Currently, Kittelson has an opening for a design-focused transportation engineer to support our growing design practice in our Orlando, FL office.

Position Summary:

We are looking for an engineer with a passion for the transportation industry and a knowledge of roadway, intersection, bicycling and pedestrian facilities design to lead and support planning & conceptual design studies, project permitting, and preliminary and final design plans production.

The person in this position will provide roadway and intersection design support with responsibility for internal project task management, project strategies and approaches, and mentoring junior level staff. They may be responsible for developing construction drawings and assisting with responsibilities of the principal engineer such as client interaction, development of scopes and fees, and business development tasks. The successful candidate will have a strong desire and the interpersonal skills to interface with project team and will receive mentoring and support to thrive in this role. The successful candidate will have initiative to take on more opportunities and additional responsibilities as they manage their own career path at the firm.

Qualifications
Required Qualifications:

  • 4+ years of civil engineering experience with a background in three-dimensional roadway design. The hands-on design experience can include any/all of the following: designing, coordinating, and managing transportation engineering design projects, including roundabouts, shared-use paths, separated bike lanes; signing and striping plans; signal design plans; and construction traffic control plans.
  • Experience preparing reports, plans, quantities, and estimates using highway design manuals, the AASHTO Policy, and MUTCD and other local design criteria.
  • Bachelor’s degree in Civil Engineering or related field, Florida professional engineer (PE) registration
  • Past experience in internal task management with a track record of organizing and training junior level staff on project components.
  • Software: High degree of functionality and understanding of Microstation, AutoCAD, InRoads/OpenRoads and/or Civil3D.

Preferred Additional Qualifications:

  • Roundabout planning, operations, and design experience
  • An understanding of the Florida DOT Design Manual and Florida Standard Plans and Specifications
  • Experience coordinating with utility owners and design subconsultants/primes

The NYC Ferry Department oversees the implementation and operation of NYC Ferry along with a suite of ferry assets and projects including public and private ferry operations, landing infrastructure, and vessels.

Your Role: As a member of the NYC Ferry Department, you will report to the NYC Ferry Fleet Manager. You will be responsible for planning short- and medium-term service changes for NYC Ferry related to vessel operations, sailing schedules, passenger capacity allocation, and temporary route adjustments. You will also be the key data analyst for NYC Ferry reviewing ridership, on-time performance, fleet usage, census data, and additional operational metrics. In this role, you will have the opportunity to develop reports and visual charts to share with executives and the public, furthering our collective understanding of how NYC Ferry is serving the city. Additionally, you will collaborate with the team focused on long-term planning for ferries within NYCEDC.

Essential Duties and Responsibilities:

  • Review and coordinate updates to route schedules for seasonal changes to service based on capacity and policy considerations.
  • Support decisions for temporary closures and route adjustments based on system operations data.
  • Establish and maintain databases of operational data on ridership, on-time performance, fuel consumption, maintenance, and other metrics.
  • Conduct analyses evaluating ridership trends, seat utilization, vessel utilization, and route speed and timing.
  • Develop and regularly produce clear reports on a variety of key performance indicators for transit operations.
  • Assess adequacy of route timing to improve efficiency and service reliability.
  • Support NYC Ferry’s Title VI obligations to establish service standards and policies, monitor operations, occasionally reviewing census and neighborhood data near NYC Ferry landings.
  • Administer and evaluate NYC Ferry’s annual rider demographic and travel pattern survey.

Preferred Qualifications:

  • At least 2 years professional experience in a transportation planning, marine operations, data analytics and/or related (maritime, public transit, trucking, aviation, etc.) field.
  • A Master’s degree in transportation planning/engineering, data science, or related field.
  • Demonstrated experience analyzing large datasets and summarizing outcomes both with visual charts and in reports. High proficiency in Excel is required; additional proficiency in a data platform such as Tableau, R, PostgreSQL, or other relevant software/language preferred.
  • Experience working with or on passenger ferries preferred. Maritime, public transit or other transportation experience are also welcome.

  • Maintains a complete inventory of all pavement markings and curbside/parking/traffic control signs installed and/or maintained by the Department. Trains field personnel on installation of pavement markings and traffic control signs; instructs, assists and advises field crews to verify that they observe the established procedures, maintain reasonable standards and achieve desirable objectives.
  • Prepares conceptual intersection designs, traffic signage plans and parking recommendations.
  • Prepares cost estimates and assists in writing specifications.
  • Assists in the preparation of parking needs studies, policies and procedures.
  • Determines scope of traffic impact assessments for major developments and subsequently reviews these assessments to identify necessary road improvements and any associated costs to the City and developers.
  • Formulates comments on Traffic Impact and Access Studies (TAIS) and coordinates meetings with consultants and internal staff.
  • Reviews and analyzes planning applications to identify transportation facilities and infrastructure needs.
  • Assists with the writing and submission of grant applications.
  • Coordinates traffic analysis work for street closures and special event applications.
  • Helps determine the traffic impact of street closures and special events and assists the department in the preparation of requirements for traffic accommodation, parking, traffic signal modifications, public information/outreach and any necessary work orders.
  • Reviews citizen service requests and inquiries with regard to traffic engineering matters. Initiates field investigations as necessary and analyzes related crash, traffic volume and historical data.
  • Prepares traffic investigation reports summarizing these findings.
  • Undertakes quality and conformance checks at the various project design drawing stages to ensure projects meet City, State and Federal Requirements.
  • Performs various field duties which include inspection and oversight of in-progress construction, and completed work of transportation projects, including any and all reconciliation.

