As one of the only fellowships of its kind across the country, the Peters Fellowship provides a graduate student with a paid work and enrichment experience in one of the nation’s largest metropolitan areas at a major regional planning agency – the Chicago Metropolitan Agency for Planning.

The Chicago Metropolitan Agency for Planning (CMAP) and the Advisory Committee of the Phillip D. Peters Regional Planning Fellowship Program offer this annual fellowship.  As one of the only fellowships of its kind across the country, the Peters Fellowship provides a graduate student with a paid work and enrichment experience at a major regional planning agency in one of the nation’s largest metropolitan areas.
The fellowship was established in 1999 to honor the late Phil Peters, the former Executive Director of the Northeastern Illinois Planning Commission (NIPC)*.  Phil retired in 1999 after completing more than thirty years of extraordinary service to NIPC, during which time he played a major role in the development and implementation of the agency’s innovative, comprehensive, and highly-regarded planning program for the Chicago metropolitan area.  The fellowship reflects Phil’s dedication to NIPC and his personal interest in promoting careers in regional planning.
The fellowship is awarded each year to a qualified Master’s degree graduate student in urban and regional planning or a related field.  The objective is to open the fellowship to a broad range of applicants representative of the full scope of regional planning.  A 400 hour work experience at CMAP is provided under the guidance and mentoring of a senior staff member.  The fellowship is scheduled for a mutually convenient, consecutive period between May and December of each year, with the fellow compensated at the rate of $20.00 per hour.
Selection is based upon a combination of educational attainment, relationship of past coursework and employment to the current work and needs of CMAP, and an indication of a career interest in regional planning.  Priority is given to those students who are midway through their graduate program.
Fellowship projects may include work in any of the following areas of planning: land use, transportation, environment and natural resources, housing, and/or economic development, and involve local planning, community engagement, policy analysis, communications, and/or data research and analysis.  Many past Peters Fellows have worked on projects within CMAP’s Local Technical Assistance (LTA) program or on development of the comprehensive regional plan.  Every effort is made to match up the education and interest of the fellow with the agency’s work program activities, including participation in networking and enrichment opportunities.

EDUCATION AND EXPERIENCE REQUIRED (an equivalent amount of training, education and experience will be considered)

Required: A Bachelor’s degree in Urban Planning, Geography, GIS, Geoinformatics, Data Science, Statistics, or a related discipline; exposure to and experience with data collection, large urban datasets, research, and quantitative analysis, through coursework, internships and/or professional experience; a minimum of four years of professional experience.

Preferred: A Master’s degree in Planning, Geography, GIS, Data Science, Statistics, or a related discipline; a minimum of two years of professional experience.

KNOWLEDGE, SKILLS AND ABILITIES including competencies that may be representative but not all inclusive of those commonly associated with this position.

  • Adequate ability to perform mapping and analytical tasks using Esri ArcGIS, QGIS, or comparable software package.

  • Assists in the preparation of staff reports or components thereof for the Board of Commissioners, Planning Board, and Board of Adjustment.
  • Provides technical review and coordination of plat review and approval, coordinates filing and recording of plats.
  • Assists Code Enforcement and Permit Technician by researching, interpreting and analyzing zoning and ordinance questions and issues.
  • Develops effective working relationships with and represents the Town to other towns, county and state agencies related to current planning tasks, properly directing requests and working towards solutions.
  • Reports re-zonings and annexations to the appropriate agencies and coordinate data exchanges with Wake County, town departments and other parties as needed.

Recruitment and Selection Guidelines

  • This position requires a thorough knowledge of planning and development principles.
  • Working knowledge of ESRI, Energov, Adobe, Microsoft programs and similar software packages.
  • Basic understanding of common construction practices.

  • Must deal tactfully and courteously with the public, yet exhibit considerable firmness and fairness in administration of regulations.
  • Possess significant computer skills as they relate to geographic information systems, general office functions and common office equipment and programs.

 Desirable Education and Experience:

  • Graduation from an accredited college or university with an associate’s or bachelor’s degree in urban planning, geography, landscape architecture, GIS or a related field.
  • Previous planning and GIS experience is preferred.
  • Valid NC State Driver’s License.

Description

The University of North Carolina Highway Safety Research Center (HSRC) is looking for a student to prepare pedestrian, bicycle and other traffic data for transportation safety analysis. This work will help us understand how to make streets safer for all.

Skills: Excel and GIS are required.  Familiarity with Python is a plus.

Desired hours per week: 8 to 16. All work will be performed remotely.
