Regional Transportation Planner

This position will coordinate the transportation planning processes of the Kerr-Tar Rural Planning Organization (RPO) for the following five Counties: Franklin, Granville, Person Vance and Warren; serve as staff to the RPO’s Rural Technical Coordinating Committee (TCC) and to the RPO’s Rural Transportation Advisory Committee (TAC). Assist in the rural transportation planning activities of the Kerr-Tar RPO; apply knowledge of transportation concepts, regional planning, and impact studies in order to provide staff support to advisory boards and elected officials. Provide GIS assistance on transportation, environmental and other planning projects as needed. Conduct specialized research; perform special studies such as: traffic counts, corridor studies, crash analysis, bicycle and pedestrian facility inventory and assessments or other socioeconomic, demographic and land use/transportation studies. Coordinates with and provides technical assistance to a variety of local and state transportation officials, elected officials, local government staff, the general public, consultants and others on projects and plans. Ability to work across agencies and the ability to explain complex transportation issues in a clear and concise manner is essential.

Graduation from an accredited college or university with a degree in planning, transportation systems, geography, or related field and three years of experience. Preference will be given to applicants have experience working with transportation agencies or community planning organizations.

A selected candidate for College Aide in the Bus Priority unit of the Transit Development group will assist with the planning, coordination, and implementation of bus priority projects to improve speed, reliability, and comfort for New York City’s bus riders. As a part of NYC’s Covid-19 recovery, Transit Development is preparing several bus lane and busway projects to be implemented in the summer of 2021. The College Aide will work closely with Project Management staff to help oversee implementation of projects, by reviewing implementation progress including a combination of office and field work. Additionally, the candidate will help assist in development proposals for 2022 project through creating existing conditions profiles, analyzing existing bus speed and traffic data, and researching and identifying stakeholders to begin the outreach process. Summary:
The Greer Group is seeking a Planner for a client of ours in Raleigh, NC. This is a long term temporary position, lasting one year.

Overview:
The Planner will oversee and implement a micro transit pilot which will explore improving transportation services for seniors, people with disabilities, financially vulnerable residents, and veterans in the Northeastern area of Wake County.

Job Duties:

• Research, develop and assist in the administration of a local, demand-response transit program using grant funding. This will begin with a pilot program and the potential development of a permanent system with the opportunity to expand in other areas.
• Assist with assessing priorities and developing recommendations to address unmet or anticipated transportation need, including recommendations for service hours, service expansion, and cross-system transit
• Develop policies and procedure manuals
• Explore funding options, monitor and report federal grant activities and requirements related to transit projects. Prepare information documents of findings and conclusions for program leadership, regional planning organization, and executives
• Conduct and participate in the coordination of meetings with various stakeholders and community groups to educate, market and determine transit dependent community needs

Qualifications/Requirements:
