Description of Work/Duties:
• Primarily responsible for all tasks related to receiving, processing and presenting of petitions for rezoning of property in the City of Sanford, Lee County and the Town of Broadway. This work includes, but is not limited to preparation of required legal notices and posting; coordination and facilitation of neighborhood meetings; preparation and presentation of staff reports at public hearings.
• Assists in the research, drafting and presentation for long-range planning projects including but not limited to comprehensive land use plan, neighborhood planning, corridor planning, comprehensive transportation planning.
• Assists with annexation studies and reports and processes necessary paperwork associated with annexations.
• Performs related tasks as required.

Knowledge, Skills and Abilities:
General knowledge of the principles and practices of urban planning; general knowledge of economics, sociology, environmental issues and municipal finances as applied to urban planning; general knowledge of current literature and recent developments in the field of urban planning; ability to analyze and systematically compile technical and statistical information and to prepare technical reports; ability to prepare and present technical information clearly to lay groups and the public; ability to establish and maintain effective working relationships with associates.

Education and Experience:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in urban planning or related field and some experience in professional planning work.

General Statement of Duties

This position is responsible for the management of a non-profit organization that works in tandem with the City of Roxboro to implement the North Carolina Main Street Program’s community-based revitalization initiatives in Uptown Roxboro. Key duties include development and enforcement of a budget, implementation of annual and long-range workplans, coordination of volunteers, event programming, and business development and promotion. Additionally, as a member of the Planning & Development Department, the Uptown Roxboro Program Manager shall also perform some entry-level professional planning work in support of current planning and development projects.

Distinguishing Features of the Class

This position works closely with the Uptown Roxboro Group (URG) Board of Directors, and serves as the Executive Director for the non-profit organization. Work is supervised by the Planning & Development Director, but the position requires autonomous implementation of the specific goals and programs of the Uptown Roxboro Group and NC Main Street Program. As a liaison to the Uptown business community and representative of two organizations, this position must balance the duties and responsibilities associated with public communication and interaction, records retention and proper implementation of local government regulations, and representation of a non-profit organization with an independent board. This position also requires flexibility in work schedule, as there will be weekend, evening, and holiday commitments associated with essential job duties.

Duties and Responsibilities

Essential Duties and Tasks
• Conducts research and implements the principles of the NC Main Street Program through strategies of Organization, Promotion, Design, and Economic Vitality
• Applies for and administers details of grants
• Collects statistics and maintains a database of information such as Uptown property owners, available spaces for rent or purchase, volunteer hours, average rent rate, etc.
• Communicates with business owners, residents, property owners, developers, and government representatives to gather and disseminate information about Uptown Roxboro goals, needs, and initiatives
• Works with the URG Board, community members, and other stakeholders to implement the vision for revitalization of Uptown Roxboro through a variety of methods and programs
• Assists with preparation of agendas and information packets for the URG board, and serves as a voting or ex-officio member of other community boards, as the representative for URG
• Researches and drafts recommendations; attends meetings to make presentations, and represents the City of Roxboro and Uptown Roxboro Group in the community at-large.
• Responsible for the planning, coordination, marketing, and direction of various special events in Uptown Roxboro
• Assists in maintaining URG websites and social media accounts
Provides research and support to development and long-range planning efforts

Physical Requirements
• Must be able to physically perform the basic life operational functions of reaching, standing, walking, grasping, talking, hearing, and repetitive motions.
• Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or 10 pounds of force frequently, and/or a negligible amount of force constantly to lift carry, push, pull, or otherwise move objects.
• Must possess the visual acuity to examine and work with maps, charts, and detailed materials, operate a computer, inspect sites regarding planning issues, and do extensive reading.

Education and Experience
Graduation from a college or university with a degree in marketing, communication, planning, public administration, community development, related field, or combination of education and experience. Some experience with the NC Main Street Program or Planning and Community Development principles is preferred.

Special Requirements

Possession of a valid North Carolina’s driver license.

Clean Cities University Workforce Development Program Summer 2022

The Clean Cities University Workforce Development Program is an initiative of Clean Cities, a government-industry partnership sponsored by the U.S. Department of Energy’s Vehicle Technologies Program. Clean Cities strives to reduce petroleum consumption in the transportation sector in nearly 100 communities across the country. Since the creation of the CCUWDP in 2010, Clean Cities has hosted more than 500 interns in more than 75 Coalitions.

The Clean Cities internship will give students studying communications, public relations, business, marketing, engineering or environmental sciences, the opportunity to grow public awareness and expand the markets of advanced vehicle technologies, alternative fuels, and practices that reduce the consumption of petroleum. Students have participated in the research, outreach activities, public education, K-12 outreach, fleet events, and a vast array of transportation-related environmental projects.

 

Specific Details:

  • Up to 48 internships are available at competitively-selected U.S. Clean Cities Coalition locations working with dynamic Clean Cities coordinators and their stakeholders.
  • Positions are 30 or 40 hours per week (determined by the Coalition) for 14 weeks.
  • Internship dates: approximately June 13, 2022, through August 26, 2022. The exact start/end dates are determined by individual coalitions.
  • Stipends range from $4,200 – $6,000 depending on academic classification and the number of hours assigned by the coalition.
  • Many past internships have led to permanent positions!

Consult with all departments within the City to identify capital needs and establish capital project prioritization.

Coordinate capital budget requests from departments; assist departments in setting budget priorities; prepare budgetary data for presentation to Mayor and City Council.

Analyzes the impact of public improvement requirements on capital improvement projects; prioritize and determine capital improvement project completion dates.

Attend and participate in professional group meetings; maintains awareness of new trends and developments; incorporate new developments as appropriate into programs.

Collaborate with departments to incorporate Metropolitan Planning Organization (MPO) projects/activities and Transportation Improvements Plan (TIP), land use plans, and other plans with five-year capital improvement plan.

Assist departments to review, analyze and monitor complex capital improvement budgets.

Coordinate grant funding; seek funding sources to supplement City capital funds; direct preparation of grants and prepares grant paperwork.

Compile and monitor administrative, statistical or demographic data; analyze data and identify trends, summarizes data and prepares reports.

Prepare or complete various forms, reports, correspondence, performance evaluations, budget documents, grant documents, master plans, presentations or other documents.

Establish goals for capital program and track performance indicators to measure progress toward those goals.

Perform other duties as assigned.

Minimum Qualifications

Master’s Degree in Public Administration, Urban Planning or Business Administration and four (4) years experience in public sector administrative activities such as data analysis, work with grants and philanthropic communities, or GIS and mapping systems; or any combination of equivalent experience and education.

Qualifications:

Attention to detail and organizational skills are imperative; excellent oral and written communications skills; willingness to take initiative; outgoing and personable manner; ability to effectively communicate with property owners, staff, donors and the general public; knowledge of computer systems and data and word processing software including Microsoft Word and Excel.
