An employee in this class is a responsible to prioritize efficient, effective, and responsive customer service to the development community, citizens and the organization. They are accountable for providing technical information to the permitting of land uses within the City and the City’s Extraterritorial Jurisdiction (ETJ). Work requires functioning within established guidelines, protocol, and procedure that is consistently implemented and based on a cohesive interpretation of the City’s Unified Development Ordinance (UDO) and Code of Ordinances. This position is collaborative in nature yet demands individual competency. This position reports to the Planning Manager and is evaluated through report reviews, quality and effectiveness of work completed, and compliance with established policy and procedures. This classification is considered Exempt in compliance with the Fair Labor Standards Act (FLSA).

Essential Tasks and Responsibilities:

  • Contributes to interpreting and enforcing the Burlington Unified Development Ordinance and Code of Ordinances.
  • Serves as the first point-of-contact when engaging the development community, the public and City staff for land use and zoning related matters.
  • Reviews land use entitlements, requests, and permits for completeness and conformance with ordinance requirements and guidelines.
  • Explains land use regulations in a consistent manner based on precedence of interpretation and established land use principles to the public and others.
  • Guides property owners and developers through the process of developing property in accordance with all applicable rules and regulations including the subdivision of property.
  • Reviews site plans, subdivisions, building permits, construction plans and other compliance requirements
  • Performs research and conducts field investigations to resolve matters of non-compliance.
  • Serves as staff liaison and advisor to the Board of Adjustment, meets with applicants, prepares agendas, case files, presentations, staff reports, and all necessary documents to the departments various Boards, Commissions, and also City Council.
  • Creates new approaches to permitting and development review
  • Represents the City and the Department in a professional manner.
  • Performs additional duties as required.

Knowledge, Skills, and Abilities

  • Thorough knowledge of principles and practices pertaining to land use and zoning administration.
  • Considerable knowledge of land use development, subdivisions, and enforcement.
  • Considerable knowledge of Microsoft Office, Adobe Creative Cloud, Google Earth, and Bluebeam.
  • Considerable knowledge of Geographical Information System (GIS).
  • Ability to communicate effectively in oral and written forms.
  • Ability to organize and prioritize work and meet specific deadlines.
  • Ability to work accurately and effectively under pressure.
  • Ability to operate equipment, organize and prioritize work, compile information and records, and exercise good judgment.
  • Ability to establish and maintain effective working relationships with the public and all City staff.

Qualifications: Bachelor’s degree in Planning, Public Administration or a related field, and at least four years of experience in planning, zoning or a substantially equivalent combination of education and experience. Master’s degree is preferred.

Essential Functions

  • Manages current and long-range projects to ensure satisfaction of deadlines and processes as detailed in County plans and development regulations.
  • Supervises, assigns, assists and reviews the work of assigned planning and administrative support staff; assists with the recruitment and selection process.
  • Works directly with Parks and Recreation Division and Planning Director for park development planning and implementation.
  • Researches, prepares and presents project cases to County boards, civic and public groups.
  • Performs development project reviews for compliance with County development regulations and long-range land use plans; performs project reviews and comments for state and federal agencies; corresponds formally with project representatives on process requirements.
  • Performs research for long-range planning objectives and makes recommendations on implementation; assists in making project recommendations to County boards.
  • Researches, writes and carries out revisions and amendments to County ordinances; drafts and submits public advertising notices; creates and updates project tracking spreadsheets; prepares various reports.
  • Serves as representative to various boards and committees; attends meetings as required occasionally after normal business hours.
  • Serves as Local Permit Officer for the Division of Coastal Management’s (DCM) Minor Permitting Program; performs site visits for DCM Minor Permits and other applicable project site visits.
  • Assists other County departments with routine project and procedural questions; assists permitting, code enforcement and inspections with project and planning related questions; advises general public on planning and zoning matters and processes.

Knowledge, Skills, Abilities, Education & Experience

The Education and Outreach Committee of APA-NC is happy to announce that we are seeking planners for a new volunteer program!

The program is called Exploring Planning Careers and is designed to help undergraduate students learn about what planners do. When you join the program, we will match you with an undergraduate student who is considering planning as a career choice. The program will follow the academic year. We are getting a late start this year, but we hope to have our first cohort ready for the spring semester. The recommended time commitment is to meet with a student once or twice a month, though planners and students are free to schedule discussions with whatever frequency makes sense for you. Duties involve: reviewing applications, permits, plats, and development plans; zoning interpretations; preparing materials for agenda packets; presenting cases to appropriate boards and Council, which involves some evening work; oversight of code enforcement; oversight of GIS database and mapping; assisting the public; and, other work as needed to deliver expected departmental services to stakeholders. Excellent communication and customer service skills are required with a proven ability to work effectively with both private and public sectors.  Experience in a smaller jurisdiction is a plus.

We invite you to apply to join our team as a full-time Residential Review Specialist within the Development Services Department. The purpose of this position is to perform complex development review, permitting, inspection and enforcement work for residential projects relating to City Code of Ordinances, United Development Ordinance, Flood Plain Ordinance and other land development regulations for the City’s Development Services Department.

Work Schedule: Monday – Friday, 8:30 am -5:00 pm (37.5 hours per week). This position is open until filled with applications being reviewed weekly. 

Essential Duties & Responsibilities

  • Provides Single-Family Permit Review by reviewing zoning, driveway and land disturbance compliance for new construction and additions to single family residences.
  • Perform detailed review and assessment of Single-Family (Residential) permit applications and site plans, and coordinate design revisions and required information with the development team. Conduct site visits as appropriate and make recommendations to the Site Development Engineering Coordinator and to other City management and staff, as needed.
  • Decide final approval or disapproval of Grading, Zoning, Flood, and Residential Driveway Permits. Prepare accompanying permit documents specifying applicable regulatory conditions and requirements.
  • Conduct frequent scheduled and impromptu meetings, and regular coordination, with customers, developers, property owners, design professionals, consultants, contractors, the general public, regulatory agency representatives and other City staff regarding specific projects and general topics.
  • Provides on-call assistance to the general public to answer permitting questions and assists the general public with various forms and applications pertaining to land use, land disturbance, flood, driveways, and zoning.
  • Know, understand and clearly explain land disturbance, soil erosion, flood, land use, and zoning regulations to customers.
  • Receive, research and respond in a timely manner to customer questions, complaints and other general inquiries related to land disturbance, soil erosion, Stormwater and flood concerns.
  • Utilize technology as appropriate to conduct all duties of the position including but not limited to computers, telephones, scanner/copiers, hand tools, and other equipment, as well as computer software for word processing, spreadsheets, file management, internet, permit processing, database and/or geographic information systems.
