The Charlotte Planning, Design & Development Department is seeking a Planner to join the Entitlement Services Division. This position will have a range of responsibilities in conjunction with the City of Charlotte’s first Unified Development Ordinance (UDO). The position will be a member of the department’s UDO team working with a nationally recognized consultant to develop, adopt, and implement the UDO.

These responsibilities may include some or all of the following: technical writing, research and analysis of regulations, review and analysis of proposed regulations, initiatives to support implementation of adopted regulations, meeting facilitation, making presentations, website management, and geographic information services support.

AFF is embarking on a bold new strategy for conservation impact across America’s family-owned forests. This will be a period of complex problem solving and rapid iteration. Position Overview: Family landowners everywhere face challenges in managing their land sustainably, but these challenges are particularly acute for African American landowners in the southeast. Too often things a simple as being able to obtain a clear title are incredibly difficult. This means that these families are unable to reap the full economic benefits of forest ownership and too often are kept from being part of the forest sustainability community. The established programs work on the ground with local partners to help alleviate these challenges.
The Sustainable Forestry and African American Land Retention Project (SFLR) is a unique project supporting African American forest owners in AL, AR, GA, MS, NC, SC, TX, and VA with forestry and land retention.  The SFLR Manager manages the day-to-day operations of the project, working closely with the director and the eight site leaders and their staff, and the SFLR committees. The SFLR Manager will design and execute strategies to create efficiencies in the SFLR project that enable the sites, individually and collectively, to maximize the reach and impact of the project.
The position will be home home-based anywhere in the Southeast United States.
The SFLR Program Manager will serve as a liaison with the support of the SFLR committees, coordinating scheduling of SFLR committee meetings, managing committee activity, and preparing reports and other products to inform and/or capture the work of the committees. The SFLR Manager will maintain the budget and track expenditure/transaction.  Monitor reporting deadlines for AFF and for the site sub-awardees and correspond with the sites regarding performance under the grants.  Prepare sub-awards, assist with grant implementation and management including document preparation, monitoring grant agreements for compliance. You must have at least a year demonstrating accomplishment of the duties and competencies described below. One year of specialized experience is equivalent to 12 months at 40 hours per week. If your position was not full time, you must indicate the number of hours worked per week.

Data Wrangling: Work with teams to develop data products and definitions. Use appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data.

Study Design and Data Analysis: Consult with stakeholders and customers to identify the appropriate data, methodological approach, and design. Conducts observational analyses using software and/or programming languages such as R, Python, or SAS to explore/group data, test hypotheses, predict outcomes, and inform decisions. Derive meaning from big data (i.e. datasets that may be large, disparate, unstructured, and/or complex).

Communication: Translate complex concepts, findings, and limitations into concise, plain language. Closely tie findings and conclusions into the agency mission, original problem statement and team objectives. Research and design presentations and interpretations of analytical outputs tailored to specific audiences including the use of interactivity and narrative storytelling where appropriate. Collaborates with teammates, customers, and stakeholders in a reproducible and organized manner.

The North Carolina Association of Floodplain Managers (NCAFPM) is excited to announce its academic scholarship program for 2021.  NCAFPM (http://www.ncafpm.org/) is a non-profit organization established in 1989 consisting of engineers, planners, geographers and mapping specialists, land surveyors, emergency management coordinators, municipality and community officials, and private sector individuals.  NCAFPM is dedicated to promoting public awareness of proper floodplain management and mitigation, promoting professional development, enhancing education and outreach, improving floodplain mapping, and reviewing and commenting on pertinent legislation such as the National Flood Insurance Program (NFIP).

Two (2) $1,250 scholarships will be awarded by NCAFPM to the most deserving applicants based on the materials submitted with the application package. This is a one-time award for the selected applicants. Interested college students should review the eligibility requirements and submittals requested on the application materials (scholarship application and reference form) that can be downloaded from the NCAFPM website at the link below.

Eligibility:

  • Minimum GPA of 3.0 on 4.0 scale
  • Be a current full-time undergraduate student in a two- or four-year degree program at a college or university within the State of North Carolina, and within a program related to the disciplines of floodplain management (water resources, engineering, planning and zoning, environmental sciences, coastal management, resiliency, hazard mitigation, emergency management, geography/GIS, surveying and UAS technology, etc.)

In addition, NCAFPM strongly encourages application submissions by students enrolled at Historically Black Colleges and Universities (HBCUs) or Minority Serving Institutions (MSIs) within a baccalaureate degree program, as well as by students enrolled at a technical community college within an associate degree program.

