The Boston Transportation Department (BTD) is seeking a highly motivated Transportation Program Planner to lead a community process for revitalization of Blue Hill Avenue and Columbia Road, two of the City’s most iconic and diverse boulevards. Reporting to and working directly with the Neighborhood Transportation Planning Director in BTD, the Corridor Planner works with local community groups, neighborhood institutions, local businesses, advocacy groups and public agencies to engage residents in a grassroots effort to design a neighborhood friendly street with facilities that encourage walking, bicycling, and reliable public transportation.

The position requires familiarity with and experience in community outreach efforts including large-scale public workshops, open houses, neighborhood office hours, “pop-up” events, online platforms and other innovative modes with special emphasis  on establishing meaningful connections with populations historically underrepresented in planning processes. The selected candidate will be committed to public service and exhibit an interest for mobility planning and improving the quality of life of Boston’s residents.

Responsibilities include:

  • Manages the community engagement and visioning process from concept to preliminary design for corridors such as Blue Hill Avenue and Columbia Road.
  • Manages quick-build early-action projects that are installed in projects.
  • Manages a professional team capable of engaging in community outreach and civic engagement of diverse populations who assist in the public process.
  • Works hand-in-hand with a technical design and engineering team who assist in developing the vision.
  • Integrates prior established planning recommendations including those put forth in the City’s Transportation Plan Go Boston 2030 and Greenlinks.
  • Supports ongoing work related to the City’s Vision Zero and Boston Bikes initiatives.
  • Participates as a core member of the team developing shared-transportation concepts and collaborates with private service providers.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Four (4) years of transportation planning experience in work which included community outreach, of which at least two (2)  years must have been in a project management capacity.
  • A bachelor’s degree in city planning or related field preferred and may be substituted for two (2) years of the required experience. The required project management experience may not be substituted.
  • Applicants with master’s degree, GIS mapping skills, and demonstrated ability to take projects from concept to implementation strongly preferred.
  • Demonstrated record working in multi-disciplinary outcome-oriented teams.
  • Ability to collaborate with a diverse range of public agencies, private consultants and community groups.

The Boston Transportation Department is seeking a Transit Planner (Trans. Program Planner III) to support the implementation of public transportation projects with a focus on improving bus service to increase transit ridership and reduce emissions. Reporting to the Commissioner or designee, the Transit Planner is part of the Transit Team consisting of planners, engineers, and field staff whose responsibilities include developing overall policy, collaborating with advocacy and neighborhood groups, and working with city and state agencies to advance Boston’s public transportation agenda. The Transit Planner addresses a variety of concerns about transportation’s interface with urban design and the public realm and envisions and implements cutting-edge initiatives in a changing transportation environment where needs, resources, and opportunities vary enormously.

Responsibilities include: 

  • Manages projects relating to bus priority, bus lane, and signal priority projects and other transit-related initiatives from concept to installation and/or construction-ready.
  • Prepares or oversees the development of concept and design plans for bus lane projects.
  • Works with the engineering staff to review transit signal priority.
  • Monitors the installation of signs, lane markings, and other features to designate transit-only lanes.
  • Manages consultant teams including scope, schedule, task prioritization, budget parameters, and city-agency coordination.
  • Reviews, updates, and prepares design guidelines for bus lanes, stops, and other service improvement-related measures.
  • Manages project-based community processes using digital, in-person, and on-the-ground (tactical) engagement.
  • Works with the MBTA to collect, analyze, and display transit-related data.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Four (4) years of transportation planning or engineering experience, of which at least two years must have been in a project management capacity. Project management experience should include contracting; managing scope, schedule, and budget; and managing risks and changes.

An entry-level position that provides support for the Charlotte Regional Transportation Planning Organization (CRTPO), the Metropolitan Planning Organization (MPO) for the Charlotte urbanized area, which includes 24 member jurisdictions throughout Iredell, Mecklenburg, and Union Counties. The majority of peer interactions for this position will be with agencies and jurisdictions outside of the department within Iredell, Mecklenburg, and Union Counties. Position will be within the CRTPO Division of the Department. Area of focus will be providing support to key staff on an as-needed basis and enhancing public engagement efforts.

MAJOR DUTIES AND RESPONSIBILITIES

  • Conduct data collection and analysis, and research of best practices in support of key staff members.
  • Participate in the entry and formatting of datasets related to the CRTPO’s metropolitan planning process. Ability to successfully complete data entry tasks.
  • Research and prepare components for staff reports in support of the CRTPO’s Technical Coordinating Committee and Policy Board.
  • Prepare information for the public using graphics, maps and written documents regarding transportation projects, plans and programs within the CRTPO planning area.
  • Assist with the coordination of public meetings, events and workshops logistics.
  • Assist staff in meeting setup and logistics, including audio/visual technology, and completing meeting summary minutes.
  • Assist webmaster with revisions and updates to the CRTPO’s webpage.
  • Assist in posting relevant content to the CRTPO’s social media accounts to inform the public of transportation planning initiatives within the planning area.

