The primary purpose of this section is to manage and coordinate all plat review, street naming, address coordination, and sign shop activities for the Department and County. This position is also responsible for all departmental coordination with the GIS sections of other County departments and all GIS spatial and data analysis for the Department.

Examples of Duties:

  • Supervise all employees and functions of the Graphic and Sign Services section of the Current Planning Division
  • Serve as the County’s Street Naming Coordinator
  • Coordinate all E911 addressing functions between the department and associated County departments
  • Serve as a lead subdivision plat review officer for the department
  • Perform complex spatial GIS and data analytic functions as needed by department management.
  • Responsible for coordinating all graphic presentations for the Planning Board, Board of Adjustment, County Commissioner, and other Municipality meetings, by utilizing Power Point and Photoshop software.
  • Other duties as assigned.

Minimum Qualifications: Graduation from a four-year college or university with a degree in urban or regional planning, geography, public administration, engineering, community development, or a related field and four years of experience in governmental planning; or an equivalent combination of education and experience.

Management Preferences:
AICP certification is preferred.
Strong ArcGIS and data management skills.
Some experience in supervising staff to include recruitment, performance review, training, and progressive discipline.
Must have a valid driver’s license with an acceptable driving record. Within 60 days of hire, must obtain and show proof of a valid NC Driver’s License and must maintain an acceptable driving record while employed. Driving is an essential function of this position. Background check and negative drug test are required.

Knowledge, Skills and Abilities

  • Strong knowledge of GIS systems including application of software, hardware and peripherals to planning needs.
  • Strong knowledge of database management related to GIS programming
  • Knowledge of the County’s zoning, land use, and other ordinances and codes, especially in their assigned program area
  • Knowledge of the principles and practices of community and economic development and public sector planning and/or landscape design

The work includes responding to public inquires, reviewing permitting, and enforcing Town Ordinances.  The ideal candidate will be able to work independently with minimum supervision. Extensive knowledge of planning and development, policies, and legal requirements related to NC General Statutes are preferred.  In addition, thorough knowledge of local, state, and federal laws, regulations, zoning, land use, and other ordinances and codes, of the principles and practices of land use planning. Must be skilled in the use of standard office equipment including a personal computer and knowledge of software packages such as (Microsoft office Professional, ARC/GIS).

Employment requirements include graduation from an accredited college or university with a Bachelor’s Degree in Environmental Science, Public Administration, or other relevant field of study and a valid NC Driver’s License.  Two years of professional experience in administration and enforcement of local government ordinances and regulations strongly preferred. CZO Certification preferred. This position is non-exempt, salary range is $42,623 to $63,934.

  • Research, compile, and present (in writing and in person) the demographics and other community and economic data as needed to inform and develop future plans.
  • Perform land use surveys and surveys of other planning factors and assist the Planning Department’s GIS technician in developing the required Comprehensive Plan maps.
  • Assist local leadership in developing clear and precise policies, goals, and strategies for consideration by the local planning commission and governing body.
  • Perform feasibility studies by performing market analysis, determining marketable uses, delineating current building conditions and work with project architect to plan physical improvements.
  • In cooperation with a project architect, develop a budget for constructing and equipping the planned adaptive reuse or new building including sources of potential funding appropriate to the project.

  • Research and compile data that indicate the economic impact of a project, the anticipated tax revenue that may flow from a project, and the cost of local government services associated with the existence and/or ongoing operation of a project.

Required Skills and Qualifications:

  • Bachelor’s Degree in Urban Studies or related discipline.
  • A minimum five years of experience in Comprehensive Planning, Economic Development Planning, and/or Feasibility Studies.
  • The ability to develop a customized approach to each comprehensive plan, feasibility study, or other project; to determine, research, compile, and analyze the data needed to assist project proponents with their decision-making; and to communicate in writing and verbally the import of the data as related to the purpose and goals of a project.

This position is responsible for assisting with the administration of planning and development activities for the City. Position requires a M.A. or B.A. in Planning, Landscape Architecture, Geography, or a closely related field and 3 to 5 years of professional experience. AICP and CZO certification preferred, or the ability to attain.

MAJOR DUTIES:

  • Provides customer service; provides information regarding regulatory matters.
  • Meets with developers and property owners to provide guidance and advice regarding standards and procedures; reviews and approves commercial and residential building site plans for compliance with zoning ordinances; reviews zoning compliance applications for existing buildings that change occupant or use; reviews signage permits.
  • Conducts staff reports and preparation of analysis and recommendations regarding rezoning, special uses and other development related petitions and requests.
  • Provides staff support to various City appointed advisory committees, boards and neighborhood associations.
  • Presents analyses and recommendations to the Hickory Regional Planning Commission, Hickory Board of Adjustment, Hickory City Council and other relevant bodies.
  • Provides collaborative review input regarding property subdivision, planned developments, and site plans.
  • Serves as professional staff to the City’s Historic Preservation Commission.
  • Reviews and makes determinations concerning applications for zoning compliance permits.

KNOWLEDGE AND QUALIFICATIONS:

  • Knowledge of the principles and practices of planning, zoning, land use, development, and historic preservation.
  • Knowledge of the principles and practices of long-range planning, area planning, and neighborhood planning.
  • Knowledge of and ability to use GIS.
  • Ability to learn and become familiar with the City’s ordinances and land use regulations.
