees, including the Metropolitan Planning Organization (MPO) Policy Committee, Transportation Committee, Council of Mayors Executive Committee, Tier II Consultation Team, Congestion Mitigation and Air  Quality (CMAQ) Project Selection Committee, and Surface Transportation Program (STP) Project Selection Committee.
  • Organize, prepare, and conduct workshops and training sessions for CMAP staff and partners.
  • Provide contract compliance and invoice review assistance for the Council of Mayors Planning Liaison program.
  • Collect, develop, maintain, and analyze information required for the TIP, including the TIP database, annual obligation report, TIP fiscal report, other reports and analyses, and TIP documentation. Assist in the review of program information and work with implementing agencies to ensure consistency with their programs as reflected in the TIP.
  • Become familiar with material from federal, state, regional, and local agencies pertaining to funds available to the region and with laws, regulations, and guidance affecting management of the region’s transportation program.
  • Represent CMAP at committee, inter-agency, and external partner meetings as assigned.

The Metropolitan Washington Council of Governments (MWCOG or simply COG) is an independent, nonprofit association that brings area leaders together to address major regional issues in the District of Columbia, suburban Maryland, and Northern Virginia. The National Capital Region Transportation Planning Board (NCRTPB or simply TPB) is the federally designated Metropolitan Planning Organization (MPO) for the Washington, D.C. metropolitan area. The TPB is also one of several policy boards that operate at COG. COG is the administrative agent for the TPB, and the TPB is staffed by COG’s Department of Transportation Planning (DTP). COG has a staff of about 120 employees, half of whom work in the DTP. COG was founded in 1957. The TPB was created in 1965 and became associated with COG in 1966.

Description: COG’s DTP is divided into five teams. The largest of these teams is the Travel Forecasting and Emissions Analysis team, which currently has 15 people and whose mission is to provide technical services to both TPB and COG in the areas of 1) regional travel demand forecasting and 2) the estimation of and planning for air pollution from motor vehicles, known as mobile emissions.

The team is responsible for developing, maintaining, applying, and improving the TPB’s family of regional travel demand forecasting models. At any given time, the TPB staff maintains at least two travel demand models:

  • The adopted, production-use travel model
  • One or more developmental travel models (for potential future production use)

The team is currently divided into two groups: Model Development and Model Application. The mission of the Model Development group is to develop, maintain, and improve the TPB’s regional travel demand forecasting models. The mission of the Model Application group is to apply the production-use travel model to regional and corridor studies, including the development of the region’s Long-Range Transportation Plan (LRTP) and an assessment of air quality impacts of the LRTP, using the U.S. Environmental Protection Agency’s (EPA) Motor Vehicle Emission Simulator (MOVES) model. Transportation networks are an important input to the regional model, and both groups support network development.

COG/TPB seeks to hire a transportation engineer to work in its Model Application group, to be filled at the Transportation Engineer II level. The Transportation Engineer II position will serve under the direction of a Senior Engineer or Principal Engineer and will focus on a variety of challenging technical tasks.  COG/TPB staff develops a Long-Range Transportation Plan and participates in the air quality conformity analysis of the plan and State Implementation Plan (SIP) activities. Staff applies an array of technical tools that include the travel demand model and MOVES mobile emissions model to conduct these technical analyses. These same tools are often used in scenario planning work, alternatives analyses conducted for TPB’s members, and greenhouse gas planning activities. The position will be concerned with preparing, executing and analyzing the variety of models that the TPB staff supports. This should be an exciting time to join the COG/TPB staff, since we have just begun the development of our next-generation travel demand forecasting model, referred to as the Generation-3, or Gen3, Model. We are seeking someone who is passionate about learning, improving technical skills, public service, and making significant contributions that will improve the agency and the region. Minimum Qualifications

  • Transportation Engineer II:  Either 1) Master’s degree in transportation engineering, civil engineering, transportation planning, urban planning, computer science, or a related field. OR 2) Bachelor’s degree in a related or non-related field and two years of applicable work experience. OR 3) Any combination of education, experience, and training that is equivalent to one of the two preceding qualifications, as demonstrated by college-level courses in areas such as Mathematics, Operations Research, Quantitative Analysis, Statistics, and Computer Modeling.
  • Ability to work cooperatively in a team environment within and between COG departments.
  • Strong analytical and problem-solving skills, with an ability to interpret technical findings and share them with general audiences.
  • Solid verbal and written communications skills.
  • Strong familiarity with standard business software (Excel, Word and PowerPoint).
  • Experience with the standard four-step urban transportation planning process and theory.
  • Familiarity with emissions modeling (EPA’s Mobile or MOVES mobile emissions models) and theory.

The Town of Holly Springs is seeking an experienced and motivated Transportation Planner to fill a newly created position that will shape the future of multi-modal transportation for our community.  Located in the very convenient and attractive Research Triangle Park region on the southwest side of Raleigh in Wake County, the Town of Holly Springs offers a small-town atmosphere with a variety of opportunities that arise from a growing economy as the town is transitioning into a larger and more dynamic community.

