REGIONAL PLANNER: The Upper Coastal Plain Council of Governments (Wilson, NC) is seeking a skilled professional to serve as a Regional Planner and assist the Planning & Development Services Department with meeting the priority needs of our 5-county region, member governments, and stakeholders to help ensure the growth of local and regional resources and improve communities quality of life. Responsibilities include performing grant writing and award administration, project implementation, facilitation, research and analysis, professional and technical planning, project budgeting and basic finance.

Specific tasks involve helping our successful team with grant and funding research, applications, and subsequent award administration and compliance, as well as project administration including fiscal tracking and reporting. Current focus of this position is on our award-winning municipal water and sewer system support including state funded CDBG, CWSRF, and DWSRF projects. Position includes developing and maintaining productive professional relationships, contractor management, as well as team coordination and occasional group facilitation. Other work can include opportunities in the general topical areas of economic and community development, land use planning, infrastructure, housing and the environment.

Successful candidates will demonstrate a strong ability to work in an energetic and positive team-based environment as well as perform independently. Position requires the capability to meet the needs of multiple clients and stakeholders including local government leadership, federal and state funders, and community residents with a positive, optimistic attitude. Position requires a person with strong attention to details including regulatory compliance, stakeholder and project coordination, as well as fiscal and budgetary administration.

Minimum requirements: BA/BS in planning, administration or related field; relevant experience; excellent written & verbal communication skills; strong budget and computer skills including spreadsheets and Microsoft Office suite. Physical Requirements

RTI’s Center for Health Analytics, Media, and Policy (CHAMP) is seeking a bachelor’s-level Quantitative Analyst with experience in geographic and spatial analyses focused on social determinants of health. The Center conducts contract and grant-funded work in health policy, public health, and health economics, with a primary focus on tobacco-related research. The successful applicant will play a role in the application of a variety of geographic, epidemiologic, economic, and health policy research methods in support of projects that evaluate the impact of state and federal tobacco control programs and policies, counter-tobacco media campaigns, and other behavioral health interventions. This position offers significant professional development opportunities with a leading research organization.

This position will start out remotely until our regional offices reopen (tentatively October 1st) at which point it will be located in our Research Triangle Park, NC office.

Responsibilities:

  • Compile and analyze data from the U.S. Census Bureau, including the American Community Survey and Public Use Microdata Sample.
  • Code, clean, and manage datasets using statistical software including R, SAS, Stata, Excel, and/or, Python.
  • Support analyses of spatial data, including creating, cleaning, and maintaining data in a geographic information system (GIS), and implementing spatial analyses and modeling.
  • Implement statistical models to perform econometric, epidemiological, and statistical analyses under the direction of senior staff.
  • Prepare data visualizations including maps, tables, dashboards, and charts; write sections of reports.
  • Review the health, geographic, economic, and social science literature to identify specific findings.
  • Assist in the creation of scientific publications and technical reports by providing research support for senior staff.
  • Compile meeting notes and manage basic project correspondence.

Minimum Qualifications:

  • BA/BS in Geography, Epidemiology, Economics, Statistics, Computer Science or other quantitative health, public policy, or social science field required.
  • Quantitative research experience or course work in applied geography, economics, or other quantitative health, public policy, or social science field required; research experience using spatial data or spatial statistics is a plus.
  • Knowledge and understanding of GIS data management and analysis functions are required.
  • Proficiency in ESRI ArcMap or ArcPro; proficiency in spatial data analysis in R is a plus.
  • Proficiency in R is required; proficiency in other statistical or programming software and applications such as SAS, Stata, Python, or Qualtrics is a plus; an original code sample will be requested.

Duties:
