Employees in this class perform professional planning work in current and long-range planning projects for the County. Employees in this class perform responsible journey level planning work to provide coordinated guidance and regulation of the growth and development of the County and in contracted municipalities.

Conduct in-depth original research on planning and land use issues, primary responsibility will be working with other staff members in the creation of detailed future land use plans for the County and contracted municipalities
Brief administrative staff and elected officials regarding research through periodic written and oral presentations; organize forums for public input on future land use and long range issues
Use a variety of computer programs to generate reports and data and to prepare presentations, charts, maps, graphs and other illustrative materials for presentations to elected officials, appointed boards, citizens and contracted municipalities
Participate in workshops, meetings and public hearings to explain planning proposals
Answer citizen questions concerning plans
Makes presentations of staff recommendations and possible scenarios
Lead or serve on study committees related to planning and land use matters
Assume leadership role in the development of special studies such as small area plans
Writes goals and objectives for growth strategies and facilitates implementation of growth policies and related land development regulations.

The Town of Harrisburg, NC is currently seeking a Senior Planner. This position performs intermediate to complex planning work for current and long-range planning efforts. Work includes reviewing comprehensive plan amendments, re-zonings, subdivision, and development plans for compliance with town regulations; conducting site inspections for zoning, landscape and architectural requirements; preparing staff reports and making presentations to various boards; and assisting with special projects. The Senior Planner will also participate in the development review process by meeting with developers and architects; reviewing various aspects of land and site development projects; coordinating the review process with other internal departments for review and recommendations; assisting with preparation of agenda and information packets for the Planning Board and Board of Adjustment for rezonings, annexations, subdivisions, text amendments, and other requests required for Board and Council review and approval; maintain GIS data layers for multiple department projects; create data and display in map form for Town departments; and work with various data types, processing information for elected and appointed boards to assist with decision making. The Senior Planner serves as the staff liaison to the Town Council, Planning Board and Board of Adjustment. Work requires considerable knowledge of GIS systems including application of software, hardware, and peripherals to planning needs; ability to read and understand the Town’s development and zoning ordinances; skill in public speaking and meeting facilitation; and skill in communicating ordinance requirements to the public, developers, builders, real estate brokers, property owners, etc. The work is supervised by the Planning and Economic Development Director and is evaluated through conferences, accuracy, and effectiveness of work results, and feedback from officials and the public. Salary range of $54,793-$80,885, dependent upon qualifications. Graduation from a college or university with a degree in urban planning, architecture or a related field; preferably a master’s degree in planning or closely related field. Also requires a minimum of three to five years-experience in local government planning; or an equivalent combination of education and experience required. Certified Zoning Official and American Institute of Certified Planners certification preferred. Must have a valid NC Driver’s License.