The Transportation Planner will provide leadership, expertise, and direction in transportation planning activities and focus on long range transportation planning, policies, funding and coordination of transportation improvements with new development.

Responsibilities will include:

  • Transportation planning project management, including a full update to the Town’s Comprehensive Transportation Plan and other transportation plans associated with several upcoming small area studies, including periodic evaluation and subsequent updates and amendments;
  • Assist interdepartmental work teams with short- and long-range planning projects based on the Town’s recently adopted Land Use & Character Plan;
  • Review site plans, preliminary subdivisions, and construction plans for compliance with applicable transportation-related plans and ordinances;
  • Coordinate and review Transportation Impact Analysis reports for proposed development projects and make recommendations regarding proposed improvements;
  • Make recommendations for potential policies/ordinances;
  • Seek funding and coordinate associated grants for various transportation improvement projects;
  • Provide assistance to citizens, developers, and public officials regarding transportation-related matters;
  • Participate in cross-jurisdictional transportation-related meetings (i.e. CAMPO, Wake Transit, NCDOT);
  • Lead public meetings and make public presentations; prepare reports including development of text, graphics and maps that communicate technical information to a general audience.

The successful candidate will be innovative, enthusiastic, constantly seeking new inspiration and have a passion for mobility, urban design, the integration of transportation and land use planning, and policy development.  This position requires self-motivation, enthusiasm, and the ability to develop, build and maintain effective working relationships with employees, residents, customers, the development community, neighborhood groups, municipal officials, various boards, Town departments and the general public; demonstrated ability to manage or facilitate complex projects; skills and expertise in transportation planning and modeling; strong analytical and critical thinking skills; experience with data collection regarding traffic counts and regional model data and the coordination with neighboring jurisdictions on transportation planning issues; ability to read and interpret ordinances, specifications, and plans; and have strong organizational, verbal and written communication skills.   Preference will be given to candidates that have extensive knowledge and/or experience working with municipal transportation planning programs (including MPOs/RPOs); technical skills in traffic impact analysis review and evaluation; project negotiation, and/or transportation grant funding.

Requires Bachelor’s degree in city and regional planning, transportation planning, civil engineering, public policy/administration, geography, or a related field, and 3-5 years of experience in transportation planning. Position Summary
Our mission is to get more people biking and walking, more of the time, in Arlington. Be part of a compassionate Active Transportation team that emphasizes collaboration and communication. The BikeArlington Program Manager will focus on mobility choice initiatives for Arlington County residents that result in getting more people choosing to bike for transportation and recreation more often. The Program Manager will work with residents, businesses, commuters, visitors, and County departments to offer programs that promote active transportation choices. This position entails educating and encouraging residents to consider and use active transportation options such as biking, walking and rolling as well as understanding the integral role active transportation plays for people to also utilize other modes such as busing and Metro.

The Program Manager will spend approximately 30% of their time educating people about biking and developing resources and content for education and information dissemination. Approximately 50% of time will be spent working strategically with other programs and teams on integrated marketing materials, campaigns, pilot projects that drive behavior change, and event management. Approximately 10% of time will be spent on community engagement and direct service. 10% of time will be spent analyzing, tracking, maintaining, and reporting on program data to the Active Transportation Program Director.

Responsibilities

  • Plan, manage, and implement BikeArlington initiatives, events, programs, and outreach in coordination with the Active Transportation and Marketing Team to meet organization objectives and goals.
  • Educate and train residents, commuters, and visitors about active transportation services and amenities.
  • Create and staff classes and workshops to teach adults how to ride and learn new bike skills.
  • Oversee, manage, and staff Arlington County’s Bike to Work Day with the Active Transportation and Marketing Team including: logistics, vendors, event budget, registration, content creation for marketing materials.
  • Manage the Washington Area Bike Forum.
  • Collaborate with marketing on Bike Arlington’s social media Facebook, Twitter, and Instagram).
  • Partner with Arlington Transportation Partners on outreach to businesses for biking, including the Bicycle Friendly Business Program, presentations, demonstrations, and/or social rides.
  • Manage and respond to inquiries regarding a variety of bike-related topics.
  • Connect staff, contractors, residents, guests, and community partners with resources and each other.
  • Keep track of your results and activities via digital tools such as Asana and Excel. Keep current with developments in the industry by participating in local trainings and webinars.
  • Partner with other organizations, Arlington stakeholders, community groups, and others within the region to promote active transportation options.


Required Skills & Experience

  • Ability to work on site in Rosslyn (Arlington, VA), travel locally, and work some evenings and weekends.
  • 2-4 years’ experience in a related position, preferably in program management, project management or business development environment.
  • Experience with bicycle riding and interest in promoting the benefits of active transportation options. Experience leading rides and being a certified League Cycling Instructor (or willing to become certified) is beneficial.
  • Knowledge of, or practical experience in transportation policy or issues, best practices around encouraging bicycling, developing a bike culture, and increasing transportation equity.
  • Basic understanding of project management, behavior change/change management, event planning, urban planning/transportation, marketing, and/or communications.
  • Outstanding verbal and written communication skills with demonstrated excellence in writing and creating content.
  • Ability to take initiative and work collaboratively with a team.