Additional Duties: Attends meetings, make presentations and serves as representative of the Department on various transportation related matters. Holds education classes related to the City of Norwalk traffic ordinances, regulations and safety. Provides assistance to the Principal Engineer, Traffic Engineer and/or their designee.

Supervised By: Receives general supervision from the Director of Transportation, Mobility and Parking or their designee.

Required Knowledge, Skills and Abilities:

  • Knowledge of the federal Manual of Uniform Traffic Control Devices
    (MUTCD).
  • Knowledge of Construction practices, procedures, field
    survey.
  • Knowledge of Computer productivity software, including word processing, database management, spreadsheet applications and presentation software.
  • Ability to apply principles of traffic engineering to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Licenses and Certifications: Valid Motor Vehicle Operator’s License. Certification by International Municipal Signal Association (IMSA )for Work Zone Traffic Control Safety OR Connecticut Road Master Program Work Zone Safety Certificate within one (1) year of employment. Description

The Clean Cities University Workforce Development Program is an initiative of Clean Cities, a government-industry partnership sponsored by the U.S. Department of Energy’s Vehicle Technologies Program. Clean Cities strives to reduce petroleum consumption in the transportation sector in nearly 100 communities across the country. Since the creation of the CCUWDP in 2010, Clean Cities has hosted more than 500 interns in more than 70 Coalitions.

The Clean Cities internship will give students studying communications, public relations, business, marketing, engineering, or environmental sciences, the opportunity to grow public awareness and expand the markets of advanced vehicle technologies, alternative fuels, and practices that reduce the consumption of petroleum. Students have participated in research, outreach activities, public education, K-12 outreach, fleet events, and a vast array of transportation-related environmental projects.

  • Up to 40 internships available at competitively selected U.S. Clean Cities Coalition locations working with dynamic Clean Cities coordinators and their stakeholders
  • Positions are 30 or 40 hours per week (determined by the Coalition) for 10 weeks
  • Internship dates: approximately June 14, 2021, through August 27, 2021. Exact start/end dates determined by individual coalitions
  • Stipends range from $3,600 – $6,000 depending on academic classification and number of hours assigned by the coalition.
  • Many past internships have led to permanent positions!

Description

VDOT is seeking a planning specialist in the Bristol District to coordinate with other staff and local regional planning entities on planning activities and support urban and rural planning functions.

Responsibilities:

  • Develop and/or participate in transportation planning/transportation modeling in coordination with Bristol and Kingsport Metropolitan Planning Organizations;
  • Serve as a liaison for the Bristol District’s twelve Urban localities providing assistance with the development of their priorities related to transportation planning and various funding programs;
  • Serve as assistant liaison between VDOT, local governments, Planning District Commissions and metropolitan planning organizations.
  • Coordinate and implement long range plans in TIPs, STIPs, and project development process;
  • Conduct technical analysis using tools such as capacity and geospatial software that locates and identifies deficiencies allowing for the development of recommended improvements to ensure future needs are met throughout district localities;
  • Ability to generate and present written/verbal reports identifying issues, trends, and projections is highly desirable;
    Research district planning issues; identify deficiencies and present solutions; coordinate with local planning entities;
  • Support on-going communication and coordination for planning activities with local governments in a professional and effective manner;
  • Must be proficient in ArcGIS and spatial analysis tools and be able to work across all disciplines of the Department in an organized and timely manner;
  • Conduct planning analysis using the Statewide Planning System (SPS) to fully integrate SPS with planning efforts such as corridor studies, long range plans, traffic requests and prioritization efforts.

Minimum Qualifications:

  • Experience applying transportation planning and traffic engineering principles, practices, and procedures;
  • Knowledge of federal, state, and local transportation planning and land use regulations, procedures and policies;
  • Experience applying traffic analysis procedures and techniques;
  • Demonstrated ability to apply transportation planning principles and practices to a variety of complex projects;
  • Ability to evaluate, develop and maintain innovative solutions for transportation planning and mobility initiatives;
  • Ability to plan, prioritize, coordinate and complete multiple assignments within scheduled timeframes;
  • Ability to manage financial resources;
  • Skill and ability to positively interact with employees, citizens and government officials;
  • Skill in the use of computers and software applications;
  • Ability to adequately plan, prepare and present reports and studies relevant to transportation planning;
  • Valid driver’s license.