DETAILS: Jamestown’s Planner will be a new position and is precipitated by the ongoing growth in our community. The Planner will be responsible for effective implementation of the development ordinance and guiding short- and long-term planning needs. Duties involve: reviewing applications, permits, plats, and development plans; zoning interpretations; preparing materials for agenda packets; presenting cases to appropriate boards and Council, which involves some evening work; oversight of code enforcement; oversight of GIS database and mapping; providing assistance to the public; and, other work as needed to deliver expected departmental services to stakeholders. Excellent communication and customer service skills are required with a proven ability to work effectively with both private and public sectors. Jamestown contracts for building inspections and some environmental services. The town provides public water and sewer to most locations within its jurisdiction. Watershed protection is enforced by planning staff.

A Bachelor’s degree in planning or a related field is required, but a Master’s degree in planning or a related field is strongly preferred, with 5+ years of planning experience and a progression of increased planning responsibilities, with small-town experience a plus. This Planning Assistant position would be asked to help in most functions of the Planning Department, which performs complex and professional level work tasks including but not limited to: enforcement of the Village’s Land-Use Ordinance; long-range planning; comprehensive plan amendments; zoning, permitting and development review functions for commercial and residential development; overseeing Village’s planning projects and activities; revision of ordinances/text amendments; preparing staff reports and making presentations to boards; assisting with and overseeing various projects; preparation of agenda and information packets for the Planning Board/Design Review Board and Board of Adjustment (when necessary); preparing agenda requests and staff analysis for Village Council; maintaining GIS layers; and other work as necessary.

The position requires excellent organizational and writing skills, proficiency in computer applications/GIS, the ability to effectively communicate with town boards and the public. Work involves complex and sensitive issues requiring a high level of judgment and tact. Position may require attendance at typically 1-2 meetings per month, at night. The Village Council meets on the second Tuesday of each month at 6:30 p.m. The Planning Board meets on the third Tuesday of each month at 7 p.m.

Requirements: Bachelor’s degree in city/regional planning, engineering, or closely related field with at least one years’ experience in municipal planning, zoning, public policy, or land development (Master’s degree can substitute for one year experience); AICP or interest in acquiring AICP preferred; valid driver’s license. Criminal background check is required. This position is for 20 hours a week, hours and days are flexible and is inclusive of any night meetings. Compensation: $15 – $21 / hour DOQ. Remote work is encouraged and preferred.

Performs administrative technical work and coordinating in the field the interpretation and enforcement of applicable codes and requirements related to the City of Belmont as set forth by the State of North Carolina and its Stormwater Phase II programs. The purpose is to oversee the maintenance and upkeep of the Stormwater Services and its billing database. Other Stormwater requirements will include documentations through Geographic Information Systems (GIS) with knowledgeable references with computer software packages and computer database entries such as OASIS. Performs related work as directed. Work is performed under the regular
supervision of the City Engineer/Assistant City Engineer or Public Works Director.

An employee in this class ensures billing accuracies relating to residential or commercial properties and their impervious area of a developed parcel and calculates the service charge (Stormwater Fees) based on that total area; tracks all modifications made in the database and other databases that affect Stormwater services and billing. Submits changes in the Stormwater billing structure to the accounting technician for the purpose of accurate file keeping. Conducts field appraisals to verify and update existing parcel records and appraisal data. Assists customer service representatives and accounting clerk in explaining service changes to inquiring customers; Assists various county staff if called upon in generating and preparing reports from OASIS database and/or other databases for Stormwater information.

ESSENTIAL JOB FUNCTIONS:

  • Conducts field inspections and records all relative found information through Geographic Information Systems (GIS), Engineering, Planning and Zoning and Public Works for the purpose of documentation of the City’s mapping and aerial photography, etc. Research billing cases to identify any problems or related problems in need of re-working or additional research; prepares listing of all billing cases for city records and accounting purposes.
  • Monitors and enters property data from county records updates files for new parcels. Interprets Stormwater data and reviews all stormwater activities relating to local, State and Federal requirements.
  • Assists in developing guidelines and researching multiple property areas; including creeks, streams, tributaries, storm pipes, street catch basins and other problem areas relating to stormwater runoff and its impact on the City’s major river basins.
  • Assists with research of parcel identification; handles tracking and identifying properties where incomplete information is available;provides information about stormwater bills, verification of ownership or address or square footage, legal description and other important factors relating to enforcement of the Stormwater permitting. Accurate mapping, record keeping and documentation a must.