KNOWLEDGE, SKILLS & ABILITIES

  • The position requires basic knowledge of transportation planning and regional planning concepts, Census demographic data and computer software proficiency, including Microsoft Word, Excel, Power Point and Access.
  • Working knowledge of an MPO’s governmental function relative to project prioritization and delivery.
  • Effective communication, both verbally and in writing.

The Western Piedmont Council of Governments (WPCOG) is currently seeking energetic, self-motivated, and detail oriented candidates for the position of Transportation Technician. The WPCOG is an innovative and forward-thinking organization dedicated to addressing planning issues for the region. THE ORGANIZATION: WPCOG is a regional governmental agency owned by the 28 local governments in the region and organized in 1968 to provide long-range planning, technical assistance and regional delivery of services. Our organization is one of 16 regional councils in North Carolina formed under NC General Statutes 160A 470-478. Local governments eligible for WPCOG membership include Alexander, Burke, Caldwell and Catawba Counties located in Western NC and the 24 cities and towns within those counties.

WPCOG is organized into eight departments including: Administration; Finance; Workforce Development; Community and Economic Development; Community and Regional Planning; Regional Housing Authority; Area Agency on Aging; and IT/Facilities.

COMMUNITY & REGIONAL PLANNING DEPARTMENT: The WPCOG Community & Regional Planning Department engages in various types of planning services for local governments and other partners in the Western Piedmont. Those services are organized into five divisions:

  • Community & Regional Planning
  • Transportation Planning (d/b/a Greater Hickory MPO)

The department consists of fifteen (15) full-time positions providing a comprehensive set of services.

POSITION DESCRIPTION: The Transportation Technician performs and participates in administrative, technical and professional work related to transportation planning work and serves as staff to the Greater Hickory Metropolitan Planning Organization (MPO). Work includes preparing planning documents; coordinating and presenting transportation planning and related studies and long term and short term comprehensive transportation plans; analyzing relevant data sets collected, manipulated or corrected to produce geographic datasets, statistics, reports and maps using basic office software for either members or other COG staff; analyzing ordinances, laws and policies and developing recommendations, evaluating programs and preparing and presenting reports; conducting planning studies; and collecting public transportation passenger sampling data. Work requires working knowledge of word-processing, spreadsheets, and maps, plus skill in manipulation of data tables including the production of tables in the performance of duties. Work is performed in both an inside environment and in field conditions environments.

QUALIFICATIONS:

  • Graduation from a technical school or college with associate’s degree in urban studies, political science, sociology, geography, public administration, planning or related field

SALARY & BENEFITS: The hiring rate for this position is $40,018. New hires are eligible for up to a 5% increase with the successful completion of probationary period.

  • WPCOG is a member of the North Carolina Local Governmental Employees’ Retirement System. This entitles vested employees with at least five years of employment to a defined benefit at the time of retirement. Members contribute 6% of gross compensation each month. This is a before-tax deduction. Western Piedmont Council of Governments contributes an actuarially determined percentage of the gross payroll of members each month.
  • The Western Piedmont Council of Governments contributes 4.2% of each employee’s salary to the employer sponsored 401k or 457 plan of their choosing. WPCOG will also match up to 4% of each employee’s salary for a total maximum contribution/match of 8.2%.
  • WPCOG pays 100% of an employee’s health and vision coverage. The current plan is a high deductible health plan with a Health Savings Account(HSA). Contributions to the HSA are made pre-tax through payroll deduction.

About the OCDOA and Transportation for Seniors in Orange County: Orange County’s Department on Aging is committed to educating older adults about the availability and use of existing transportation services, taking leadership to foster cooperation and collaboration among Orange County’s transportation providers, and working with local stakeholders to expand the current transportation system and create alternatives such as volunteer-driver programs.

Current services include:

  1. A dedicated Transportation Help-line is available M-F 8am-5pm. The Help-line receives an average of 85 calls per month from clinicians looking for transportation resources for a patient or a resident who is becoming temporarily or permanently transit dependent.
  2. The Volunteer Driving Program (VDP) provides necessary trips for seniors that have no existing public or non-public transit options that meets their needs. The program has grown from 9 to 15 volunteer drivers and has provided 426 one-way rides this past year.
  3. Community outreach and Travel training provided through regularly scheduled speaking engagements, community events, classes, day trips and one-on-one trainings
  4. Master Aging Plan (MAP) Transportation Workgroup serves as a hub for improving transportation in the area by bringing together social service, transit, and health organizations for regular meetings to improve transit.

About the Intern Position: The Transportation Intern will focus on expanding Orange County’s Volunteer Driver Program (VDP) through co-development of a rideshare web/mobile app with our non-profit partner Code the Dream. Additionally, the intern will be working with the Aging Transitions team on a virtual event planned for early December for Older Driver Safety Awareness Week. This is a new idea, and will be loosely framed around a presentation currently being developed on “Driving: Planning for Retirement” for this fall’s Caregiver Summit.

A successful candidate for this internship will:

  • Become a team player in our efforts to provide seniors with more transit opportunities via community education, new technologies, and 1:1 training.

Description: Performs difficult planning, outreach, and regional coordination work in the implementation of the transit system. Work is performed under the supervision of the Long Range Planning Manager.  The primary responsibility of this position is to implement GoApex, the new local bus system serving the Town of Apex. The first local route, GoApex Route 1, is anticipated to begin service in April 2021. Work is underway now to design and construct bus stops and formalize agreements with regional service providers. This position will be responsible for managing all implementation steps to enable GoApex Route 1 to begin service. This position will carry out extensive public engagement, including the marketing, outreach, and education effort associated with GoApex Route 1. As the sole position dedicated to transit in the Town of Apex, this person will also work to plan for future local transit routes, coordinate with regional service providers, and will have a role in representing the Town of Apex on the regional Transit Planning Advisory Committee. This position will serve as the staff support person for the Town of Apex Transit Advisory Committee and will serve as the Transportation Demand Management (TDM) Coordinator for the Town.

Typical Tasks

  • Lead coordination across Town departments to support the design, construction, and maintenance of GoApex bus stops.
  • Develop a detailed public engagement plan for the marketing and education campaign associated with GoApex. Coordinate and carry out the plan.
  • Work with the Town’s Communications Department to develop and carry out a marketing plan for GoApex.
  • Lead coordination with GoCary, the anticipated fixed route transit provider and Wake County, the anticipated paratransit service provider, to implement GoApex Route1.
  • Carry out required reporting and monitoring of transit-related agreements with Town of Cary, Wake County, GoTriangle, CAMPO, and the Triangle J Council of Governments.
  • Initially serve as the alternate voting member representing the Town of Apex on the Wake Transit Planning Advisory Committee. Transition over time to the primary voting member.
  • Serve as the primary staff support person for the Town of Apex Transit Advisory Committee.
  • Update and maintain local and regional transit routes on the adopted Long Range Transportation Plan.
  • Coordinate transit plans with other transportation plans, priorities, and projects, including bicycle and pedestrian facilities.
  • Serve as the primary customer service point of contact for GoApex.
  • Present transit updates to the Town of Apex Planning Board and Town Council.
  • Review development plans for transit-related requirements such as bus stops and park and rides.
  • Review and propose transit-related updates to the Unified Development Ordinance.
  • Serve as the regional Transportation Demand Management coordinator for the Town of Apex.
  • Advance and grow the transit system and transit administration in the Town of Apex.
  • Perform related duties as required.

 

Knowledge, Skills and Abilities

  • Considerable knowledge of the principles and practice of transit planning.
  • Strong skill and comfort in public engagement, including planning and implementing outreach to the general public, organizations, businesses, and other stakeholders of the transit system.
  • Considerable skill in messaging conflict resolution, meeting facilitation, and public presentations.
  • Ability to establish and maintain effective working relationships with community groups; federal, state, regional, and Town officials; and the general public.
  • Considerable knowledge of governmental laws, programs, and services pertinent to planning processes. 
  • Considerable knowledge of GIS systems including application of software, hardware and peripherals to planning needs. 
  • Considerable skill in the collection, analysis, and presentation of technical data and planning recommendations. 
  • Ability to prepare comprehensive reports and studies. 
  • Ability to express ideas effectively in oral and written forms.
  • Ability to manage multiple deadlines, initiatives, and agreements. 

 

Minimum and Preferred Qualifications

  • Graduation from a college or university with a Master’s degree in urban or regional planning or closely related field and a minimum of five years professional experience in transit planning; or an equivalent combination of education and experience.
  • Certification by the American Institute of Certified Planners is required.
  • Fluency in the Spanish language is preferred, but is not a requirement.
  • Valid North Carolina Driver’s License.
  • Requires drug testing and background verifications including references, criminal record and driver’s license checks prior to employment.
